RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON JR. TO ENTER,
EXECUTE AND SIGN A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF LABOR AND
EMPLOYMENT TO ADOPT AND IMPLEMENT THE TULONG PANGHANAP-BUHAY SA ATING
DISADVANTAGED (TUPAD) WORKERS PROGRAM OF THE DEPARTMENT OF LABOR FOR PURPOSES
OF AUGMENTING THE REHABILITATION AND RELIEF EFFORTS OF THE CITY IN THE MOST
AFFECTED BARANGAYS AS DETERMINED BY THE DEPARTMENT OF LABOR, IN A MANNER
CONSISTENT WITH LAW
WHEREAS, the
Department of Labor is cognizant of the need to both assist the Local
Government Units in their rehabilitation and relief efforts and to generate
local employment in light of the recent damage and state of calamity brought to
the City by the recent ‘Habagat’ heavy rains and strong winds with the City
sustaining an estimated cumulative damage of Fifty One Million Pesos (PhP51,000,000.00),
more or less, in terms of affected families and properties;
WHEREAS, as
per advice by the Department of Labor to the Public Employment Service Office
of Olongapo city this August 13, 2012 which was an emergency program by reason
of which the corresponding agreement will be forwarded to the City by the
Department of Labor from the National Office on Wednesday, August 15, 2012, it
shall implement the Tulong Panghanap-buhay sa Ating Disadvantaged (TUPAD)
Workers Program whereby the Department of Labor shall shoulder the employment
of two hundred (200) workers for a five-day employment period, with a minimum
salary of Three Hundred Thirty Pesos (PhP330.00) per day in compliance with the
statutory minimum wage in the locality or total of Three Hundred Thirty
Thousand Pesos (PhP330,000.00), while the City through its Public Employment
Service Office shall oversee and supervise its implementation, and the City
shall provide the necessary cleaning materials and provide a counterpart fund
of just Eighty Two Thousand and Five Hundred Pesos (PhP82,500.00) or twenty
percent (20%) of the total project cost which is at Four Hundred Twelve
Thousand Five Hundred Pesos (PhP412,500.00);
NOW,
THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the
Members of the Sangguniang Panlungsod present,
RESOLVED, AS
IT IS HEREBY FURTHER RESOLVED, by the Sangguniang Panlungsod in session
assembled, to authorize, as it hereby authorizes, the Honorable city Mayor
James Gordon Jr. to Enter, Execute and sign a Memorandum of Agreement with the
Department of Labor and Employment to Adopt and Implement the Tulong
Panghanap-Buhay sa Ating Disadvantaged (TUPAD) workers Program of the
Department of Labor for Purposes of Augmenting the Rehabilitation and Relief
Efforts of the City in the Most Affected Barangays as Determined by the
Department of Labor, in a manner Consistent with Law.
