EXCERPTS FROM THE MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG PANLUNGSOD OF OLONGAPO, HELD ON
AUGUST 16, 2006 AT THE CITY HALL.

ABSENT:

WHEREAS, Olongapo city has been a consistent awardee of the clean and green program among highly urbanized cities in the entire country;
WHEREAS, proper garbage collection and disposal is a prime service which the city needs to undertake without which sickness and diseases may ensue;
WHEREAS, the amount of garbage collection in the city has tremendously increased, thereby needing additional transportation to haul and dispose garbage and properly dumped at the landfill site;
WHEREAS, the city after buying garbage truck has no recourse but to lease additional garbage trucks and bulldozer to supplement the existing needs which is more cost effective than buying garbage trucks and bulldozers;
WHEREAS, a Resolution authorizing the City Mayor to enter into a contract for the lease of one (1) bulldozer and four (4) dump trucks has been passed by Sangguniang Panlungsod dated June 28, 2006;
WHEREAS, after authority has been given to the City Mayor, there is necessity to appropriate a certain amount to fund this program;
NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the majority decision of the Members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to enact the following Ordinance.

AN ORDINANCE APPROPRIATING THE SUM OF TEN MILLION PESOS (PHP10,000,000.00) TO BE TAKEN FROM THE REVERTED AMOUNT
OF TRUST FUND ACCOUNT AND UNAPPROPRIATED BALANCE
OF THE GENERAL FUND TO THE ITEM RENTAL OF
EQUIPMENTS UNDER MAINTENANCE AND OTHER
OPERATING EXPENSES (MOOE) OF THE
ENVIRONMENTAL SANITATION AND
MANAGEMENT OFFICE
(ESMO).
BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED THAT:
SECTION 1. Thereof the amount of not exceeding TEN MILLION PESOS (Php10,000,000.00) as it maybe necessary to lease garbage trucks and bulldozer for the period with the maximum of six (6) months is hereby appropriated.
SECTION 2. That this appropriation Ordinance shall be used only according to existing government rules and standards.
SECTION 3. That monitoring and report shall be done by the Environmental Sanitation and Management Office (ESMO) thru the Office of the City Mayor and furnished the Sangguniang Panlungsod for information and guidance.
SECTION 4. The letter request of Honorable City Mayor James Gordon, Jr., dated June 16, 2006, the letter Mr. Dante Ramos, City Government Department Head II, dated May 22, 2006 and the Certification of Availability of Funds dated June 28, 2006 issued by Mr. Marcelino D. Andawi, City Treasurer shall be made as integral parts of this Ordinance.
