RESOLUTION NO. 140
(Series of 2006)

A RESOLUTION EXPRESSING PROFOUND SYMPATHIES
AND CONDOLENCES TO THE CABLING FAMILY,
ON THE PASSING AWAY OF THEIR MATRIARCH, MRS. FLORA F. CABLING


WHEREAS, Mrs. Flora Flores Cabling, one of the original residents of Olongapo City, a respectable educator and a brilliant writer-historian passed on to eternal rest last July 16, 2006 at the age of 80;

WHEREAS, Mrs. Cabling had enriched many young lives as a dedicated classroom teacher. Her 26 robust years of teaching, starting from 1949 up to 1975, exemplified not only her love to the profession but the commitment to the high calling of honing her students’ potentials;

WHEREAS, her brief yet fruitful stints at the Western Aklan Academy, Naval Reservation Junior College (now known as Columban College), Sumulong High School in Taytay, Rizal and Olongapo High School paved way for an enduring 22 years of unfaltering service to the Olongapo City National High School as a teacher and Administrative Assistant at the same time;

WHEREAS, her retirement as public school teacher launched her to the larger field of government service, as she joined the administration of then Mayor and now Senator-elect Richard J. Gordon in 1982, as his Technical Assistant. This post was then interrupted by another yet wider influence, as Mrs. Cabling was appointed City Councilor during the Revolutionary Government under President Corazon Aquino in 1986 up to 1988;

WHEREAS, supportive and prepared for every eventuality, Mrs. Cabling, as a scouter also served as one of the Council Board Members of the Girl Scouts of the Philippines Olongapo Council;

WHEREAS, as a Technical Assistant/Consultant of the City, the position she held up to her last breath, Mommy Cabling failed not to amaze everyone of her writing prowess and expertise. From correspondences, speeches, position papers, promotions and everything that concerns writing, Mommy Cabling’s “hawk’s eye” skill and dexterity stood incomparable;

WHEREAS, the grammar icon, who breathed life to every write-up, Mrs. Cabling generously shared this remarkable talent to everyone who needs it;

WHEREAS, it is also through her wit and talent that the City was able to tap various significant resources relative to good governance as the woman behind its communications in print;

WHEREAS, blessed with a vivid memory of facts, features and events, Mrs. Cabling, the historian, captured the City’s humble beginnings, encouraging climbs and keen developments as she wrote one of her finest offerings to the City – its history. The History of Olongapo, as a book reflects the indomitable spirit in her that will continue to live on;

WHEREAS, Mommy Cabling will always be remembered as the soft-spoken, loving and caring MOM of the Office, who truly knew what is best and will be recalled as the simple yet strong woman within who could stand the pressures of time and increasing work demands without a twinge of complaint. The one who could even lighten up the mood amidst the tough times by her gentle and kind remarks will be missed by everyone, touched by the goodness of her heart;

WHEREAS, the City of Olongapo is aggrieved by the great loss of a woman of character, the teacher, the writer and the mother, we all call “Mommy Cabling”, who unselfishly dedicated her life for public service;

WHEREAS, the City Government of Olongapo joins the Cabling family in this moment of grief for having lost their matriarch and prays that God’s enduring presence will be in their midst;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses profound sympathies and condolences to the Cabling Family, on the passing away of their matriarch, Mrs. Flora F. Cabling.

Let a copy of this Resolution be furnished the Cabling Family for their information and record.
