A RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE ROLEN C. PAULINO TO ENTER INTO, EXECUTE AND SIGN THE RENEWAL OF THE MEMORANDUM OF AGREEMENT FOR AND ON BEHALF OF THE JAMES L. GORDON MEMORIAL HOSPITAL WITH THE DEPARTMENT OF HEALTH, REPRESENTED BY ASSISTANT SECRETARY ENRIQUE A. TAYAG, MD, PHSAE, FPSMID, CESO III, FOR THE OFFICIAL DESIGNATION OF JAMES L. GORDON MEMORIAL HOSPITAL AS TREATMENT HUB FOR  PEOPLE LIVING WITH

HIV (PLHIV)

            WHEREAS, Section 22 of Rule 3 of the Implementing Rules and Regulations (IRR) of Republic Act 8504, otherwise known as  “Philippine AIDS Prevention and Control Act of 1998”, provides that all hospitals and other appropriate healthcare facilities  shall establish an HIV/AIDS Core Team (HACT). Its primary objectives , as stated, are to facilitate the provision of safe, comprehensive and compassionate care to HIV/AIDS patients by properly trained personnel; to mobilize hospital and community resources toward minimizing the impact of HIV/AIDS infection in the patient and his family; and to coordinate all efforts to prevent and control the transmission of HIV/AIDS infection;

              WHEREAS, Section 34 of Rule 5 of the IRR of R.A. 8504 provides that LGUs, through its health, social welfare and population officers, in collaboration with concerned government agencies, NGOs, private sector organizations, People Living With HIV (PLHIV) and other vulnerable groups, shall develop and support services for the prevention and control of HIV/AIDS and care of PLHIV and their families in the community;    

            WHEREAS, the Department of Health as the lead implementing agency identifies health facilities that shall serve as treatment hubs and the accreditation of HIV Testing Centers;

 

            WHEREAS, the City of Olongapo, through the James L. Gordon Memorial Hospital which has a functional HIV/AIDS CORE TEAM (HACT), aims to be in a collaborative partnership  for  the  provision  of  related services, become one of the DOH-designated treatment

hubs and be the first local government tertiary hospital in the country to facilitate a comprehensive approach in the care of HIV/AIDS patients; 

           NOW, THEREFORE,  on motion of  City Councilor Eduardo G. Guerrero co-sponsored by City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang  Panlungsod  present,   

          RESOLVED, AS IT IS HEREBY RESOLVED,  by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes, the City Mayor, Honorable Rolen C. Paulino to enter into, execute and sign the renewal of the Memorandum of Agreement for and on behalf of James L. Gordon Memorial Hospital with the Department of Health represented by Assistant Secretary Enrique A. Tayag, MD, PHAE, FPSMID, CESO III, for the official designation of James L. Gordon Memorial Hospital as treatment hub for People Living with HIV (PLHIV).

Let copies of this resolution be furnished the Department of Health and  the  James L. Gordon Memorial Hospital, Olongapo City for their record.
