RESOLUTION NO. 174
(Series of 2005)

A RESOLUTION EXPRESSING PROFOUND LAMENTATIONS AND SYMPATHY TO THE BEREAVED FAMILY OF NATIONAL BUREAU OF INVESTIGATION (NBI) DIRECTOR REYNALDO WYCOCO


WHEREAS, National Bureau of Investigation (NBI) Director Reynaldo Wycoco passed away on December 19,2005 at the age of 59;

WHEREAS, General Wycoco is described as a brave and brilliant officer who battled the odds and burned the midnight oil in pursuit of his mission;

WHEREAS, prior to his appointment as NBI Director, Wycoco made an encouraging climb as a fine police officer and a gentleman who eventually clinched the PNP’s second in command, as its deputy chief for administration;

WHEREAS, it is in his stint that NBI garnered the Most Improved Government Agency of 2001 Award. He implemented sturdy policy frameworks, aside from the computerization system of the entire agency and directed his efforts towards its greater development;

WHEREAS, through this, our countrymen reap the benefits of the “same day release” policy of NBI clearances which he significantly spearheaded;

WHEREAS, the City commends his contributions in nation building and salutes his courage for staying afloat during the toughest times of his life;

WHEREAS, the people and City Government of Olongapo join his family in this moment of grief and pray that they will graciously move on through God’s help;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to express, as it hereby expresses profound lamentations and sympathy to the bereaved family of National Bureau of Investigation (NBI) Director Reynaldo Wycoco

Let a copy of this Resolution be furnished the bereaved family of NBI Director Reynaldo Wycoco for their information and record.
