A RESOLUTION AUTHORIZING
THE CITY MAYOR HONORABLE ROLEN C. PAULINO TO ENTER INTO AND SIGN A MEMORANDUM
OF AGREEMENT (MOA) WITH CONCERNED NATIONAL GOVERNMENT AGENCIES FOR THE
IMPLEMENTATION OF THE PROJECTS UNDER THE BOTTOM-UP
BUDGETING F.Y. 2015
WHEREAS, Section 22 (a) (5) and (c) of the
Implementing Rules and Regulations of the Local Government Code states that a
Local Government Unit as a corporation shall have the power to enter into
contracts provided that it is authorized by the Local Sanggunian;
WHEREAS, in line with the Bottom-Up Budgeting Program,
a poverty reduction strategy of the Aquino Administration which aims to ensure
the inclusion of the funding requirements for local development needs as they
are identified at the local level in the budget proposals of participating
agencies;
WHEREAS, the City of Olongapo is one of the
beneficiaries of the projects under the Bottom-Up Budgeting Program for Fiscal
Year 2015 and the Sangguniang Panlungsod through Resolution No. 50, Series of
2014 dated April 23, 2014 has approved the list of anti-poverty reduction
projects identified in the Local Poverty Reduction Action Plan (LPRAP) of the
City:

WHEREAS, the F.Y. 2015 Annual Investment Plan is
incorporated in its F.Y. 2015 Annual Budget duly enacted by the Sangguniang
Panlungsod through Appropriation Ordinance No. 04, Series of 2015;
NOW, THEREFORE, on motion of City Councilor Edna A.
Elane, with the unanimous accord of the Members of the Sangguniang Panlungsod
present,
RESOLVED, AS IT IS HEREBY
RESOLVED, by the
Sangguniang Panlungsod in session assembled to authorize, as it hereby
authorizes the City Mayor Honorable Rolen C. Paulino to enter into and sign a
Memorandum of Agreement (MOA) with concerned National Government Agencies for
the implementation of the projects under the Bottom-Up Budgeting F.Y. 2015
RESOLVED FURTHER, AS IT
HEREBY FURTHER RESOLVED, to
forward copy of this resolution to the Office of the City Mayor, all concerned
NGAs, and Regional Poverty Reduction Action Team (RPRAT) through the Department
of the Interior and Local Government (DILG)-Olongapo City for their information
and guidance further requesting that a signed copy of the Memorandum of
Agreement with the abovementioned respective national government agencies be
furnished to this Council for the subsequent passage of the appropriate City
Council Resolution for ratification purposes.
