RESOLUTION NO. 161
(Series of 2006)
A RESOLUTION URGING ALL BARANGAYS CONCERNED TO
SUPPORT THE CITY PLANNING AND DEVELOPMENT OFFICE (CPDO)
IN CONDUCTING AN INVENTORY AND MAPPING OF SEPTIC TANKS
IN ALL ESTABLISHMENTS ALONG RIVERS AND TRIBUTARIES OF OLONGAPO AS AN INITIAL STEP FOR THE RIVER REHABILITATION PLAN OF THE CITY GOVERNMENT
WHEREAS, Subic Bay is the most visible and economically viable resource of Olongapo City. With its pristine waters, beaches along the coast of Olongapo, it offers visitors a tourism experience comparable to the best resorts in the world;
WHEREAS, the bay is an eco-industrial tourism area that needs to be protected as it offers not only economic opportunities for the people of Olongapo but for the natural resources it provides and the local tourism it draws;
WHEREAS, strict implementation of measures to protect and preserve the beauty of Subic Bay is needed;
WHEREAS, development of lands into residential and commercial purposes along the rivers of Olongapo have flourished over the years;

WHEREAS, there is a need to have mitigating measures in place to control if not totally prevent pollution to Subic Bay;
WHEREAS, continuous neglect or non-observance of measures to mitigate effects of effluent from the wastes produced by occupants of areas along rivers in the city would adversely affect the unadulterated state of the environment of Subic Bay, posing a grave threat to ecological balance which has made this place so renowned and distinct;
WHEREAS, there is a need to conduct an inventory of septic tanks to systematically determine the volume of waste that flows into the river directly polluting it and in turn, directly polluting Subic Bay;
WHEREAS, the result of the inventory will be used by the city in the study and enacting of regulations to protect Subic Bay as well as to enforce existing ordinances and laws that have been violated;
WHEREAS, city government offices such as City Health Department, City Engineer’s Office, Environmental Sanitation and Management Office (ESMO) which are all mandated to perform duties pertaining to sanitation and safety of city residents need to work on the inventory of septic tanks and study existing conditions of areas along the rivers and tributaries, with the City Planning and Development Office as secretariat and lead coordinator;
NOW, THEREFORE, on motion of Councilor John Carlos G. de los Reyes and co-sponsored by Councilor Carlito A. Baloy, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sagguniang Panlungsod in session assembled, to urge, as it hereby urges, all Barangays concerned to support the City Planning and Development Office (CPDO) in conducting an inventory and mapping of septic tanks in all establishments along rivers and tributaries of Olongapo as an initial step for the river rehabilitation plan of the City Government.
RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that CPDO as secretariat and lead coordinator make a comprehensive report of the results of the inventory to be used as basis for the enacting of regulations to protect our rivers and Subic Bay.
RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, that copies of this resolution be furnished to all barangays concerned City Health Department, City Engineer’s Office, ESMO and CPDO for their information and implementation.
