Call to Order

The City Vice-Mayor and Presiding Officer Cynthia G. Cajudo called the session to order at 12:00 noon.

With nine (9) members and the Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Gina Perez, the minutes of the regular session dated October 24, 2007 was deferred by the body.

The reason is relocation of Primary Line at Barretto St. and at the back of tennis court Marikit.

Budget Circular of the Department of Budget and Management, Malacañang, Manila to Heads of National Government Agencies (NGAs), State Universities And Colleges (SUCs), Government-Owned Or Controlled Corporations (GOCCs), Government Financial Institutions(GFIs), and All Others Concerned regarding the Grant of Performance Bonus For FY 2007. 11. Letter from the City Mayor James Gordon, Jr. addressed to this body requesting the Sangguniang Panlungsod to consider an Ordinance appropriating the amount of PhP4,400,000.00 as per attached memorandum from the City Budget Officer and Certificate of Availability of Funds from the City Treasurer dated December 17 and 18, 2007 respectively. The Mayor is certifying for the urgency of the passage of this Ordinance. (Referred to the Committee on Appropriations)

Committee Reports

Councilor Cortez informed the body that Olongapo City and SBMA will host the Subic Marathon on January 27, 2008 expected to be participated in by 8,000 international and local runners. The event was originally confined in the Subic Bay Freeport area for the full 42.2- kilometer marathon. Through the persistent lobbying of Councilor Cortez, Olongapo was included for the 5-kilometer category with 1,500-2000 runners. Starting from SBMA to RM Drive/Rizal Avenue to turn around symbolically at the Ulo ng Apo Rotunda then back to the Subic Freeport Zone for the finish. According to him, the organizers will re-survey the route for Olongapo City for the full 42.2-kilometer marathon in preparation for the Subic Marathon 2009. This year’s event will usher the city and the Freeport as an international marathon destination for events like the Boston Marathon, New York Marathon, Singapore and Hongkong Marathons.

Perez.

2. Since the information on the sharing of utilities is not yet available, on motion of Councilor Perez, Draft Resolution N0. 2007 – R-107 – “A Resolution Authorizing The City Mayor James Gordon, Jr. To Enter Into A Memorandum Of Agreement With The Subic Bay Metropolitan Authority (SBMA) Represented By Its Administrator Armand C. Arreza For The Operation Of The Kalaklan Lighthouse”, was deferred by the body.

3. Draft Resolution No. 2007 – R-109 – “A Resolution Approving The List Of City Priority Infrastructure Projects For The Calendar Year 2008”, was deferred by the body, on motion of Councilor Anselmo A. Aquino.

4. 5. On motion of Councilor Perez, Draft Resolution No. 2007 – R-111 – “A Resolution Authorizing The City Mayor Hon. Meter Space Inside Gordon College For The Operation Of Canteen”, was deferred by the body.

6. Draft Resolution No. 2007 – R-112 – “A Resolution Authorizing The City Mayor Hon. James Gordon, Jr. To Enter Into Contract Of Agreement With The Qualified/Winning Bidder Of The Lease Of 3 Ft. By 12 Ft. Space Within Gordon College Territory For The Operation Of Canteen”, was deferred by the body on motion of Councilor Perez.

Other Matters

A. Councilor Perez moved for the urgency of the request of the City Mayor for the PhP4,400,000 for the salaries of the teachers at the Gordon College. The letter request is accompanied with a Certificate of Availability of Funds and the letter request from Ms. Dean Lubong as well as the source of funds for the salaries of the teachers. Councilor Aquino suggested to suspend the rules to give way for the approval of the request. Councilor Perez moved to suspend the rules and appealed to council members to consider this request for humanitarian reason because these teachers have not yet received their salaries for months now.

Councilor Marzan explained that the P4.4 million will come from the Special Account to be transferred to the General Fund. She gave the assurance that the draft for this resolution will be provided to all members within the day. When asked by Councilor delos Reyes why it took this long to make this request, Councilor Marzan explained that because it is a big amount, the City Treasury has to reconcile with their records the estimated income and the available cash otherwise, the Treasury cannot issue a Certificate of Availability of Funds. Councilor Lipumano-Garcia asked for clarification if the college is an income generating or being subsidized by the city. Councilor Marzan informed her that, for this year, the city is still providing a subsidy of P5 million. Next year, the city college will be raising its own fund to become part of their budget. All accounts that emanate from income generating departments go to the General Fund or Special Account. The funds cannot be disbursed without notifying the City Council for approval. Second, the fund intended for the instructors must reconcile with the RLE Funds. It is more on the accounting procedures that’s taking the process long. The Chair added, there is a need for an appropriation ordinance from the council.

Councilor Lipumano-Garcia asked for a clarification if this is the same in the case of scholarship funds. Councilor Marzan explained, that it is a transfer of scholarship funds from the Mayor’s Office to the Gordon College, its practically of the same nature.

On motion of Councilor Perez, “An Ordinance Appropriating The Amount Of Four Million Four Hundred Thousand Pesos (PhP4,400,000.00) To Be Taken From The Unappropriated Balances Of The Special Account – Gordon College Under The General Fund For The Payment Of Consultancy Fees Of The Gordon College”, was approved unanimously on first, second and final reading.

B. Councilor Marzan moved to lift from the table the draft ordinance for the provision of financial assistance to concerned residents of Upper Nieves for the amount of P30,000 for Sps. Romeo and Adelaida Porneso. Also, the draft ordinance appropriating P1.3million for IT equipment under Mayor’s Office, to be discussed on the next session.
