RESOLUTION NO. 192

A RESOLUTION AUTHORIZING THE CITY MAYOR HON. JAMES “BONG” GORDON, JR. TO EXTEND THE TERM OF THE MEMORANDUM OF AGREEMENT WITH SUBIC BAY WORKERS/VOLUNTEERS MULTI-PURPOSE COOPERATIVE, INC. (SBWVMPCI) FOR JANITORIAL, GROUND AND MAINTENANCE SERVICES UNTIL DECEMBER 31, 2007


WHEREAS, Section 35 of the Local Government Code of 1991 states that the “Local government units may enter into joint ventures and such other cooperative arrangements…to engage in the delivery of certain basic services…”;

WHEREAS, SBWVMPCI is duly organized and authorized by law and ordinance, to perform janitorial and ground maintenance services;

WHEREAS, the city government of Olongapo needs to avail of services for the maintenance and cleanliness of its facilities, mainly: the Olongapo City Hall, the James L. Gordon Memorial Hospital, Gordon College, the Olongapo City Mall, the Museum, the Convention Center and the Olongapo City Hall Annex;

WHEREAS, the SBWVMPCI participated in a public bidding for janitorial and maintenance services and was awarded the contract in accordance with Section 441 (d) of the Government Accounting and Auditing Manual, Section 369 of the Local Government Code and Section 10, Rule IV of the Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as the Government Procurement Reform Act from November 01, 2006 to October 31, 2007;

WHEREAS, because of the expiration of the term of the contract with SBWVMPC, to avail of janitorial and ground services, the city government has yet to conduct a public bidding;

WHEREAS, at this time, especially this Christmas season, such services must be allowed to continue so as not to prejudice health and sanitation of the city’s facilities;

NOW, THEREFORE, on motion of Councilor John Carlos G. delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor Hon. James “Bong” Gordon, Jr. To Extend The Term Of The Memorandum Of Agreement With Subic Bay Workers/Volunteers Multi-Purpose Cooperative, Inc. (SBWVMPCI) For Janitorial Ground And Maintenance Services Until December 31, 2007.
