Councilor Jong Cortez moved to amend the title of Item No. 11 under First Reading, Draft Ordinance No. 2007 – O-47. From the title, the part that reads “Provisions of Ordinance No. 22, Series of 1990”, is to be changed to “Provisions of Ordinance No. 97, Series of 1999”.
Councilor Gina Perez moved for changes in the title of Item No. 3, under First Reading. From the title, the part that reads “Bereaved Family of Mrs. Wilma Myers” is to be changed to “Bereaved Family of Mrs. Wilma B. Myers”. The middle initial was added. The Councilor also moved for changes in the title of Item No. 6 under Second Reading. From the title, the part that reads “Ramon Magsaysay Drive from November 22, 2007 to December 31, 2007” is to be changed to “Ramon Magsaysay Drive from November 22, 2007, 6:00 A.M. to November 25, 12 midnight for Mardi Gras Remixed II”. This is to be co-sponsored by Councilor Jong Cortez.
Councilor Jong Cortez made another correction for Draft Ordinance No. 11 on first reading. He said that the complete title should read as “An Ordinance Amending Certain Provisions Of Ordinance No. 97, Series Of 1999, Entitled “An Ordinance Amending Certain Provisions Of Ordinance No. 22, Series Of 1990, Entitled “An Ordinance Authorizing Traffic Law Enforcement Officers To Tow And Impound Motor Vehicles And/Or Remove Traffic Obstruction In Any Public Street Or Thoroughfare Within Olongapo City And For Other Purposes”.
The Presiding Officer clarified that what is being amended is Ordinance No. 97, Series of 1999.
Hearing no other observations, on motion of Councilor Cerezo, the body approved the Day’s Agenda as amended.

Committee Reports
Councilor Gina Perez, for the Committee on Tourism, announced to the body the invitation by the Central Luzon Tourism Council and the Department of Tourism to the 2nd North Philippines International Tourism Fair on November 23, 24 and 25, 2007 in SM Clark, Pampanga when she attended the meeting on November 6 and 13 for the city’s participation and the final activities were discussed. She said that on November 23, the city will join the motorcade, the OCNHS street dancers will do a dance exhibition, and for the product presentation, there will be a demonstration of skin art or tattoo since skin art is very famous in the city. On November 24, the body may attend the seminar on culture and tourism marketing. On November 25, the city will present a wood carving exhibition courtesy of the former City Councilor, Hon. Yang Elane.
The Councilor reported the city preparations for the 20th Philippine Ad Congress. First, the Office of the City Mayor will organize a Customer Service Workshop at the Olongapo City Convention Center intended to all frontliners. On November 21, the city will join in the opening day of the Ad Congress. Mayor Gordon will be at the ribbon cutting, and the OCNHS street dancers and Sta. Rita Drum & Lyre will perform. On November 22, the Councilor invited everyone to the Grand Welcome Salvo and Opening Day of Mardi Gras. The assembly area is at the Olongapo City Mall from 6:00 AM to 8:00 AM. She mentioned that Channel 2 was invited to feature the event. The OCNHS will render an intermission number at the trade exhibit area on November 22 and 23, 2007.
Councilor Perez also informed the body that she attended the Olongapo Business Club meeting that afternoon. Activities for the Mardi Gras were finalized. As one of the major sponsors, PEPSI Cola will bring their mobile truck, put up their own stage, sound system and big screen. They will hold activities such as bartending, showbands, sponsor tents and coolers for the Olongapo Business Club. They are to sponsor three nights for their stage at RM Drive. On the other hand, Ginebra San Miguel will bring Ms. Valerie Concepcion of Wowowee while San Miguel Beer will bring the Brownman Revival on November 22; Soapdish and Concrete Sound on November 23; and Sugarfree on November 24.
Councilor Ellen Dabu, Chair of the Committee on Markets, stated that the Olongapo City Local Price Coordinating Council which is already in existence since 1987, is one of the most active council in Region III. The group conducts regular price monitoring and assists the Department of Trade and Industry in the enforcement of various Fair Trade Laws. She reported that the Olongapo City Local Price Coordinating Council conducted a validation and monitoring of Christmas Lights currently sold in the public market. The Councilor informed everyone that only one brand of locally made Christmas lights was approved and was marked safe of use, this is the Diamond Bright.
Councilor Dabu enumerated the list of Christmas Lights Brand with Imported Commodity Clearance. These were the following brands: Golden Season, Lights and Shine, Joys of Life, Awai Lights, Christmas Star, Home Elements, North Star, Andrew, Gold Crest, Fine Crest, Good Christmas Lights, Tinsel-Ron, Xing-an and Fuji Bright.
The Councilor also apprised the body that the City was again nominated to the Search for the Most Child Friendly City. The City is consistently chosen as the Most Child Friendly City since 2001 and again won in 2006. The City once more was nominated for CY 2007 thus the validating team from Region III composed of one representative from DILG, two from DSWD and one from NEDA came. As criteria, there should be a Day Care Center, Day Care Workers, Brgy. Health Center, DepEd participation, playground, Service delivery, education, social protection, children participation and lastly, community participation. The validating team chose Barrio Barretto among the 17 barangays. The winner will get a PhP50,000.00 cash and the seal as one of the Most Child Friendly City.
The Presiding Officer asked the Councilor if the Safe Christmas Lights mentioned have DTI approval. Councilor Dabu affirmed. The Presiding Officer recommended the list be displayed in the Market and be announced in radio station to help and guide consumers.
Councilor Marey Beth Marzan gave an additional report regarding the Most Child Friendly Search. According to her, the validation team commended the City Council for passing school resolutions and ordinances specifically for children. The team suggested the Council to codify all of these local laws for children and come up with an Omnibus Code. The Councilor said the team will give sample of the Omnibus Code for Children passed by other cities and municipalities.
Councilor Marzan informed the body that the city will support the Palarong Panlungsod 2007 set on November 15, 16 and 17, 2007. The opening parade is on November 15 and the assembly time is 6:30 A.M. at the Rizal Triangle. Most of the activities will be done at the East Tapinac Oval Track and Rizal Triangle except for the badminton at the Convention Center, boxing at G-Gym and Taekwondo at SBMA. The volleyball and basketball competition is from November 15-17. The Councilor together with Councilor Cerezo extended their gratitude to Vice Mayor Cajudo and Councilor Dabu for the snacks provided during the preparatory meetings.
The next committee report was from Councilor Rodel Cerezo. First, he remarked that Police Precinct 5 headed by Inspector Roberto Maninang be given commendation for the immediate action to the cases filed on November 5 about the robbery of 12 water meters in the city. Through the efforts of those in Police Precinct 5, suspects were arrested.
Second, the Councilor reported that the Olongapo Youth Choir of Olongapo City National High School Special Program in Arts won silver medal in the ASEAN Choir Championship, category 15, Music Sacra Acapella held on November 2-10, 2007 at Jakarta, Indonesia. They also won silver in category 19, Gospel and Spiritual. The group was headed by their conductor, Ms. Genevieve Tolentino.
Councilor Edwin Piano, for the Committee on Telecommunications and Information Technology, first reported that a public hearing was held on November 13 regarding the All Asia Broadcasting application for Certificate of Public Convenience to install, operate and maintain a digital mobile TV broadcasting nationwide. The hearing was held at the National Telecommunications Commission’s Main Office at Quezon City. It was presided by Atty. Renato Peralta and was attended by the lawyers of All Asia Broadcasting and the lawyers of Nation Broadcasting and Philippine Multi-Media, Inc. who opposed the said application. According to the Councilor, All Asia intends to invest PhP25 Million for the project which is quickly gaining ground in Europe, US, Australia and other parts of Asia. Councilor Piano further explained that there are digital media broadcasting in Korea with several handsets available in the market to support the standard, and it is expanding in Asia. The next hearing is scheduled on December 10, at 10:00 A.M. where the applicant was required to comment on the opposition submitted by the oppositors. The City of Olongapo is just awaiting to be furnished a copy of the project proposal to be able to submit a position on the matter. The Councilor added that though the city is one area where All Asia intends to operate, they have not yet prepared the specific project proposal for our area.
Second, Councilor Piano gave an update of the MG-EXEO or Globe Innove project. He said that Globe Innove has an application to install aerial cables, poles, guys support and telephone cabinets in Barangays Gordon Heights, West Bajac-Bajac. East Bajac-Bajac, Barretto and Pag-asa. The Engineering Office, City Planning Office, Public Utilities Department and Telecommunications Board conducted a joint inspection of the proposed location of telephone cabinets and poles on October 19-25 where the fiber optic and copper cables are to be attached . The team found the proposed sites feasible. The Councilor added that MG-EXEO, contractor of Globe Innove, were already issued notice to proceed in securing the requirements listed under City Resolution No. 13, Series of 2003 and City Ordinance No. 54, Series of 2005, and under other pertinent laws and regulations since it has already paid the telecommunications application fee and has submitted pertinent documents. It has already completed 80% of the requirements to date. The MG-EXEO and Globe Innove presented during the caucus the previous session the project proposal through their North Luzon Manager, Mr. Medalla and their Project Manager, Mr. Bonifacio San Andres. Councilor Piano mentioned that the City Council intends to place the company’s application to operate in Olongapo City as soon as the Globe Innove completed and submitted all requirements for the Mayor’s Permit.
Third, Councilor Piano reminded his colleagues on their agreement during the committee hearing on the Internal Rules of the Sangguniang Panlungsod, that the Members were encouraged to send via e-mail their proposed Resolutions and Ordinances for review. He said he finds it easier to read them via e-mail. Likewise, the secretariat are requested to send the minutes via e-mail to give time for review.
Fourth, for the Committee on Ways and Means, Councilor Piano reported that a public hearing on the 2007 Revenue Code was held Friday the previous week, and the final public hearing is set on November 16 from 9:00 A.M. to 12:00 noon. He informed the body that the full text of the 2007 Revenue Code may be reviewed at the website http//sangunian.com
The Presiding Officer requested from Councilor Edwin Piano a complete report regarding the earnings of the city from the telecommunications fee.
Councilor Carlito Baloy, in behalf of the Barangay Captains, invited everyone to the Mass Induction of Newly Elected Barangay Officials to be held on November 28, 3:00 P.M. at the Convention Center.
The Presiding Officer referred back to the portion on Reading and References. She said she forgot the references but she already has the list of to whom the items under it shall be referred. It will just be given to the Secretary for inclusion.

Draft Resolution No. 2007 – R-89 – “A Resolution Authorizing The City Mayor To Enter Into Contract Of Memorandum With Beatriz Arinsol For The Lease Of Space At Gordon College”, was deferred on motion of Councilor Marey Beth D. Marzan as the documents requested from Gordon College are yet to be received.
5. Draft Ordinance No. 2007 - O- 42 – “An Ordinance Establishing The Employee Of The Month (EOM) And The Employee Of The Year (EOY) Program Of The City Government Of Olongapo”
Councilor Gina Perez said that the memo regarding the proposal came from the City Administrator’s Office for comment by each department and was referred to her. According to her, they recommend the approval of the program since they have already studied it. To further discuss the details about the Search for Employee of the Month, the Councilor requested the presence of the Personnel Officer. The criteria of selection consist of 50% Industry and Productivity, 30% Quality Customer Service and 20% Malasakit and Honesty.
The Presiding Officer recognized the presence of Ms. Letty Doropan. She also confirmed from the body that they each were provided a copy of the guidelines.
Ms. Letty Doropan, the Personnel Officer, explained that the Employee of the Month program would be created to give recognition to deserving employees. She said that from the guidelines, two (2) employees of the month will be chosen. One from the income generating group and the other from the support services group. The Employee of the Year on the other hand, will be chosen among the employees of the month for 12 months, a total of 24 employees; or from any employee who has shown superior or exceptional act that demonstrated fidelity to the City Government that brought honor to the institution, even if the said employee was not an Employee of the Month awardee. Aside from the criteria previously mentioned, Ms Doropan said that the definition of the criteria were also in the guidelines, as well as the concerned persons and offices responsible for the program. Stated also are the monetary awards to be given. According to her, the City Personnel Office shall be the lead office. A problem was encountered however, on the “trip to Boracay” prize for the Employee of the Year. It was disapproved by the Budget Office.
The Presiding Officer made a query on the Employee of the Year selection. Ms. Doropan explained once more that selection is not limited to the awardees of the Employees of the Month but to anyone who has rendered extraordinary service to the government, in which she cited as an example someone who was able to save life, the department where that individual belongs may nominate his/her to the Employee of the Year.
The Presiding Officer suggested that instead of a nomination to the Employee of the Year to those who may render extraordinary service, a Special Award may be given. For her observation, the service related to work should be rated differently from Good Samaritan Service because for example, a person may have done something extraordinary but was in fact lazy in the workplace.
Ms. Doropan took note of the suggestion and said that paragraph 1 can be omitted. The Special Award shall be in a different category. Ms. Doropan mentioned that it shall fall under the PRAISE Committee. The Presiding Officer affirmed.
Councilor Marzan said that she and Councilor Cerezo’s observation is about the criteria for selection. The Councilor suggested that a measurable criteria be used. As an example, for overtime, 40% or 80 points may be given; or if a personnel was consistent handworker, 5 points would be given for that. In short, Councilor Marzan said that a “point system”, which is measurable, should be done. She also added that for the criteria “quality customer service”, a feedback mechanism can be included so that the employees would see that a more scientific methodology was used in the selection, which would veer away from the notion that selection was on a “palakasan” basis.
Ms. Letty Doropan took note of the suggestion. She also agreed with Councilor Marzan that a nominee should show a sustained performance all throughout the year.
Councilor Perez, as a follow-up suggestion, said that necessary documents should be attached in the evaluation form like the DTR, Leave forms and notes/reports/recommendations by the superior which are placed in the 101 or 201 file. This is to justify the points given by the panel.
The Presiding Officer clarified if letters of recommendation, solicited or unsolicited, will be part of the criteria to the Employee of the Month or Year. Ms. Doropan explained that all pertinent documents that would support a nomination will be asked by the panel not just the written recommendation.
As to the query of the Presiding Officer of who qualifies to be selected, Ms. Doropan answered that all employees may qualify which also includes the contractual, casual, job order, etc. only elected officials are not included.
Councilor Edwin Piano suggested to consider giving Employee of the Quarter, since according to him, almost all companies that he has been to, has given this award. He asked why this was not included in the proposal.
Ms. Doropan answered that this would be an additional work to do and would mean additional award to be given.
Councilor Piano replied that if the number one problem is that it is an additional work to do, then it is better not to approve the proposal.
Ms. Doropan explained that there is a Performance Evaluation System that can used to be the basis for the Employee of the Month, and it is also possible to add the Employee of the Quarter as long as the city can afford to give award.
The Councilor asked that if in case no one was exceptional, if they would still come up with a selection just because of the said program. Ms. Doropan replied that this would mean that the city has no outstanding employees.
Councilor Piano said that the program is focused on the work performance of the employee, if he/she was able to do more than what was expected, not on his/her being exceptionally good or being outstanding. Ms. Doropan explained that if they would look into the City’s Performance Evaluation System, if an employee performed only 100% of his/her work, it is just rated as satisfactory; for 120%, it is very satisfactory; and for 150%, outstanding. The Presiding Officer commented that many government employees do their own sacrifice in work like those who work overtime without pay.
Councilor Perez asked if they were to allow the same person be chosen over again as Employee of the Month or Year. Ms. Doropan affirmed.
The Presiding Officer commented that it should only be up to 3 consecutive years, then the said employee will be listed in the Hall of Famer already.
Councilor Cerezo suggested that the criteria for selection should be measurable but must not be divulged to the employees because they may just focus their attention and effort in doing what is only listed in the criteria. The Councilor further explained that specific criteria must given under the general criteria to be measurable.
Councilor Perez, in response, said that they can make the suggestion given by Councilor Cerezo just internal among the panel because if they make it into an ordinance, it will become accessible to everybody.
Councilor Marzan told the body that in the Civil Service Seminar, as she recalled, there were measurable indicators mentioned like writing what was done in work for four hours. The councilor suggested this can be applied.
The Presiding Officer explained that this method is already being done in the Sangguniang Panlungsod however, not everybody is submitting.
After the lengthy discussion, Draft Ordinance No. 2007-O-42, was approved unanimously on its second and final reading.
The Presiding Officer told everybody to read the title first on the third reading before affixing their signature to review if changes are needed.
Councilor Piano requested to send copy via e-mail for them to be able to review it and give comment.
6. Draft Ordinance No. 2007 - O- 43 – “An Ordinance Implementing Temporary Closure Of The Ramon Magsaysay Drive From November 22, 2007 To December 31, 2007”.
Councilor Perez reported that she consulted the businessmen along Ramon Magsaysay Drive during a meeting on November 6 and their concern is the entrance of their employees and regular customers. Thus, Mr. Sammy Del Rosario, the President of the Olongapo Business Club will issue them passes. The Councilor said that she invited Major Musngi to present the traffic re-routing scheme due to the temporary closure from November 22 to 24.
The Presiding Officer recognized the presence of Major Musngi. Prior to Major Musngi’s presentation, Councilor Cortez announced that he declines to co-sponsor the said proposal, with due respect to Councilor Perez, because he was not given enough time to study it.
Major Musngi presented to the body the traffic plan for the Olongapo Mardi Gras Remixed II event. According to him, there will be road closure from Ramon Magsaysay Drive from corner of Gordon Avenue to Fountain of Unity Rotonda. The street corners along Ramon Magsaysay Drive such as Fendler Street, Gallagher Street infront of the Paulino residence, Hansen Street corner RM Drive West and Hansen Street corner Sixth Street. The Perimeter Road from Rizal Avenue to RM Drive, Perimeter Road to Gordon Avenue, then First Street from RM Drive to Rizal Avenue will be a one way traffic.
For the traffic re-routing, Major Musngi said that public utility jeepneys going to RM Drive will go straight to Rizal Avenue, Jungle Area, then left to Perimeter Road up to their designated terminal at the back of Columban College, then left in Star TV. From their terminal at Star TV to city proper they will take a left turn at First Street and right turn at Rizal Avenue, then to their destination. Major Musngi said that the JO-03 or red jeepneys will continue to utilize their temporary terminal at the alley between the Columban Church and the former Cindy’s Restaurant. Motorists from East Tapinac area may utilize Gordon Avenue and motorists from SBMA may take right turn at Gordon Avenue or left turn at First Street. The traffic plan will be implemented all throughout the Mardi Gras days.
For the tasking, Major Musngi said that all PNP personnel will be deployed to man designated traffic points.
For the Administration and Logistics, he said that the administrative and operational control of the traffic plan shall be under the Head of the Traffic Management and Public Safety. The traffic control personnel of the Mardi Gras will be under the supervision of designated team leaders and shift supervisors. Personnel shall wear the prescribed uniform of the day.
For provisions, Major Musngi said that the Olongapo Business Club committed to provide food for the traffic personnel on duty.
Lastly, for the command and signal, selected personnel will be given handheld radios and may communicate directly to their team leader or supervisor.
Councilor Piano queried the route private vehicles may take. Major Musngi explained that private vehicles may use the re-routing scheme or if they would go to Third Street, may just take a right or a left turn.
The Presiding officer requested that proper signage be placed before reaching the Fountain of Unity Rotonda to guide motorists of the re-routing scheme. Major Musngi said he is really going to mention it in the coordination meeting the next day.
The Presiding officer asked about designated parking areas, Major Musngi said motorists may use the inner streets. The Presiding Officer suggested that Major Musngi just advise motorists to take PUJ instead of using private vehicles.
Councilor Lipumano-Garcia suggested to utilize the parking lots at RM Drive. Major Musngi explained that stalls are already set-up along RM Drive by that time thus entry and exit may no longer be easy.
Councilor Gie Baloy suggested to divert traffic flow to Gordon Avenue to decongest Rizal Avenue. The Presiding Officer said that those going to Pag-asa may turn right to Gordon Avenue and those going to Rizal Avenue may turn left to First Street, at Columban College.
Councilor Aquino, for an observation, recommended to suspend some city ordinances since according to him a one-way traffic exists along Perimeter Road.
Councilor Cerezo motioned for a recess.

7. Draft Ordinance No. 2007 – O – 44 – “An Ordinance Appropriating The Amount Of Seven Thousand Five Hundred Pesos (PhP7,500.00) To The Item Rewards And Other Claims Under Maintenance And Other Operating Expenses (MOOE) Of The Office Of The City Mayor”, was deferred on motion of Councilor Marey Beth D. Marzan as the Certificate of Availability of Fund is yet to be given by the City Treasurer. The said fund was the incentive from the city of the 3 remaining individuals related to the Palarong Pambansa.
8. Draft Resolution No. 2007 – R – 91 – “A Resolution Authorizing The Honorable City Mayor James Gordon, Jr. To Enter Into A Memorandum Of Agreement (MOA) Between The City Health Office And AMA Computer College, Inc.-Olongapo Campus Represented By Its School Director Mr. Raul T. Del Rosario To Affiliate With The City’s Barangay Health Centers As Training Venues For The School’s Nursing Aide, Caregiver And Practical Nursing Students In Conformity To Their Course Requirements”, was deferred on motion of Councilor Angelito W. Baloy due to the inability to conduct a committee hearing to all barangay officials, barangay health workers and to the school director or a representative from AMA.
Other Matters
A. Item No. 10 on first reading, Draft Resolution No. 2007 – R-99 – “A Resolution Ratifying The Rental All-In Consumables Service Agreement (RACSA) Entered Into By Hon. Vice Mayor Cynthia G. Cajudo, On Behalf Of The City Council And Xerografix Business Products And Services, Inc. Represented By Its General Manager Mr. Allan J. Provindido”, was considered an urgent matter on motion of Councilor Marey Beth D. Marzan. The Councilor informed the body that this is the same MOA given to them the last time but this time it was signed by the Presiding Officer and by the Xerografix Business Products and Services General Manager, Mr. Allan J. Provindido. This is co-sponsored by Councilor John Carlos G. delos Reyes.
Councilor Marzan motioned for a one-minute recess
When the session resumed, Draft Resolution No. 2007 – R-99, was approved unanimously on its second and final reading upon motion of Councilor Marey Beth D. Marzan.
B. Councilor Marzan apprised the body that item No. 8 on the first reading which is sponsored by all the Members of the City Council present. The said item pertains to extending congratulations only to Olongapo Information and Communication Technology (ICT) Chorale. She requested to include also in the agenda a similar resolution under other matters as item No. 12, extending congratulations this time to the SPA Chorale.
The Presiding Officer asked the body if the above-matter is agreeable with them, and that it will be sponsored unanimously.
The body considered as urgent matters item nos. 8 and 12, and were approved unanimously on second and final reading on motion of Councilor Marey Beth Marzan.
C. Item No. 3, on first reading, Draft Resolution No. 2007 – R-92 - “A Resolution Expressing Profound Sympathies And Condoling With The Bereaved Family Of Mrs. Wilma B. Myers”, was considered an urgent matter by the body and was approved unanimously on its second and final reading on motion of Councilor Gina G. Perez.
D. Item Nos. 6 & 7 on first reading, Draft Resolution No. 2007 – R-95 – “A Resolution Requesting The Department Of Trade And Industry (DTI) To Waive The Sales Promotion Permit For The City-Wide Fiesta Sale On November 30, December 1 And 2 As Part Of The 2007 City Fiesta Activities” and Draft Resolution No. 2007 – R-96- “A Resolution Encouraging All Business Establishments To Participate In The City-Wide Fiesta Sale On November 30, December 1 And 2 As Part Of The 2007 City Fiesta Activities”, respectively, were considered urgent matters by the body and were approved unanimously on second and final reading on motion of Councilor Gie Galoy.
E. Councilor Perez, moved for the urgency of Draft Resolution N o. 2007 – R-98 – “A Resolution Authorizing The City Mayor James Gordon, Jr. To Enter Into A Memorandum Of Agreement (MOA) With The Olongapo Business Club, Inc. Represented By Its President Mr. Samuel Del Rosario For The MardiGras Remixed II On November 22 To 24, 2007”.
The Presiding Officer asked for a copy of the MOA. Councilor Perez said that the MOA is with Atty. Orozco but she can provide a copy of the draft MOA. According to her, the text is the same with the MOA of MardiGras Remixed I and Kalye Kasiyahan, authorizing the Olongapo Business Club to organize Mardi Gras. With regard to the sharing of profits, there will be equal shares on the net profit.
Councilor Gie Baloy and Councilor Cortez looked for the copy of the MOA. Councilor Perez replied that what she has is only a draft copy since the said measure is only authorizing and not yet for ratification. She then requested Marlon to produce the copy of the City Council.
Councilor Perez explained that in the MOA, the City Government and the Olongapo Business Club will have equal shares in the net proceeds. They may try to work out to put City Fiesta instead.
On motion of Councilor Perez, Draft Resolution No. 2007 – R-98 was considered an urgent matter by the body and was approved unanimously on its second and final reading.
F. Councilor Lipumano-Garcia took the privilege to inform the body that on October 26, 2007 a turn-over ceremony was conducted at SBMA, and personal computers with pre-loaded software from Edmark were awarded to the Olongapo City Elementary School. According to her this was an IBM Kid Smart Learning Program, a comprehensive learning program designed to support children from pre-school to Grade III level. The City of Olongapo, particularly the OCES, was fortunate to be one of the awardees. The other awardees were F. Memorial School in Morong Bataan, a school in Angeles City and Nagbayan Elementary School in Castillejos, Zambales. A total of 139 units were donated all over the Philippines.
Councilor Lipumano-Garcia further reported that the turn-over ceremony was done together with the corporate communications group of SBMA. Mr. Renzo Belardo, the IBM Manager, and Ms. Teresita Medado awarded the donations. It was part of the three-day training program provided to public school teachers. The teachers were taught on how to use the software for English, Math, Science and Reading. The Councilor remarked that she was glad to inform that the city’s public school teachers excel among those from Bataan, Angeles and Zambales. She added that she, together with Mr. Bada who is the PTCA President, and Dr. Escobar, the Principal presented this program to schools on November 8, 2007.
Councilor Cerezo asked if the said program was like videogames. Councilor Lipumano-Garcia affirmed and said it was a software which can be used in all subjects for basic information. The program will be monitored by IBM and if it turns out good and beneficial, they can still donate up to three more computers to the city.
Councilor Piano inquired if the software is not available commercially. Councilor Lipumano-Garcia said it is exclusive.
The Presiding Officer suggested that if the city would like to extend gratitude, they may ask the beneficiary, the OCES, to acknowledge receipt of the donation. Councilor Lipumano-Garcia further suggested that the body may give a resolution to IBM.
The Presiding Officer added that they may attach the MOA given to the recipient school. She also thanked the Councilor for the information provided.
