RESOLUTION NO. 36
(Series of 2008)

A RESOLUTION ENCOURAGING ALL BARANGAYS TO REORGANIZE THEIR BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC) AND TO ACTIVELY PARTICIPATE IN THE ANNUAL SEARCH FOR THE MOST CHILD FRIENDLY BARANGAY

WHEREAS, the City in its role as “parens patriae” joins the growing worldwide efforts to address children’s concerns and as such carry out the mandate to implement and evaluate policies, coordinate and monitor the implementation as well as the enforcement of all laws and programs for children (PD 603 or the Child and Youth Welfare Code);

WHEREAS, this role empowers the City to involve and encourage children themselves, families, communities, church groups, and all sectors of society to place children at the center of all development efforts that will impact the society towards child-friendliness;

WHEREAS, the City sees that it is best that barangays take the frontline and hands-on involvement in this thrust through reactivating their Barangay Council for the Protection of Children (BCPC) and by so doing the commitment to create their respective communities as a child-friendly environment that will promote the rights of children to survival, development, protection, and participation is prioritized and strengthened;

WHEREAS, the barangays involvement in the Annual Search for the Most Child Friendly Barangay will not only heighten the awareness on addressing the needs of children as well as their rights but will help the City monitor and evaluate the implementation of programs and services for children in particular and the City in general;

NOW, THEREFORE, on motion of Councilor Ellen C. Dabu with the unanimous accord of the members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to encourage, as it hereby encourages all Barangays to reorganize their own Barangay Council for the Protection of Children (BCPC) and to actively participate in the Annual Search for the Most Child Friendly Barangay.
