RESOLUTION NO. 154
(Series of 2005)

A RESOLUTION SUPPORTING THE PASSAGE OF SENATE BILL NO. 2042 OTHERWISE KNOWN AS “AN ACT REQUIRING THE REGISTRATION OF SUBSCRIBER IDENTITY MODULE (SIM) CARDS IN MOBILE PHONES
AND HOUSE BILL NO. 2559 ENTITLED “AN ACT REQUIRING THE REGISTRATION OF PRE-PAID SIM CARD USERS AND MOBILE
PHONE UNITS AND FOR OTHER PURPOSES”.

WHEREAS, Mobile phones are useful and convenient tool of modern life;

WHEREAS, while mobile phones have brought us speed and efficiency in our transactions, unscrupulous individual take advantage of the technology by using it as a tool for their illegal activities to the point where terrorist utilize this device to detonate explosives;

WHEREAS, Senator Richard J. Gordon introduced Senate Bill No. 2042 otherwise known as “An act requiring the registration of Subscriber Identity Module (SIM) cards in mobile phones”, while Congressman Rozzano Rufino B. Biazon authored House Bill No. 2559 entitled “An act requiring the registration of Pre-paid SIM card users and mobile phone units and for other purposes”;

WHEREAS, the proposed act aim to regulate the ownership and use of SIM cards for legitimate purposes, to promote the general welfare and protection of the public and it will also promote responsibility and accountability in the use of SIM cards in mobile phones;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to support, as it hereby supports, the passage of Senate Bill No. 2042 otherwise known as “An act requiring the registration of Subscriber Identity Module (SIM) cards in mobile phones and House Bill No. 2559 entitled “An Act Requiring The Registration Of Pre-Paid SIM Card Users And Mobile Phone Units And For Other Purposes”.
