WHEREAS, Call Center is an emerging industry in the Philippines and our country has captured almost 20% of the total world market share in contact center services for the past years;
WHEREAS, the existence of Call Center companies made it possible for many Filipinos to excel in diverse fields of specializations, augment their source of living and help reduce the unemployment rate of the country. Its presence resulted to an increase in revenue contribution in the Gross National Product (GNP);
WHEREAS, the Olongapo Call Center Excellence Training (OCCET) program has been conceptualized as early as July of 2006 to help the constituency and address the present demands of the Call Center Industry by providing employment to our qualified residents;
WHEREAS, research and partnership with different call center companies in the country was initiated on August 10, 2006. The final draft-proposal for the OCCET program to commence was submitted last August 14, 2006;
WHEREAS, to facilitate the program, a coordinator was hired on August 22, 2006. The following weeks thereafter were spent for the preparation and launching of the training program;
WHEREAS, OCCET was officially launched last September 23, 2006 at the Olongapo City Convention Center with the Director General of Technical Education and Skills Development Authority (TESDA) Secretary Augusto L. Syjuco as the guest speaker;
WHEREAS, the program has started its first batch of training from September 25 to October 7, 2006 and the second batch shall begin as soon as funds are available for its continuity;
NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

AN ORDINANCE APPROPRIATING THE AMOUNT OF ONE HUNDRED FIFTY EIGHT THOUSAND SIX HUNDRED FORTY PESOS (PHP 158, 640.00) FOR THE OLONGAPO CALL CENTER EXCELLENCE TRAINING (OCCET) PROGRAM
BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:
SECTION 1. The sum of One Hundred Fifty Eight Thousand Six Hundred Forty Pesos (PhP158,640.00) is hereby appropriated from the unappropriated balance of the General Fund not otherwise appropriated and the same is hereby made available to the item Training Expense under Maintenance and other Operating Expenses of the Office of the City Mayor.
SECTION 2. This appropriation ordinance shall be subject to the usual accounting and auditing rules and regulations.
SECTION 3. The pertinent letter request from City Mayor James “Bong” Gordon Jr., dated 16 October 2006, 1st Indorsement of Ms. Josephine P. Nieves, City Government Assistant Department Head II, dated September 22, 2006, draft-proposal from Councilor Gina Gulanes Perez and a Certificate of Availability of Funds from City Treasurer Marcelino Andawi dated 17 October 2006 are hereby made as integral parts of this Ordinance.
SECTION 4. This ordinance shall take effect upon its approval.
