RESOLUTION NO. 150
(Series of 2006)

A RESOLUTION CONGRATULATING AND RECOGNIZING THE OLONGAPO CITY FIRE-RESCUE TEAM MEMBER ABRAHAM T. ABIERTAS FOR WINNING THE 2006 NATIONAL GAWAD KALASAG INDIVIDUAL HEROES AWARD

WHEREAS, the Olongapo Fire-Rescue Team was organized to make available the expertise of trained rescue personnel during occasions of emergency when instant remedies necessary to save the lives of victims of accidents and sudden illness;

WHEREAS, on August 6, 2005 in the midst of a heavy downpour, 14-year-old Romulo Alfonso, who was swept away by the raging current while swimming at the Sta. Rita River, was frantically reported to Hotline 117 of the Philippine National Police;

WHEREAS, knowing the danger entailed in the said situation, the Olongapo City Fire-Rescue Team composed of Joel DL. Himalin, Bonifacio De Mesa, Allan Jahnke and Abraham Abiertas were dispatched immediately to the scene;

WHEREAS, Abraham Abiertas, known to his friends as “Abe” defied the dangers of the turbulent current and volunteered to perform the “one-man” life saving technique;

WHEREAS, Abe, equipped only with a life vest, a life ring and a prayer in his heart and trust for his teammates who were holding the end of the rope tied to his waist, decisively plunged into the water and swam towards Romulo;

WHEREAS, the raging waters swept Abe and Romulo for about 500 meters away where the boy was first seen. Beyond this, Abe’s commitment to the call of duty, armed him to cross over such huge challenge and just did a breathtaking, successful rescue operation witnessed by a cheering crowd;

WHEREAS, this death-defying yet life-saving feat earned him the respect and recognition of his peers, the entire department and the City leadership;

WHEREAS, Abe’s dedication, perseverance and unselfish effort of saving lives and properties, led him to be recommended to be the recipient of the prestigious Individual Heroes Award under the Gawad Kalasag of the National Disaster Coordinating Council, which he triumphantly garnered on July 28, 2006;

WHEREAS, his award made the City prouder that its thin red liners in the arena of disaster management and rescue operations are indeed equipped, dependable and worthy of emulation;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to congratulate, as it hereby congratulates and recognizes
Olongapo City Fire-Rescue Team Member Abraham T. Abiertas for winning the 2006 National Gawad Kalasag Individual Heroes Award.

Let a copy of this Resolution be furnished Mr. Abraham T. Abiertas for his information and record.
