RESOLUTION NO. 22

A RESOLUTION OPPOSING THE APPLICATION OF VANGUARD RADIO NETWORK COMPANY, INC. FOR THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE TO INSTALL, OPERATE AND MAINTAIN A 5 KW UHF TV STATION IN OLONGAPO CITY

WHEREAS, there are three (3) FM Radio Stations (DWOK, DWSL, DWSB) operating in Olongapo City and there are also three (3) registered AM Radio Stations (DWGO), DWHL, with DZOR-inactive) and one Cable TV Service Provider. Moreover, AM and FM signals from other parts of the country including those from TV Stations are spilling over to Olongapo City;

WHEREAS, with the application of Vanguard Radio Network Company to operate and maintain a 5 kw UHF TV station in the city, filed at the National Telecommunication Commission, another media station will compete with the existing media facilities servicing the city, that are now suffering from economic pinch due to global financial crisis, high cost of operation, maintenance and the meager advertising market to depend on;

WHEREAS, while the city appreciates the good intention of Vanguard Radio Network Company to set up a UHF TV station in the city, the City Government of Olongapo is constrained to oppose the application at this time due to its financial viability which would negatively affect even the existing radio stations. However, this does not prevent them from submitting another application in the future when the over-all state of businesses situation becomes conducive to accepting additional media stations in the city and all required documents are ready for presentations;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to oppose, as it hereby opposes the application of Vanguard Radio Network Company, Inc. for the issuance of a Certificate of Public Convenience to Install, Operate and Maintain a 5 kw UHF TV Station in Olongapo City.

Let copies of this Resolution be furnished the National Telecommunications Commission and the Vanguard Radio Network Company, Inc. for their information and record.
