RESOLUTION NO. 117
(Series of 2005)
A RESOLUTION ENDORSING THE OLONGAPO CITY COMPUTER SERVICES ASSOCIATION (OCCSA) REQUEST TO BUSINESS SOFTWARE ALLIANCE (BSA), NATIONAL BUREAU OF INVESTIGATION (NBI), OPTICAL MEDIA BOARD (OMB) AND PHILIPPINE NATIONAL POLICE (PNP) TO DEFER IMPLEMENTATION OF THE “OPLAN CRACKDOWN” TO DECEMBER 31, 2005.
WHEREAS, the government has launched its all out fight against anti-piracy that includes violators of the Optical Media Act or the Intellectual Property Right Code;
WHEREAS, the Pilipinas Anti-Piracy campaign ads stated that 71% of PC software being used in the Philippines in 2004 was illegal and that piracy deprives the country of additional revenues and new job opportunities;
WHEREAS, the Government of Olongapo recognizes the economic contribution brought by the 150 existing and registered computer shops with their investment contribution to the City estimated to an amount of PhP45,000,000.00 and has generated an approximate employment of 550 people;
WHEREAS, the Members of the Olongapo City Computer Services Association, and Owners, Managers and Representatives of Establishments Engaged in Computer Services, Sales And Rentals in the territorial jurisdiction of Olongapo City recognizes the essence of the Pilipinas Anti-Piracy campaign;
WHEREAS, said Association are requesting the Business Software Alliance (BSA) to defer implementation of the “Oplan Crackdown” and give the same until December 31, 2005 to comply for their software licensing requirements;

WHEREAS, realizing the hardship encountered by our business sector, we deemed it proper to endorse their Resolution;
NOW THEREFORE, on motion of Councilor Edwin J. Piano with the unanimous accord of the Members of the Sanggunian Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by Sangguniang Panlungsod in session assembled, to endorse, as it hereby endorses the Olongapo City Computer Services Association (OCCSA) request to Business Software Alliance (BSA), National Bureau of Investigation (NBI), Optical Media Board (OMB) and Philippine National Police (PNP) to defer implementation of the “Oplan Crackdown” to December 31, 2005.
Let copies of this Resolution be furnished the Business Software Alliance (BSA), National Bureau of Investigation (NBI), Optical Media Board (OMB), Philippine National Police (PNP) for their information and action.
