RESOLUTION NO. 02

A RESOLUTION SUPPORTING SENATE BILL NO.12, ENTITLED”AN ACT PROVIDING RETIREMENT BENEFITS FOR THE BARANGAY OFFICIALS, INCLUDING BARANGAY TANODS, MEMBERS OF THE LUPON TAGAPAMAYAPA, BARANGAY HEALTH WORKERS AND BARANGAY DAY CARE WORKERS A RETIREMENT BENEFITS” SPONSORED BY HONORABLE SENATOR FERDINAND R. MARCOS JR.

WHEREAS, the Honorable Senator Ferdinand R. Marcos, Jr. in recognition of the indispensable role of  Barangay officials and Barangay volunteers in the delivery of services and in nation-building, has sponsored a measure seeking to provide a retirement benefit to a qualified Barangay Officials and Barangay volunteers;

WHEREAS, working in the frontlines almost 24 hours a day, seven days a week, the Barangay officials, and Barangay volunteer receive only honoraria, allowances or other emoluments, however, the law does not provide for their pension when they retire;

WHEREAS, the Bill seeks to address the need by providing for pension benefits for the Barangay officials, including, Barangay Tanods, Members of the LuponTagapamayapa, Barangay Health Workers and Barangay Day Care Workers. Health  Workers provided he/she shall  be at least sixty (60) years of age and with at least nine (9) years in service;

WHEREAS, the Bill further seeks to provide entitlement of retirement benefit to any such official or worker who dies or becomes permanently incapacitated while in the performance of his/her duty irrespective of his / her age and number of years in service;

WHEREAS, under the bill, a qualified chairman is entitled to One Hundred Thousand Pesos (Php100,000.00) retirement benefit, Eighty Thousand Pesos (Php80,000.00) for Kagawad, Fifty Thousand Pesos (Php50,000.00) for Secretary, Treasurer, Lupon Member, Tanod, and Health and Day Care Workers;

WHEREAS, finding the same to be in order and beneficial to the Barangay officials and Barangay workers as it will afford them the means to have a decent and comfortable living condition after their service;

NOW, THEREFORE, on motion of City Councilor Randy C. Sionzon,  with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, supporting Senate  Bill No. 12, Entitled “ An Act Providing Retirement Benefit for the Barangay Officials, Including Barangay Tanods, Members of the LupongTagapamayapa, Barangay Health Workers and Barangay Day Care Workers a Retirement Benefits” Sponsored by Honorable Senator Ferdinand R. Marcos, Jr.

Let a copy of this resolution be furnished  the Hon. City Mayor for his concurrence, the Senate of the Philippines through the Honorable Senate President for its favorable consideration, all Barangays in Olongapo for its favorable support, and the Sangguniang Panlungsod of Olongapo for its information.
