A RESOLUTION CONVEYING THE CITY’S PROFOUND SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF ANAKPAWIS REPRESENTATIVE CRISPIN B. BELTRAN

WHEREAS, Anakpawis Representative Crispin Beltran passed away after succumbing from sever head injuries on May 20, 2008 at the age of 75;

WHEREAS, Beltran led the country’s labor federation, the Kilusang Mayo Uno (KMU) and was known as a sharp critic of the present administration as well as a dedicated freedom fighter;

WHEREAS, inside the halls of Congress, Beltran gathered the widest legislative support for issues affecting the plight of the labor sector, strengthened and intensified campaign against the oil cartel and wage increase. He served as one of the resounding consciences of the Lower House;

WHEREAS, outside its halls, Ka Bel was not only the voice but the one who worked ties with labor leaders and alliances of small businessmen so that their well-being can be raised to the attention of the National Government for immediate solutions, believing that they represent the myriad of Filipinos bent-double of the crisis;

WHEREAS, according to his colleagues, Beltran died before he could join other lawmakers this Tuesday in filing a bill to remove taxes on power generation and distribution in order to lower electricity rates;

WHEREAS, he had earlier filed a bill to legislate a wage increase and another to implement a “genuine agrarian reform program” that would give free land to tenants and farm workers. The bills have not yet been passed into laws;

WHEREAS, a person who loved the simplicity of life, the poorest among the congressmen who ultimately knew the very pulse of the “Masang Pilipino,” Beltran was dauntlessly commendable for fighting for their cause;

NOW, THEREFORE, on motion of Councilor John Carlos G. Delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to convey as it hereby conveys the City’s profound sympathies and condolences to the bereaved family of Anakpawis Representative Crispin B. Beltran

A RESOLUTION APPROVING THE ANNUAL BUDGET OF BARANGAY NEW KALALAKE, CITY OF OLONGAPO FOR THE CALENDAR YEAR 2008

On motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Barangay Budget of Barangay New Kalalake, City of Olongapo for the Calendar Year 2008 considering that the budget as contained in Barangay Ordinance No. 001, Series of 2008 of Barangay New Kalalake dated 07 January 2008 upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitation set forth under R.A. No. 7160 or the Local Government Code of 1991 and other pertinent issuances, circulars and memoranda with respect to Barangay Budgets with the following conditions:

That in the event the CY 2008 final Internal Revenue Allotment (IRA) share of the city differs from that of the initial amount earlier informed, a supplemental budget shall be prepared to effect the increase or set aside certain amount as unutilized appropriation.

That disbursement of 20% Development Fund shall be in accordance with the projects/activities embodied in the Annual Investment Plan of the Barangay and an amount equivalent to twenty-percent (20%) of the amount appropriated for such development projects shall be set aside for programs and activities pursuant to Local Budget Circular No. 70 of the Department of Budget and Management (DBM) dated 14 March 2000, implementing Executive Order No. 189 dated 21 December 1999.

That the 5% Calamity Fund shall be utilized solely for relief, rehabilitation, reconstruction, contingencies and other works or service s in connection with calamities and which may occur during the budget year, provided that such fund shall be used only in the area or portion thereof, of the barangay, or other areas affected by disaster or calamity as determined and declared by the Sangguniang Barangay concerned.

That the deficiency in the appropriation for the Calamity Fund in the amount of Thirty Seven Thousand Five Hundred Pesos (P37,500.00) as required under section 324 (d) of Local Government Code of 1991 should be included in the first supplemental budget of the barangay.

Pursuant to Local Budget Circular No. 63 of the Department of Budget and Management (DBM) dated 22 October 1996, barangay officials shall be compensated in the form of honorarium and subject to availability of funds and the general limitations on personal services; The honorarium rates of said barangay officials may be adjusted in accordance with Local Budget Circular No. 86 of the Department of Budget & Management dated 18 July 2007; However, such adjusted rates shall not exceed the rate equivalent to the first step of the following salary grades in the City where the barangay belongs:

SG - 14 For Punong Barangay
SG - 10 For the Sanggunianng Barangay Members,
Barangay Secretary and Barangay Treasurer.

As prescribed As appropriated Excess/(Deficiency)

The deficiency of Four Thousand Four Hundred Sixteen Pesos (P4,416.00) should be included in the first supplemental budget of the barangay.

In the event that barangay funds will not be sufficient to implement maximum honoraria/salary rates as prescribe, increase in the same shall be made proportionately and uniform for all position in the barangay concerned.

Positions other than those mandatory (Barangay Officials) may be created in the barangay and may be compensated in the form of salary or honorarium at the discretion of the barangay concerned at the rates not exceeding the minimum of the salary grade allocation prescribed pursuant to the Local Budget Circular No. 63 of the Department of Budget Management dated 22 October 1999”.

Barangay Tanods and members of the Lupong Tagapamayapa may be granted honorarium or other emolument provided the total amount shall not exceed the minimum salary rate for salary grade 1.

That the amount appropriated for Traveling Expenses and Training & Seminar Expenses shall be disbursed in accordance with Executive Order No. 298 dated 23 March 2004 and National Budget Circular No. 486 dated 26 March 2003, respectively.

That the amount of “POWER BILLS’ appropriated or to be set up for budgetary purposes be mutually agreed upon between that Barangay and the Public Utilities Department (PUD) thru the intercession of the Sanggunian Panlungsod so that outstanding power account and/or current bills of the said Barangay based on its financial capability, may be properly liquidated/settled:

That appropriations in the amount of Four Million One Hundred Ninety-seven Thousand Three Hundred Thirty-eight Pesos and Seventy-nine Centavos (PhP 4,197,338.79) as herein authorized shall be disbursed strictly in accordance with the purposes for which they were intended subject to existing budgeting, accounting and auditing rules and regulations and compliance thereof shall be the responsibility of the implementing barangay.

Let Barangay New Kalalake Barangay Ordinance No. 001, Series of 2008, endorsement from City Budget Office and other pertinent documents related hereto form part of this resolution.

WHEREAS, AI-HU (Love and Care) Foundation, Inc. a Non-Governmental Organization provided free computer training in Olongapo City thru their project dubbed as “Computer Van Aralan” which aims to educate out-of-school youth and other sectors;

WHEREAS, AI-HU Foundation’s Computer Van Aralan Program complements the city’s thrust to provide basic computer know-how to its constituents, to cope-up with the fast pace evolution of Information Technology;

WHEREAS, the program which lasted for nine weeks, benefited 300 Olongapeños, where they learned Basic PC Operation, Windows Operating System, MS Office, Values Formation and Personality Enhancement;

WHEREAS, Alfredo M. Dionisio, one of the Trainors/Teachers of the Computer Van Aralan unselfishly shared his knowledge and dedicated his time and effort for the benefit of the people of Olongapo;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

WHEREAS, Ariel D.C. Jarapa, one of the Trainors/Teachers of the Computer Van Aralan unselfishly shared his knowledge and dedicated his time and effort for the benefit of the people of Olongapo;

A RESOLUTION EXPRESSING PROFOUND APPRECIATION AND COMMENDATION TO THE INVALUABLE CONTRIBUTIONS OF MS. MAYER T. ZABLAN AS TRAINOR IN THE 2008 SUMMER COMPUTER PROGRAM FOR THE CITY GOVERNMENT EMPLOYEES

WHEREAS, the City Government acknowledges the need of training for the advancement of its employees;

WHEREAS, the administration took advantage of the summer vacation and tapped the services as well as the facilities of Gordon College, to provide Free Summer Computer Class for the City Government employees;

WHEREAS, Mayer T. Zablan, readily extended services to her colleagues in the government service as instructor in the Image Processing using Photoshop and Office Productivity Tools using MS/Office Application Course ;

WHEREAS, the City acknowledges her unselfish effort and dedication which contributed to the success of the program that benefited mainly the rank and file employees in the City Government;

NOW, THEREFORE, with the unanimous accord of the Member of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses, profound appreciation and commendation to the invaluable contributions of Ms. Mayer T. Zablan as Trainor in the 2008 Summer Computer Program for the City Government Employees.

A RESOLUTION EXPRESSING APPRECIATION AND GRATITUDE TO THE OLONGAPO CITY FILIPINO-CHINESE CHAMBER OF COMMERCE FOR THEIR WHOLEHEARTED SUPPORT TO THE COMPUTER VAN ARALAN PROGRAM, SPEARHEADED BY THE AI-HU FOUNDATION, INC. AND THE CITY OF OLONGAPO

WHEREAS, the City Government, with its thrust to help its constituents cope with the global demand for skilled workers tapped the assistance of AI-HU Foundation, Inc. to provide Free Computer Training thru the Computer Van Aralan Program;

WHEREAS, the program which runs for nine weeks aims to provide Free Basic Computer Training to educate out-of-school youth and other sectors;

WHEREAS, the Olongapo City Filipino-Chinese Chamber of Commerce as one of the staunch partners of the City, wholeheartedly threw their support to this endeavor by providing accommodations to the instructors of Computer Van Aralan Program;

WHEREAS, the City Government acknowledges the unwavering support of the Olongapo City Filipino-Chinese Chamber of Commerce for the success of this worthy cause which benefited the people of Olongapo;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod members present;

A RESOLUTION EXPRESSING APPRECIATION AND GRATITUDE TO THE AI-HU FOUNDATION, INC. FOR THEIR INVALUABLE SUPPORT TO THE THRUST OF OLONGAPO CITY THRU THE COMPUTER VAN ARALAN PROGRAM

WHEREAS, AI-HU (Love and Care) Foundation, Inc., a Non-Governmental Organization provided free computer training in Olongapo City thru their project dubbed as “Computer Van Aralan” which aims to educate out-of-school youth and other sectors;

WHEREAS, AI-HU Foundation Inc.’s Computer Van Aralan Program complements the city’s thrust to provide basic computer know-how to its constituents to cope-up with the fast pace evolution of Information Technology;

WHEREAS, the program which lasted for nine weeks, benefited 300 Olongapeños, where they learned Basic PC Operation, Windows Operating System, MS Office, Values Formation and Personality Enhancement;

WHEREAS, the City of Olongapo is grateful for being one of the beneficiaries of the foundation’s Free Computer Training Program and true to its name, the foundation indeed showed Love and Care to the people of Olongapo;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION STRONGLY INDORSING TO THE OFFICE OF THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES THE RE-APPOINTMENT OF MR. TEODORO D. DEL ROSARIO AS DIRECTOR REPRESENTING THE CITY OF OLONGAPO TO THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA)


WHEREAS, Section 13 ( c ) of Republic Act No. 7227 generally provides for the composition of the Board of Directors of the Subic Bay Metropolitan Authority and ( c ) ( 1 ) explicitly provides that representatives of the local government units that concur to join the Subic Bay Special Economic Zone should likewise be duly represented;

WHEREAS, the same law specifically states that reference in the appointment of the members of the Board shall be given to residents within the Subic Bay Special Economic Zone and that it is the City mayor, concurred by the members of the Sangguniang Panlungsod who is vested with authority to nominate Olongapo City Representative;

WHEREAS, from the unambiguous language of the said law, it is to be clearly construed that the framers thereof envisioned and intended that the residents of Olongapo, the employees of the former naval bases who were displaced by the pull-out of the U.S. Military Installation in Olongapo and the members of the business community in the City, who were severely affected by the said exit should be given the right to determine their future through representation in the policy-making body of the SBMA;

WHEREAS, Mr. Teodoro D. del Rosario, was one of the City’s young entrepreneurs, who pursued Bachelor of Laws, before he took the City Councilor seat on July 1, 1998. As a Councilor, on his maximum term, he chaired the Council’s Committee on Trade, Business and Tourism, where he implemented significant enhancement programs which made the City more conducive for trade and business;

WHEREAS, Mr. del Rosario also held various key positions at the Freeport Zone. As such he served as one of the Executive Assistants of then SBMA Chairman, now Senator-elect Richard J. Gordon, assigned as Administrative Officer, Building and Property Administrator and Liaison Officer of the Freeport Exchange and stood as frontliner manager of various locators;

WHEREAS, as a prime business setter, his ideas, unconventional marketing designs and management skills, Mr. del Rosario’s tasks as Business Development Group Manager of Initiative Development Incorporated, Account Manager of Branded Warehouse and Branch Manager of Veloci Motor Philippines, new products and services portfolio evolved which energized their respective markets and thus, provided for them a stronger corporate framework;

WHEREAS, as Director of the Subic Bay Provident Fund, Incorporated, Mr. Del Rosario was one of those who devised the program plans for increased benefits of SBMA and Freeport employees;

WHEREAS, as the incumbent representative of the City to the SBMA Board, indeed Olongapo had truly been represented by somebody who does not only bear the capacity of hammering out the details of development in the Olongapo-SBMA partnership, but who also knows the pulse and heartbeat of the Olongapeños on certain issues affecting their lives;

WHEREAS, a member of the Executive Committee of the SBMA, Ted Del Rosario was instrumental in the regular rounds implemented by the present SBMA Administration towards drafting its target growth, market data and master plan as well as in establishing its financial modeling, ready for the influx of greater investments and rippling positive effects;

WHEREAS, together with the rest of the Board members, his rich input on planning, development and management of mixed-use properties in the Freeport zone to adhere to world class standards pave way to an energized tourism- business climate in the Subic Bay Freeport Zone – Olongapo – Zambales areas;

WHEREAS, the City galvanizes its resolve that his tenure as the City’s Representative to the SBMA Board be extended as he effectively served as a conduit of vital city projects and installations so as Olongapo be the environment primer for business expansion and communal growth;

NOW, THEREFORE, with the unanimous accord of the Members of the Sanggunian Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to indorse, as it hereby indorses to the Office of the President of the Republic of the Philippines the re-appointment of Mr. Teodoro D. Del Rosario as Director representing the City of Olongapo to the Subic Bay Metropolitan Authority (SBMA).

A RESOLUTION APPROVING THE ANNUAL BUDGET OF BARANGAY NEW CABALAN, CITY OF OLONGAPO FOR THE CALENDAR YEAR 2008

On motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Barangay Budget of Barangay New Cabalan, City of Olongapo for the Calendar Year 2008 considering that the budget as contained in Barangay Resolution No. 31, Series of 2008 of Barangay New Cabalan dated 20 February 2008 upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitation set forth under R.A. No. 7160 or the Local Government Code of 1991 and other pertinent issuances, circulars and memoranda with respect to Barangay Budgets with the following conditions:

That in the event the CY 2008 final Internal Revenue Allotment (IRA) share of the city differs from that of the initial amount earlier informed, a supplemental budget shall be prepared to effect the increase or set aside certain amount as unutilized appropriation.

That disbursement of 20% Development Fund shall be in accordance with the projects/activities embodied in the Annual Investment Plan of the Barangay and an amount equivalent to twenty-percent (20%) of the amount appropriated for such development projects shall be set aside for programs and activities pursuant to Local Budget Circular No. 70 of the Department of Budget and Management (DBM) dated 14 March 2000, implementing Executive Order No. 189 dated 21 December 1999.

That the 5% Calamity Fund shall be utilized solely for relief, rehabilitation, reconstruction, contingencies and other works or services in connection with calamities and which may occur during the budget year, provided that such fund shall be used only in the area or portion thereof, of the barangay, or other areas affected by disaster or calamity as determined and declared by the Sangguniang Barangay concerned.

That the excess in the appropriation for Discretionary Fund in the amount of Five Thousand Nine Hundred Ninety Four Pesos and 68/100 (P5,994.68) shall be reverted back to the unappropriated balance under the General Fund of the barangay (section 325(h) of RA 7160).

Pursuant to Local Budget Circular No. 63 of the Department of Budget and Management (DBM) dated 22 October 1996, barangay officials shall be compensated in the form of honorarium and subject to availability of funds and the general limitations on personal services; The honorarium rates of said barangay officials may be adjusted in accordance with Local Budget Circular No. 86 of the Department of Budget & Management dated 18 July 2007; However such adjusted rates shall not exceed the rate equivalent to the first step of the following salary grades in the City where the barangay belongs:

SG - 14 - For Punong Barangay
SG - 10 - For the Sanggunianng Barangay Members,
Barangay Secretary and Barangay Treasurer.

Positions other than those mandatory (Barangay Officials) may be created in the barangay and may be compensated in the form of salary or honorarium at the discretion of the barangay concerned at the rates not exceeding the minimum of the salary grade allocation prescribed pursuant to the Local Budget Circular No. 63 of the Department of Budget Management dated 22 October 1999”.

Barangay Tanods and members of the Lupong Tagapamayapa may be granted honorarium or other emolument provided the total amount shall not exceed the minimum salary rate for salary grade 1.

That the amount appropriated for Traveling Expenses and Training & Seminar Expenses shall be disbursed in accordance with Executive Order No. 298 dated 23 March 2004 and National Budget Circular No. 486 dated 26 March 2003, respectively.

That the amount of “POWER BILLS’ appropriated or to be set up for budgetary purposes be mutually agreed upon between that Barangay and the Public Utilities Department (PUD) thru the intercession of the Sanggunian Panlungsod so that outstanding power account and/or current bills of the said Barangay based on its financial capability, may be properly liquidated/settled:

That appropriations in the amount of Seven Million Three Hundred Sixty Eight Thousand One Hundred Thirty Seven Pesos and Thirty-two Centavos (PhP7,368,137.32) as herein authorized shall be disbursed strictly in accordance with the purposes for which they were intended subject to existing budgeting, accounting and auditing rules and regulations and compliance thereof shall be the responsibility of the implementing barangay.
Let Barangay New Cabalan Resolution No. 31, Series of 2008, endorsement from the City Budget Office and other pertinent documents related hereto form part of this resolution.
