A RESOLUTION RESPECTFULLY ASKING THE HONORABLE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES, HIS EXCELLENCY BENIGNO SIMEON C. AQUINO III TO CONSIDER THE PLIGHT OF THE GOVERNMENT EMPLOYEES OF THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) WITH REGARDS TO THEIR WAGES AND CONSIDER THEIR REQUEST FOR SALARY ADJUSTMENT AND OTHER BENEFITS AS BASED ON THE APPROVED SBMA CORPORATE OPERATING BUDGET (COB) 2015 AND INCLUSION IN THE SALARY STANDARDIZATION LAW (SSL)
WHEREAS, the government employees of the Subic Bay Metropolitan Authority (SBMA) are mostly the heroic volunteers that helped secure the former Subic Naval Base and establish the thriving Subic Bay Freeport Zone;
WHEREAS, the employees of the Subic Bay Metropolitan Authority are mostly Olongapeños whose last salary adjustment was in 2005 and has since then languished and found it challenging to cope to the rising costs of living.;
WHEREAS, salary adjustments can be implemented either as step increments or as provided by the Salary Standardization Law, subject to “availability of funds”;
WHEREAS, the City Government of Olongapo thru Honorable Mayor Rolen C. Paulino will implement a 50% salary adjustment in the 2015 pay of its employees for the 3rd tranche of the Salary Standardization Law despite assuming a city ridden with debts and other financial obligations;
WHEREAS, the SBMA is in a financial position to consider adjusting the salaries of its employees based on its declared revenue of P2.513 billion for 2014 and Php547.668 million budgeted for Personal Services in the Corporate Operating Budget (COB) for 2015;
WHEREAS, there is a great need for His Excellency, President Benigno Simeon C. Aquino III to intercede with the impasse of whether the Subic Bay Metropolitan Authority is part of the coverage of Republic Act 10149 (Government Owned & Controlled Corporation Act of 2011), therefore subject to the moratorium of salary increase, allowances and benefits or that the SBMA is categorized as a learning institution, therefore excluded by the same GOCC Act of 2011 and it could adopt the Salary Standardization Law to determine the rightful salaries of its employees;
WHEREAS, the City Council of Olongapo, representing our constituents from Olongapo, the employees of the Subic Bay Metropolitan Authority (SBMA) respectfully ask Honorable Benigno Simeon C. Aquino III, President of the Republic of the Philippines, to direct the Department of Budget & Management (DBM) to review the request of the SBMA to be included in the Salary Standardization Law and the Subic Bay Metropolitan Authority (SBMA) thru Honorable Chairman Roberto V. Garcia to consider the salaries & benefits as approved & ratified in the Corporate Operating Budget (COB) 2015 of the SBMA;
NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod namely: City Councilors Aquilino Y. Cortez, Jr., Emerito Linus D. Bacay, Benjamin G. Cajudo II, Elena C. Dabu, Edna A. Elane, Eyrma Yvette D. Marzan-Estrella, Eduardo G. Guerrero, Alreuela M. Bundang-Ortiz, Eduardo J. Piano, Randy D. Sionzon, Noel Y. Atienza and Egmidio Gonzales, Jr.
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to ask, as it hereby respectfully asks, The Honorable President Of The Republic Of The Philippines, His Excellency Benigno Simeon C. Aquino III To Consider The Plight Of The Government Employees Of The Subic Bay Metropolitan Authority (SBMA) With Regards To Their Wages And Consider Their Request For Salary Adjustment And Other Benefits As Based On The Approved SBMA Corporate Operating Budget (COB) 2015 And Inclusion In The Salary Standardization Law (SSL);
Let copies of this Resolution be respectfully provided to the Office of the President, His Excellency Benigno Simeon C. Aquino III, Honorable Roberto V. Garcia, SBMA Chairman & Administrator and the Honorable SBMA Board of Directors for their information.
