A RESOLUTION RECOGNIZING THE INVALUABLE CONTRIBUTIONS,
GENEROSITY AND HUMANITARIAN SERVICES OF
MR. HEINRICH TREUTNER
TO THE PEOPLE OF OLONGAPO CITY
AND OTHER COMMUNITIES IN THE PHILIPPPINES
WHEREAS, in any field, vocation or
humanitarian mission, the very thing that gives the drive, motivation and
determination to go on, willfully and wholeheartedly, to make things happen, to think of what must be done, and to
act and serve with urgency is summed up in the word passion;
WHEREAS, the commendable acts of
kindness of Mr. Heinrich Treutner, a German benefactor and chairman of the Germany-based Lotus Hilsfsprogramme e.V.,
with his passion to serve his fellowmen
and his generous donation of his time, effort, resources and genuine
concern to those in need, contributed immensely to the general welfare of many Filipinos;
WHEREAS, the letter of the Association
of Differently-Abled Persons of Zambales, Inc. (ADAPZI) to the Office of His
Excellency Benigno Simeon Aquino III dated
December 10, 2014 enumerated the various notable benevolent acts of Mr.
Treutner, not only for the people of Olongapo and Zambales, but was extended to
the typhoon victims of Tacloban and Eastern Samar. These noteworthy projects
and accomplishments include the following :
1. He helped find sponsors in their
country to pay for the tuition fees of thirty-one (31) differently-abled
persons from kinder to high school level, where seven (7) hearing-impaired were able to graduate in
college and are currently employed.
2.
About
forty (40) indigent cancer patients, wherein the Cancer Society of Olongapo identified the
beneficiaries, has undergone chemotherapy sessions funded by the Lotus Hilsfsprogramme
e.V., and financial support of Germans,
through the effort of Mr. Treutner and
local partner associations.

He
helped facilitate and made possible the donation of sixty (60) carabaos to the
Aeta communities in Subic, Castillejos and San Marcelino, Zambales to revive
farms damaged by Mt. Pinatubo’s 1991 eruption.
4.
The
Lotus Hilsfsprogramme e.V. funded the operation
of cleft palate patients and burn victim children in coordination with a
local association.
5.
He
launched a livelihood project in partnership with another group, the Little
Voices Christian Elementary Academy in San Antonio, Zambales, where the Lotus Hilsfsprogramme e.V. he chairs
funded the 170 school children lunch. Through his livelihood program of piggery
and poultry, parents of these children became financially able to sustain their
daily needs.

In
2006, he helped gather German aids and raise funds, through his student in
Germany, and through the charity fund of Bild, one of Germany’s largest
circulated neswspaper. The amount raised helped to fund the artificial legs and education of
Rodina Canlas,a little girl from Zambales
whose legs were cut at six (6) months old to stop the spread of infection from
a burn wound. The amount raised also helped fund the heart surgeries of 4 other
indigent Filipinos. The money was also complemented by an American organization
so it could assist 2 more open heart surgeries. All in all, a total of 25
people, mostly children, underwent open heart surgery.
7.
Project
Life Subic, in partnership with Mr. Treutner, trained women in jail, as well as
hospitality women in Barretto, Olongapo City to become productive citizens,
with the donation of sewing machines and funding for their training.
8.
Mr.
Treutner also brought with him German doctors and dentists for free medical and
dental clinic in the communities of Olongapo and Zambales.
9.
Mr.
Treutner, through the Lotus Hilsfsprogramme e.V., donated several units of
modern medical equipment to the Olongapo City government through City
Resolution No. 67, Series of 2013.
10. He helped fund the livelihood
program of indigent families of landfill area at Purok 4, New Cabalan, Olongapo
City
11. He went to Tacloban and Eastern
Samar and distributed 51 boats to be used for the livelihood of the people in
Homonhon, Guian, Borongan Samar and Tacloban City;
12. In August 2014, he went back to
Tacloban City and granted sari-sari store business to 5 households and built a
Day Care Center for the victims of
typhoon Yolanda.
13. He facilitated the donation of
truck used as transportation of people
of ‘Smokey Mountain’ in Manila;
WHEREAS, through his passion to help, do
selfless service and timely act, Mr. Heinrich Treutner has made a huge
difference and a positive impact in the
lives of ordinary Filipino men, women and children, a true angel here on earth
who has set an example of God’s way on how to be a blessing to others. These
voluntary acts of kindness are worthy to be given honor and recognition;
NOW, THEREFORE, with the unanimous accord of the Members of
the Sangguniang Panlungsod present;

RESOLVED, AS ITS IS HEREBY RESOLVED, by the Sangguniang Panlungsod
in session assembled, to recognize, as it hereby recognizes, the invaluable contributions, generosity and
humanitarian services of Mr. Heinrich Treutner
to the people of Olongapo City and other communities in the Philippines.
