A RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE ROLEN C. PAULINO TO ENTER INTO, EXECUTE AND SIGN THE RENEWAL OF THE MEMORANDUM OF AGREEMENT FOR AND ON BEHALF OF THE JAMES L. GORDON MEMORIAL HOSPITAL WITH THE DEPARTMENT OF HEALTH, REPRESENTED BY ASSISTANT SECRETARY ENRIQUE A. TAYAG, MD, PHSAE, FPSMID, CESO III, FOR THE OFFICIAL DESIGNATION OF JAMES L. GORDON MEMORIAL HOSPITAL AS TREATMENT HUB FOR  PEOPLE LIVING WITH

HIV (PLHIV)

            WHEREAS, Section 22 of Rule 3 of the Implementing Rules and Regulations (IRR) of Republic Act 8504, otherwise known as  “Philippine AIDS Prevention and Control Act of 1998”, provides that all hospitals and other appropriate healthcare facilities  shall establish an HIV/AIDS Core Team (HACT). Its primary objectives , as stated, are to facilitate the provision of safe, comprehensive and compassionate care to HIV/AIDS patients by properly trained personnel; to mobilize hospital and community resources toward minimizing the impact of HIV/AIDS infection in the patient and his family; and to coordinate all efforts to prevent and control the transmission of HIV/AIDS infection;

              WHEREAS, Section 34 of Rule 5 of the IRR of R.A. 8504 provides that LGUs, through its health, social welfare and population officers, in collaboration with concerned government agencies, NGOs, private sector organizations, People Living With HIV (PLHIV) and other vulnerable groups, shall develop and support services for the prevention and control of HIV/AIDS and care of PLHIV and their families in the community;    

            WHEREAS, the Department of Health as the lead implementing agency identifies health facilities that shall serve as treatment hubs and the accreditation of HIV Testing Centers;

 

            WHEREAS, the City of Olongapo, through the James L. Gordon Memorial Hospital which has a functional HIV/AIDS CORE TEAM (HACT), aims to be in a collaborative partnership  for  the  provision  of  related services, become one of the DOH-designated treatment

hubs and be the first local government tertiary hospital in the country to facilitate a comprehensive approach in the care of HIV/AIDS patients; 

           NOW, THEREFORE,  on motion of  City Councilor Eduardo G. Guerrero co-sponsored by City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang  Panlungsod  present,   

          RESOLVED, AS IT IS HEREBY RESOLVED,  by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes, the City Mayor, Honorable Rolen C. Paulino to enter into, execute and sign the renewal of the Memorandum of Agreement for and on behalf of James L. Gordon Memorial Hospital with the Department of Health represented by Assistant Secretary Enrique A. Tayag, MD, PHAE, FPSMID, CESO III, for the official designation of James L. Gordon Memorial Hospital as treatment hub for People Living with HIV (PLHIV).

Let copies of this resolution be furnished the Department of Health and  the  James L. Gordon Memorial Hospital, Olongapo City for their record.

A RESOLUTION EXPRESSING DEEPEST SYMPATHIES TO THE BEREAVED FAMILY  OF  SOTERO  “KA JUN”  DOMINGO  AND  RECOGNIZING  HIS INVALUABLE CONTRIBUTIONS TO THE LOCAL ARTS AND CULTURE

WHEREAS, Sotero “Ka Jun” Domingo, also known as “Sotee”, a distinguished local artist from East Bajac-Bajac,  joined our creator last March 13, 2014,

WHEREAS, Ka Jun’s masterpieces show impressions of various subjects which are intricately shaped and molded with the use of an assortment of rocks, pebbles, leaves, twigs, roots and other materials from nature and the end product is a unique, masterful mosaic depiction of still life that only the likes of Sotee could ever achieve;

WHEREAS, Ka Jun’s creations were exhibited in the Hall of Congress of the Philippines with no less than renowned Art Enthusiast and former First Lady now Congresswoman Imelda Marcos gracing the occasion;

WHEREAS, Sotee also exhibited his works at Harbor Point, Ayala Mall twice upon request of the management where they showcased Ka Jun’s  works to their VIP guests and local patrons;

WHEREAS,  Ka Jun lived a simple life serving his flocks at the Iglesia Ni Cristo as Head Deacon of F. Manalo locale and aroused the imagination of other local artists setting example on how to be innately different, creating out of the box art works;  

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Member of the Sangguniang Panlungsod present;

A RESOLUTION STRONGLY URGING THE CITY MAYOR TO CAUSE THE IMMEDIATE REMOVAL OF CHRISTMAS BAZAAR AT COLUMBAN STREET

WHEREAS, a Memorandum of Agreement was engaged by the City Mayor Honorable Rolen C. Paulino with Haniah and Aliah regarding the conduct of Christmas Bazaar from October 2013 to January 15, 2014;

WHEREAS, Ordinance No. 16, Series of 2013, “An Ordinance Temporarily Closing Portion Of Columban Street (Former Perimeter Street),  From The Corner Of Magsaysay (RM) Drive To The Corner Of Fendler Street  To Traffic Starting October 5, 2013 To January 15, 2014 As Venue For The  Olongapo City Christmas Bazaar 2013, Subject To Pertinent Laws” was also enacted, approved by the City Mayor on 18 October 2013;

WHEREAS, following the Memorandum of Agreement and the road closure ordinance wherein the effectivity of the operation of the Christmas Bazaar has already expired, it is but appropriate and timely for the City Council to urge the City Mayor for the immediate removal of the Christmas Bazaar located at Columban Street;

WHEREAS, local business establishments and local vendors who are legitimate taxpayers are also pleading for the removal of the Christmas Bazaar which has already served its purpose, since Christmas time has also already passed, and this is the time for the local businessmen to make up for the meager profit they had;

WHEREAS, the continuous operation of the Night Market/Christmas Bazaar on a non-yuletide season would cause further economic loss to local businessmen and vendors;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled,  to approve, as it hereby approves the resolution strongly urging the City Mayor to cause the immediate removal of Christmas Bazaar at Columban Street.
