RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:
ORDINANCE NO. 31
(Series of 2006)
AN ORDINANCE ESTABLISHING COMPREHENSIVE AND COORDINATED PROGRAM ON YOUTH DEVELOPMENT OF OLONGAPO CITY AND FOR OTHER PURPOSES
SECTION 1. Title - This Ordinance shall be known as the "Olongapo Youth Development Code".
SECTION 2. Policy - The Local Government Unit of Olongapo City recognizes its responsibility to enable the youth to fulfill their vital role in nation-building and hereby establishes the Comprehensive and Coordinated Program on Youth Development, creates the structures to implement the same and appropriate adequate funds to provide support for the program and implementing structures on a continuing sustained basis. In support to the above statement are the following policy agenda of the City:
(a) Enable access to quality and responsive education (formal, non-formal and life long) at all levels.
(b) Develop globally competitive youth.
(c) Decrease youth unemployment and underemployment.
(d) Prevent the exploitation of young workers and working children.

(e) Ensure the acceptability, availability and affordability of cultural and gender sensitive and user friendly health services and facilities for adolescents and youth, especially in regard to adolescent health and youth development (AHYD).
(f) Reduce the adverse effects of risk behavior among the youth of Olongapo.
(g) Strengthen youth participation in community and youth development activities, such as in planning, implementing, monitoring and evaluating youth programs and projects.
(h) Integrate the youth agenda and concerns in local and national development plans.
(i) Eliminate all forms of discrimination and abuse against youth.
(j) Promote a positive and healthy self-image, critical thinking, love of country, social responsibility and the spirit of volunteerism among youth.
The Local Government Unit further declares the Olongapo City Comprehensive and Coordinated Program on Youth Development shall be based on the principles stipulated in RA 8044 otherwise known as the “Youth in Nation Building Act” as follows:
(a) Promotion and protection of the physical, moral, spiritual, intellectual and social well-being of the youth to the end that the youth realize their potential for improving the quality of life;
(b) Inculcation in the youth of patriotism, nationalism and other basic desirable values to infuse in them faith in the Creator, belief in the sanctity of life and dignity of the human person, conviction for the strength and unity of the family and adherence to truth and justice;
(c) Encouragement of youth involvement in character-building and development activities for civic-efficiency, stewardship of natural resources, agricultural and industrial productivity, and an understanding of world economic commitments on tariffs and trade and participation in structures for policy-making and program implementation to reduce the incidence of poverty and accelerate socio-economic development; and
(d) Mobilization of youth’s abilities, talents and skills and redirecting their creativity, inventive genius and wellspring of enthusiasm and hope for the freedom of our people from fear, hunger and injustice.
SECTION 3. Definition of terms - For purposes of this Ordinance, the following terms are hereby defined :
(a) "Youth" shall refer to those persons whose ages range from fifteen (15) to thirty (30) years old;
(b) "Youth Organizations" shall refer to those organizations whose membership/composition are youth;
(c) "Youth Serving Organizations” shall refer to those registered organizations or institutions whose principal programs, projects and activities are youth-oriented and youth-related; and
(d) “City Youth Development Board” shall refer to the board created under Ordinance No 07 Series of 2004.

SECTION 4. Development Program. - In order to attain the declared principles and policy, there is hereby established the "Olongapo City Comprehensive and Coordinated Program on Youth Development", hereinafter referred to as the "Development Program" to be spearheaded by the City Youth Development Board.
The components of the development program are the following:
(a) Formulation, approval and implementation of the Medium-Term Youth Development Program for three (3) years following the approval of this Ordinance and every three (3) years thereafter, which shall be aligned to and shall complement the Philippine Medium-Term Youth Development Plan of that period;
(b) A local study on the "Situation of Youth in Olongapo ", for the period up to the approval of this Act, and every three (3) years thereafter which identifies priority needs, prevailing attitudes and values of youth, the existing services, and gaps in services delivery of the basic needs of youth;
(c) A "Review, Evaluation and Reform” of all organizations delivering services to the youth for the period up to the approval of this Act and every three (3) years thereafter;
(d) Activities to operate the implementing structures of the Development Program;
(e) Adoption and approval by the Sangguniang Panglungsod and the Local Chief executive respectively and implementation following its adoption.
SECTION 5. Technical Working Group – A technical working group is hereby constituted to give technical assistance to the City Youth Development Board to be composed of representatives from the following offices : Office of the City Mayor, City Council, City Planning & Development Office, City Health Office, Population Commission Office, Basic Education, Tertiary Education, Livelihood and Cooperative Development Office, Labor & Employment Office, DILG Office, Sports and Development Office and other offices/agencies deemed necessary.
SECTION 6. Annual Youth Assembly and/or Consultations – There shall be an annual youth assembly or consultation to monitor and evaluate the priority needs, prevailing attitudes and values of youth, the existing services, and gaps in services delivery of the basic needs of youth. The first youth assembly and/or consultation shall be convened not later than six months after the passage of this ordinance.
SECTION 7. Parliament of Olongapo Youth Leaders - There is hereby constituted the "Olongapo Youth Parliament". The Olongapo Youth Parliament shall be initially convened a year before the call of the 7th National Youth Parliament and thereafter be convened every two (2) years. The Youth Parliament shall have a regular session from two (2) to three (3) days every time it is convened, but may form task forces which may meet during the period between the convening thereof.
Delegates to the Youth Parliament shall be chosen by the City Youth Development Board taking into consideration equal and geographical representation among men and women. All delegates shall be of good moral character, able to read and write, has not been convicted of any

crime involving moral turpitude, and shall not be more than thirty (30) years of age on the day of election to the position by virtue of which he qualifies as a delegate and on the day the Parliament is convened. The delegates shall elect the President of the Youth Parliament who shall preside during the session of the Parliament.
The Youth Parliament at the end of each regular session shall present its proceedings, declarations and resolutions to the Local Government Unit of Olongapo through the City Mayor and the City Youth Development Board to be used as the government’s guide in youth policy formulation and program development.
SECTION 8. Appropriations – The overall coordination of the comprehensive and coordinated program on youth development shall be charged against the appropriation of the Office of the City Mayor. The cost of the programs and project included in the comprehensive and coordinated program on youth development shall be charged in the respective appropriations of the lead/concerned agencies.
SECTION 9. Repealing Clause – ordinances or resolution inconsistent with this ordinance are hereby repealed or amended. Inconsistent parts or sections with the national laws are hereby repealed and would not affect the implementation of the entirety of this ordinance.
SECTION 10. Effectivity Clause - This ordinance shall take effect fifteen days after posting to three conspicuous places.
