A RESOLUTION STRONGLY SUPPORTING
SENATE BILL NO. 2045, INTRODUCED BY
SENATOR AQUILINO “KOKO” PIMENTEL III,
ENTITLED: “AN ACT PROVIDING FOR THE SHARE IN THE NATIONAL TAXES OF LOCAL
GOVERNMENT UNITS AMENDING FOR THIS PURPOSE REPUBLIC ACT NO.
7160 OTHERWISE KNOWN AS LOCAL
GOVERNMENT CODE OF 1991”
WHEREAS,
Section 6 Article X of the 1987 Constitution
provides: “Local government units shall have a just share, as determined by law,
in the national taxes which shall be automatically released to them”;
WHEREAS,
Section 284 Title III of Republic Act No. 7160 otherwise known as the Local
Government Code of the Philippine of 1991 states: “Local government units shall
have a share in the national internal revenue taxes based on the collection of
the third fiscal year preceding the current fiscal year as follows:
(a) On the first year of the effectivity of this
Code, thirty percent (30%);
(b) On the second year, thirty five percent (35%);
and
(c) On
the third year and thereafter, forty percent (40%)
WHEREAS, on December 16, 2013 Senator
Aquilino “Koko” Pimentel III has passed
a bill docketed as Senate Bill No. 2045, entitled: “An Act Providing For The Share In The
National Taxes Of Local Government Units Amending For This Purpose Republic Act
No. 7160 Otherwise Known As Local Government Code Of 1991”;
WHEREAS,
this has been referred to by Senator
Aquilino “Koko” Pimentel III as “Bigger Pie”, Bigger Slice” Bill, expands the
source of funds for LGUs by changing “national internal revenue taxes” to
“national taxes”;

NOW, THEREFORE, on motion of City Councilor
Noel Y. Atienza, with the unanimous accord of the Members of the Sangguniang
Panlungsod present,
RESOLVED,
AS IT IS HEREBY RESOLVED, by the
Sangguniang Panlungsod in session assembled, to strongly support, as it hereby
strongly supports Senate Bill No. 2045 introduced by Senator Aquilino “Koko”
Pimentel III, entitled: “An Act Providing For The Share In The National Taxes
Of Local Government Units Amending For This Purpose Republic Act No. 7160
Otherwise Known As Local Government Code Of 1991”.
