A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER, EXECUTE, AND SIGN A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG) FOR THE PERFORMANCE CHALLENGE FUND (PCF) SUBSIDY AND IMPLEMENTATION OF THE PCF PROJECTS, IN A MANNER CONSISTENT WITH LAW

WHEREAS, the city was awarded the Seal of Good House Keeping for the year 2011 and was given in  2012 by the Department of the Interior and Local Government (DILG) on the basis of the findings that the city has maintained accountability, transparency, and other criteria of good governance;

WHEREAS, by reason of this recognition, the city shall receive a Performance Challenge Fund (PCF) incentive in the amount of Three Million Pesos (PhP3,000,000.00) to augment its public service and social amelioration programs;

WHEREAS, part of the requisites for the release  of the PCF include a legislation to sanction the signing of the corresponding Memorandum of Agreement which shall contain provisions on the duties and responsibilities of the city relating to the allocation and utilization of  such fund which shall continue to be under the DILG monitoring;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes  the City Mayor to enter, execute, and sign a Memorandum of Agreement (MOA) with the Department of the Interior and Local Government (DILG) for the Performance Challenge Fund (PCF) subsidy and implementation of the PCF projects, in a manner consistent with law.
