RESOLUTION NO. 222

A RESOLUTION AUTHORIZING THE CITY GOVERNMENT OF OLONGAPO REPRESENTED BY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH PERSONNEL WELFARE ASSISTANCE, COMMISSION ON AUDIT REPRESENTED BY ITS ASSISTANT COMMISSIONER AND PWA CHAIRMAN OF THE BOARD OF TRUSTEES ROBERTO B. CATLI, PWA EXECUTIVE DIRECTOR LUZVI P. CHATTO REGARDING HEALTH SERVICES.


WHEREAS, the Personnel Welfare and assistance, Commission on Audit, established under COA Resolution No. 95-1145 desires to engage the services of a hospital with qualified medical staff and adequate facilities to provide medical services to its members;

WHEREAS, James L. Gordon Memorial Hospital is a medical facility owned by the local government of Olongapo City represented by Mayor James Gordon, Jr.;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Government of Olongapo represented by Mayor James Gordon, Jr. to enter into a Memorandum of Agreement with Personnel Welfare Assistance, Commission on Audit represented by its Assistant Commissioner and PWA Chairman of the Board of Trustees Roberto B. Catli, PWA Executive Director Luzvi P. Chatto regarding health services.

RESOLUTION NO. 221

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE STALLHOLDERS ASSOCIATION FOR THE USE OF THE OLONGAPO CITY PUBLIC MARKET PARKING AREA AS PART OF THE NIGHT MARKET ACTIVITY

WHEREAS, the Olongapo City Public Market Stallholders Association Inc. proposed creative ways of conducting business in the Olongapo City Public Market through extending the market operations as well as the opening of food stalls, barbeque stands, refreshment areas and entertainment plaza, all set at the market’s parking area;

WHEREAS, trusting that this venture will provide benefits for the Olongapeños as a whole, the Sangguniang Panlungsod deems that an authority conferred to the City Mayor to enter into an agreement with the said stallholder’s association is indispensable;

NOW, THEREFORE, on motion of Councilor Marey Beth D.Marzan, co-sponsored by Councilors John Carlos G. Delos Reyes and Brian Patrick H. Gordon, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor to enter into a Memorandum of Agreement with the Stallholders Association for the use of the Olongapo City Public Marlet Parking Area as part of the night market activity;

RESOLUTION NO. 220

A RESOLUTION AUTHORIZING THE USE OF THE OLONGAPO CITY PUBLIC MARKET PARKING AREA AS PART OF THE NIGHT MARKET ACTIVITY FROM 6 :00 P.M. TO 2 : 00 A.M. FROM APPROVAL UP TO JANUARY 15, 2007

WHEREAS, the Olongapo City Public Market Stallholder’s Association Inc., in their endeavor to cope up with the present financial challenges, deems that creative ways of doing business are timely for the Christmas season;

WHEREAS, as such, the time of market operations had been extended to give way for night market activities, to include food stalls, barbeque stands, refreshment areas and entertainment plaza, all set at the market’s parking area;

WHEREAS, the Sangguniang Panlungsod trusts that the use of the parking area for the aforesaid market activities will provide benefits for the Olongapeños as a whole;

NOW, THEREFORE, on motion of Councilor Marey Beth D.Marzan, co-sponsored by Councilors John Carlos G. Delos Reyes and Brian Patrick H. Gordon, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the use of the Olongapo City Public Market Parking Area as part of the night market activity from 6:00 p.m. to 2: 00 a.m. from approval up to January 15, 2007.

RESOLUTION NO. 219
(Series of 2006)

A RESOLUTION URGING THE PEOPLE OF OLONGAPO TO REFRAIN FROM THE USE OF FIRECRACKERS THIS HOLIDAY SEASON AND FOR ALL
LAW ENFORCERS TO IMPLEMENT LAWS CONCERNING THE
SALE OF FIRECRACKERS

WHEREAS, firecrackers and other explosives of similar nature during the holiday season bring fun and merrymaking;

WHEREAS, “watusi”, a firecracker type which excites children and adults alike contains poisonous chemical substances which could be deadly when swallowed;

WHEREAS, these explosives of similar nature expose users to injuries such as mutilation of body parts and sometimes death. The same can also cause fire which destroys properties;

WHEREAS, there are existing city ordinances that regulate and prohibit the use distribution and selling of firecrackers to avoid these harmful incidents;

WHEREAS, on December 30, 2005 at the heart of the city, the people experienced the unfortunate, dangerous and humiliating accident when firecrackers sold by street vendors exploded causing fire which razed the Mansion Restaurant building;

WHEREAS, an on-going investigation is being conducted on the explosion that destroyed a victory liner bus last November 30, 2006;

WHEREAS, the city government will not be negligent in its duty to insure public safety and security especially at this time when local and global terror threats are ever present;

WHEREAS, the unbundled sale and use of firecrackers is generally detrimental to health, safety and security, more so, it is contrary to the values of prudence, frugality, economy and concern for the common good;

NOW, THEREFORE, on motion of Councilor John Carlos G. delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to urge, as it hereby urges the people of Olongapo to refrain from the use of firecrackers this holiday season and for all law enforcers to implement laws concerning the sale of firecrackers.

RESOLUTION NO. 218

A RESOLUTION REQUESTING THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) TO DONATE “I” BEAMS AND OTHER SCRAP METALS FOR THE REHABILITATION OF FOOT-BRIDGES IN THE CITY AND MATERIAL SUPPORT FOR WELDING SKILLS TRAINING PROGRAM


WHEREAS, part of the priority projects of the city is the construction and rehabilitation of foot-bridges in various barangays of the city as well as the continues support to the city’s welding skills training program;

WHEREAS, in the course of the inspections in the different barangays, it was observed that a number of existing foot-bridges are in the state of disrepair that require immediate rehabilitation;

WHEREAS, in coordination with the management of the Subic Bay Metropolitan Authority (SBMA) the City Engineering Department checked the Freeport Zone Material Disposal Yard or the availability of materials which could be used for the said projects. There are, currently, a number of “I” Beams which were recently dismantled from the Nabasan Pier that are ideal for foot bridges and other items which could be used to augment the materials in the City’s Welding Skills Training Program;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the Subic Bay Metropolitan Authority (SBMA) to donate “I” beams and other scrap metals for the rehabilitation of foot-bridges in the city and material support for Welding Skills Training Program.
