WHEREAS, Section 80 (b) of the Local Government Code mandates that “ There shall be established in every province, city or municipality a personnel selection board to assist the local chief executive in the judicious and objective selection of personnel for employment as well as for promotion, and in the formulation of such policies as would contribute to employee welfare;

WHEREAS, Chapter 5, Section 32 of the Civil Service Law and Rules directs Departments/ Agencies to establish a Merit Promotion Plan that shall be administered in accordance with the rules and regulations and standards promulgated by the Civil Service Commission for their employees. This includes a screening process, tests and fitness, and selection through use of a Board or Committee. This is to continually foster the improvement of individual employee efficiency and organizational effectiveness;

WHEREAS, the City of Olongapo declares that it is the policy to strictly adhere to the merit principle of selecting employees on the basis of their relative qualification and competence to perform the duties of the vacant positions;

NOW, THEREFORE, on motion of Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

AN ORDINANCE CREATING/ ESTABLISHING A PERSONNEL
SELECTION BOARD FOR THE CITY OF OLONGAPO

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The City Government of Olongapo shall create and establish a Personnel Selection Board pursuant to the Civil Service Commission’s Memorandum Circular #03 of 2001, which aims to establish a system that is characterized by strict observance of the merit principle in the selection of employees for positions in the career service; to create equal opportunities for advancement to all qualified and competent employees in the Olongapo City Local Government; to provide a guide for a speedy and fair adjudication of protests of employees against promotions.

SECTION 2. The Personnel Selection Board shall be composed of the following:

Chairman- Secretary to the City Mayor or City Vice- Mayor for vacant positions in his/her office or in the Office of the Sanggunian
Vice- Chairman- City Legal Officer
Ex- Officio Member- City Personnel Officer
Ex- Officio Member- Civil Service Commission Representative
Member- City Budget Officer
Member- Department/ Office Heads where the vacancy exists
Member- 2nd Level Employee
Member - 1st Level Employee










SECTION 3. The City Mayor shall assign through an Executive Order the composition of the Personnel Selection Board.

SECTION 4. The Personnel Selection Board shall formulate policies on employee welfare in accordance with Civil Service Law, Rules and Regulations.

SECTION 5. The Personnel Selection Board shall formulate screening procedures and shall adopt criteria for evaluating candidates for employment or promotion in the first and second levels of the local government career service.

SECTION 6. Candidates for appointment to third level positions shall be screened by the PSB for third level positions composed of at least three (3) career executive service officials as may be constituted in the agency.

SECTION 7. Substitute Appointment due to their short duration and emergency nature shall no longer be screened by the PSB.

SECTION 8. This Ordinance shall take effect upon its approval.
