A RESOLUTION ENJOINING THE SBMA THROUGH THE FSC BOARD TO PRIORITIZE THE ORIGINAL VOLUNTEERS TO BE RETAINED UP TO THE LAST POSSIBLE MOMENT OF ITS EXISTENCE
WHEREAS, the SBMA volunteers breathed life into what was used to be the most strategic US Military Air and Navy Station in the Asian Region, that time left by the Americans due to the military base pull-out. Without the volunteers’ profound concern, skillful hands, resilience and commitment to the vision that Subic will rise again, the said military base may not have captivated its position today;
WHEREAS, the SBMA volunteers, composed of former base workers, balikatan ladies and professionals toiled long and hard for the establishment of the Subic Bay Freeport in Olongapo City. They made what is believed to be the “Subic Miracle”. The concerted efforts they poured and contributed in form part and parcel to what is heralded here and abroad as an outstanding model of military base conversion program replicated in Panama, Vietnam, Iran among others;
WHEREAS, for the sacrifices they had willingly offered, it is but proper that they reap the harvest of what they had sown, by tasting the firstfruits of the SBMA Miracle - the outflow of job opportunities for them, they indeed deserve;
WHEREAS, to date, 200 original volunteers are now fielded in various offices under the Freeport Services Corporation, a subsidiary of the Subic Bay Metropolitan Authority;
WHEREAS, however, the knock of retrenchment from the alleged declaration of bankruptcy by the Freeport Services Corporation caused the volunteers to suffer in fear and agony of being the first to be slashed from the FSC workforce, as announced recently;
WHEREAS, the City deems that such move is not just drastic, but heartless that the present FSC Administration had been reneged to consider upon;
WHEREAS, premises considered, the City Government of Olongapo hereby enjoins the SBMA through the FSC Board to look into the issues and the plight of the original volunteers, all in the spirit of solidarity and patronage;
NOW, THEREFORE, on motion of Councilor Edwin J. Piano co-sponsored by Councilors Gina G. Perez, John Carlos G. delos Reyes, Rodel S. Cerezo, Angelito W. Baloy, Aquilino Y. Cortez, Jr. Anselmo A. Aquino, Elena C. Dabu and Cheene F. Hoya, with the unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to enjoin, as it hereby enjoins the SBMA through the FSC Board to prioritize the original volunteers to be retained up to the last possible moment of its existence.
Let copies of this Resolution be furnished the SBMA and FSC Boards for their information and appropriate action.
