A RESOLUTION APPROVING THE MODIFICATIONS IN THE ELIGIBLE PROJECTS UNDER THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) REGIONAL OFFICE III AND THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) REGIONAL OFFICE III FOR GRASSROOTS PARTICIPATORY PLANNING AND BUDGETING PROCESS (GPPBP) FY 2014

WHEREAS, the Sangguniang Panlungsod approved the list of Anti-Poverty Reduction Projects (Resolution No. 13, Series of 2013) and submitted to the Regional Poverty Reduction Action Team and forwarded the same to the concerned government agencies for integration in their respective budgets for FY 2014;

WHEREAS, on December 20, 2013, President Benigno S. Aquino III signed into law RA 10633 or the General Appropriations Act (GAA) for 2014 that embodied the Aquino administration’s thrust for inclusive development and poverty reduction including the List of Priority Projects under the Grassroots Participatory Planning and Budgeting Process (GPPBP) FY 2014;

WHEREAS, the list of approved GPPBP Priority Projects of Olongapo City for FY 2014 includes one (1) project for implementation of the Department of Labor and Employment (DOLE) and four (4) projects for implementation of the Department of Social Welfare and Development (DSWD);

WHEREAS, the following projects need some modifications on the approved project proposals as required by the concerned implementing national government agencies:

WHEREAS, the  Local Poverty Reduction Action Team (LPRAT) was convened last May 15, 2014 to discuss the needed modifications on the approved project proposals of the said projects;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve the modifications of the eligible projects under DOLE & DSWD for GPPBP FY 2014 as follows:

Establishment of a Community-Based Employment Service and Skills Training Center	DOLE	·       Renaming the project name from Establishment of a Community-Based Employment Service and Skills Training Center to Community-Based Employment Service and Skills Training since the total project cost of Php1,000,000.00 would not be enough to establish a Skills Training Center. ·       As per project proposal, the City counterpart is Php300,000 and NGA share is Php700,000. DOLE Region III will provide the equipment and supplies for the project and the city counterpart will be the electric supply of Php157,500.00; the remaining Php142,500.00 will be allotted for other supplies expenses.
Sustainable Livelihood thru Rice Retailing Project of Persons with Disability and 4Ps Parent Leaders	DSWD	·       Due to the increasing market price of rice (from (Php1,300.00 to Php2,000.00), the rice allocation per cluster will be decreased from 5 sacks to 4 sacks; ·       Number of beneficiaries will be reduced from 40 to 30 clusters; ·       The rice allocation for PWDs will be reduced from 78 to 60 sacks

Community-Based Supplemental Feeding to 2-4 Years Old Project	DSWD	·       To reduce the number of feeding days from one year to six months based on the standard number of feeding days; ·       Target number of beneficiaries will increase from 374 to 448 (an increase of 74)
Persons with Disabilities (PWDs) and Solo Parents Social Pension Project;	DSWD	·       Renaming the project name from Persons with Disabilities and Solo Parents Social Pension Project to Persons with Disabilities and Solo Parents Social Pension Program (Auxiliary Social Services) ·       Modification on the program scheme/ strategy from social pension to provision of services such as medical, livelihood, educational, financial and rehabilitative services

          RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to forward a copy of this resolution to concerned agencies, NAPC as HDPRC Secretariat and Regional Offices of DILG, DBM, DOLE and DSWD for appropriate action.
