RESOLUTION NO. 188

A RESOLUTION AUTHORIZING THE 60% IMPLEMENTATION OF THE FIRST TRANCHE MONTHLY SALARY SCHEDULE OF THE CITY GOVERNMENT OF OLONGAPO EFFECTIVE JANUARY 1, 2010

WHEREAS, Executive Order (EO) No. 811 was issued by President Gloria Macapagal Arroyo on June 17, 2009, to implement Senate and House of Representative Joint Resolution No. 4, s. 2009. It prescribes the first tranche of the modified Salary Schedule of government personnel and directs the review and modification of the Position Classification Systems of the Philippine Government;

WHEREAS, Section 3.0 (b) of EO No. 811 states that “ For GOCC and LGUs, the implementation period shall be four (4) years or more depending on their financial capability;

WHEREAS, Local Budget Circular LBC No. 2009-92 was issued by the Department of Budget & Management on September 3, 2009 to provide guidelines, rules and regulations on the implementation of the first tranche monthly salary schedule of Local Government Personnel and the Modified Position Classification System;

WHEREAS, Section 6.0 of LBC 2009-92 states that the implementation of the First Tranche Monthly Salary Schedule in each LGU shall be determined by the Sanggunian, provided, that new salary rates shall be in accordance with the First Tranche Monthly Salary Schedule for LGU personnel effective January 1, 2010; the Personal Services (PS) limitation in LGU budgets under Sections 325(a) and 331(b) of R.A. No. 7160 shall be complied with; If funds are insufficient to implement fully the salary schedule for LGU level and income class, or for purposes of complying with the PS limitation, a modified salary schedule may be formulated and implemented with salaries pegged at a uniform percentage of the rates in the former salary schedule; the salary adjustments, including related PS expenditures such as, but not limited to, Year-End Bonus, government counterpart contributions to Retirement & Life Insurance Premiums, Pag-ibig Contributions, PhilHealth Contributions, and ECC Insurance Premiums, should be at a level that can be funded on a sustainable basis upon consideration of the regular income of the LGU and its expenditure and investment plan;

WHEREAS, the Local Finance Committee recommends 60% implementation of the First Tranche of Monthly Salary Schedule to avoid subsequent budget dislocation and sacrificing basic services to the people and public investment in support to the Personal Services expense of the City;

WHEREAS, priority shall be given to full implementation of the First Tranche of Monthly Salary Schedule in the use of Personal Services savings and increase of revenues;

NOW, THEREFORE, on motion of City Councilor Jonathan G. Manalo with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the 60% implementation of the First Tranche of Monthly Salary Schedule of the City Government of Olongapo effective January 1, 2010.

Let copy of the Computation for Salary Rate of 2010, 60% of Salary Standardization First Tranche be made an integral part of this resolution.
