A RESOLUTION AUTHORIZING HONORALE CITY MAYOR JAMES GORDON, JR. TO NEGOTIATE, ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT (MOA) TO SECURE AN ANESTHESIA MACHINE, PATIENT MONITOR EQUIPMENT AND INFUSION AND SYRINGE PUMP EQUIPMENT AND OTHER RELATED EQUIPMENT FOR THE JAMES L. GORDON MEMORIAL HOSPITAL, IN A MANNER CONSISTENT WITH LAW.
WHEREAS, the City places premium concern to the health and safety of the local community, catering to its preventive, remedial and recuperative needs through the James L. Gordon Memorial Hospital;
WHEREAS, among the indispensable equipments needed for daily hospital surgical operations include the Anesthesia Machine, Patient Monitor Equipment, Infusion and Syringe Pump Equipment and other equipment such as the Pulse Oximeter, Capnograph, Cardiac Monitor, Suction Machine and Defibrillator;
WHEREAS, due to the day-to-day hospital operations and daily service to a wide volume of patients, both paying and underprivileged, the aforesaid equipments, have undergone natural wear and tear and may eventually no longer be serviceable, with some equipment on the verge of being rendered unserviceable despite preventive maintenance;
WHEREAS, there is a patient and urgent need to secure and make provisions for said equipment, considering its general use and necessity for daily health service surgical operations, with the conduct of an estimated ten to twelve (10-12) daily operations involving elective and emergency surgical procedures;
WHEREAS, as per findings in the hospital, the absence of these much needed equipment would expose the health and life of patients to unnecessary risks;
NOW, THEREFORE, on motion of City Councilor Edna A. Elane, with the unanimous accord of the Members of the Sangguniang Panlungsod present:
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it is hereby authorizes, the Honorable City Mayor James Gordon, Jr. to Negotiate, Enter Into and Sign a Memorandum of Agreement (MOA) to Secure an Anesthesia Machine, Patient Monitor Equipment and Infusion and Syringe Pump Equipment and other related equipment for the James L. Gordon Memorial Hospital, in a manner consistent with law.
RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that this will follow the usual procedure of public bidding moreso of ratification of the Sangguniang Panlungsod.
