WHEREAS, the Local Development Council, as embodied in Section 106 of the Local Government Code of the Philippines, shall assist the Sangguniang Panlungsod in the preparation of a comprehensive development plan of the local government unit and a part or the current year slice of the strategic and comprehensive developme

nt plan of the city is the Annual Investment Plan;

WHEREAS, the Annual Investment Plan is the city’s guide on its development efforts for the following year and is instrumental in achieving the city’s strategic vision as the Philippines’ Freeport City;

WHEREAS, the formulation of the 2010 Annual Investment Plan is a good governance practice of a sensible planning and of an optimum utilization of scarce public resources;

WHEREAS, the newly formulated Annual Investment Plan represents for the year 2010, the strategic plans of the city, namely; the HELPS Program and the City Development Strategy Program (CDS) and consistent with he higher development programs of the country;

NOW, THEREFORE, on motion of City Councilor Edwin J. Piano, on behalf of the majority party with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to enact the following Ordinance:

AN ORDINANCE APPROVING THE 2010 ANNUAL INVESTMENT PLAN OF THE CITY OF OLONGAPO AMOUNTING TO TWO BILLION ONE HUNDRED THIRTY EIGHT MILLION FOUR HUNDRED SEVENTY THOUSAND ONE HUNDRED SIXTY TWO PESOS AND THIRTY ONE CENTAVOS (PHP2,138,470,162.31)

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The summary of the 2010 Annual Investment Plan of Olongapo City as recommended by the Local Development Council is hereby made as integral part of this Ordinance.
