A RESOLUTION REITERATING OLONGAPO CITY’S
OBJECTION TO COAL-FIRED POWER PLANTS AS AN ENERGY SOURCE AND URGING THE
NATIONAL GOVERNMENT TO CONSIDER SAFER ALTERNATIVE SOURCES OF ENERGY
WHEREAS, Redondo Peninsula Energy Inc., a joint venture between
Aboitiz Energy and a Taiwanese company is proposing to put up 2 X 150megawatt
coal-fired power plant in Sitio Naglatore, Barangay Cawag, Subic, Zambales;
WHEREAS, the City of Olongapo passed numerous resolutions
expressing opposition to the project posing environmental and health hazard and
the negative effect to the tourism industry of the city;
WHEREAS, stakeholders opposing to the project filed a Writ of
Kalikasan to the Supreme Court and has referred the case to the Court of
Appeals;
WHEREAS, the Court of Appeals recognized the overwhelming
opposition of the people of Olongapo, Zambales, and declared the Lease Development Agreement (LDA) and the
Environmental Compliance Certificate (ECC) of the project as invalid;
WHEREAS, while the Court of Appeals decision halted the project, the proponent was
given another chance to re-start the process for them to comply with all the
requirements of the law;
WHEREAS, the people of Olongapo fears that the project will
push through with the Department of Energy endorsing the project owing to the perceived power crisis in 2016;
WHEREAS, the people of Olongapo reiterates their opposition to
the Coal Power Plant Project, believing that the President will heed to the
outcry of the people whom he called his ”BOSS” and allay their fears and
consider a more safer alternative sources of energy;
NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the
unanimous accord of the Members of the Sangguniang Panlungsod present;
RESOLVED AS IT HEREBY RESOLVED, by the
Sangguniang Panlungsod in a session assembled to reiterate, as it hereby reiterates Olongapo
City’s Objection to Coal-Fired Power Plant as an energy source and urging the National
Government to consider a Safer Alternative Sources of Energy.
