RESOLUTION NO. 149
(Series of 2005)

A RESOLUTION DIRECTING ALL THE BARANGAYS OF THE CITY TO CONSTRUCT THEIR OWN ANIMAL POUND AND ENACT ORDINANCES IN CONSONANCE WITH THE PROVISIONS OF THE CITY ORDINANCES ON STRAY ANIMALS AND OF R.A. 8485 OTHERWISE KNOWN AS “THE ANIMAL WELFARE ACT OF 1998.”

WHEREAS, the government is duty-bound to protect the general welfare of the people;

WHEREAS, the number of stray animals roaming the city is rapidly increasing, thus exposing the public to unforeseen dangers from unexpected animal attacks, as some stray animals may be carriers of diseases like rabies among many others;

WHEREAS, the City Government, in its effort to fully serve and meet the needs of the public, effects to devolve the implementation of the laws created for the monitoring, management, restraint and control of stray animals to the barangay units;

NOW, THEREFORE, on motion of Councilor Angelina B. Andrada, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to direct, as it hereby directs all the barangays of the city to construct their own animal pound and enact ordinances in consonance with the provisions of the city ordinances on stray animals and of R.A. 8485, otherwise known as “The Animal Welfare Act of 1998.”

Let copies of this resolution be furnished all the barangay units of the city and the Department of Agriculture for their information and guidance.
