In the interest of public service and on motion of City Councilor Gina Gulanes Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present:

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to declare, as it hereby declares the Annual Budget of Barangay Old Cabalan  for the Fiscal Year 2013 in the amount of Eight Million Nine Hundred Forty-Three Thousand Seven Hundred Twenty-Three Pesos (PhP8,943,723.00) operative in its entirety considering that the said budget as contained in Barangay Appropriation Ordinance No. 002, Series of 2013 of Old Cabalan, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitations set forth under Republic Act No. 7160 or the Local Government Code of 1991 and its Implementing Rules and Regulations.  PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the City Budget Officer in her letter dated April 22, 2013 are strictly complied with;

A RESOLUTION AUTHORIZING CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT FIELD OFFICE III, REPRESENTED BY ITS REGIONAL DIRECTOR, ADELINA S. APOSTOL, AND THE DAY CARE CENTER SERVICE PARENTS GROUPS/REPRESENTED BY THEIR PRESIDENTS, WITH REGARD TO THE SUPPLEMENTAL FEEDING PROGRAM FOR THE 54 DAY CARE CENTERS IN THE CITY

WHEREAS, the Supplemental Feeding Program is the provision of food to day care children in addition to their regular meals, managed by the parents based on a prepared meal cycle using indigenous food materials;

WHEREAS, Section 9 of the ECCD Law emphasized that in the implementation of day care service, the LGU shall continue to support the Day Care program in the form of basic infrastructures, provision of facilities, materials and equipment;

WHEREAS, the City of Olongapo believes and supports the Supplemental Feeding Program as one of the prime contributions to mobilize the Early Childhood Care Development program of the DSWD;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes the City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement with the Department of Social Welfare and Development Field Office III, represented by its Regional Director, Adelina S. Apostol, and the Day Care Center Service Parents Groups/represented by their presidents, with regard to the Supplemental Feeding Program for the 54 day care centers in the city.

A RESOLUTION ADOPTING THE CITY OF OLONGAPO’S REVISED VISION STATEMENT  FOR  THE  FORMULATION  OF  THE  COMPREHENSIVE

LAND USE PLAN REVISION AS ADOPTED BY THE OLONGAPO CITY

 LOCAL DEVELOPMENT COUNCIL, IN A MANNER CONSISTENT WITH LAW

WHEREAS, there is a need to revise the City’s existing 2001-2011 Comprehensive Land Use Plan, which need has been confirmed during the September 5, 2012 workshop spearheaded by the National Economic Development Authority (NEDA), Region III and confirmed by the Olongapo Local Development Council through its resolution dated February 25, 2013; 

WHEREAS, the revised vision for the city as approved by the Olongapo City Local Development Council should now read as: “Olongapo City shall be the premiere Freeport City in the country, a regional trading center and a renowned tourism destination characterized by a sustainable ecology; propelled by globally competitive citizenry and principles of good governance;”

WHEREAS, the revision is legally mandated under the Local Government Code of 1991 and under the Department of the Interior and Local Government issuances;

  

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez,  co-sponsored by City Councilors Rodel S. Cerezo, Eyrma Yvette Marzan-Estrella, Elena C. Dabu, Eduardo J. Piano and Edna A. Elane, with the majority decision of the  Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to adopt, as it hereby adopts, the City Of Olongapo’s Revised Vision Statement For The Formulation Of The Comprehensive Land Use Plan Revision As Adopted By The Olongapo City Local Development Council, In A Manner Consistent With Law.

A RESOLUTION SUPPORTING SENATE BILL NO. 2987 OR THE “BIGGER PIE, BIGGER SLICE BILL” WHICH SEEKS TO INCREASE THE LOCAL GOVERNMENT’S SHARE IN NATIONAL TAXES AND ENHANCE THE CITY’S CAPACITY IN THE DELIVERY OF ESSENTIAL PUBLIC SERVICES

WHEREAS, as per communication dated February 1, 2013, Senator Aquilino “Koko” Pimentel III wrote to the City Mayor requesting the City’s support to Senate Bill No. 2987 entitled “An Act increasing THE SHARE OF Local Government Units from 40% of the National Internal Revenue Taxes to 50% share in all taxes collected by the Bureau of Internal Revenue, Bureau of Customs, Philippine Ports Authority, Department of Environment and Natural Resources, the Department of Foreign Affairs and such other government agencies deputized by the Bureau of Internal Revenue to collect national taxes, amending for this purpose Section 284 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991;”

WHEREAS, the Senate Bill No. 2987 known as the “bigger pie, bigger slice bill” aims to infuse and increase  the revenues of Local Government Units in order to provide essential public services especially those relating to the promotion, enhancement and protection of the people’s health, education, and other social amelioration initiatives;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to support, as it hereby supports, Senate Bill No. 2987 or the “Bigger Pie, Bigger Slice Bill,” which seeks to increase the local government’s share in national taxes and enhance the city’s capacity in the delivery of essential public services.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR.

TO GRANT ONE AND A HALF MONTHS  SALARY FOR EVERY YEAR OF ACTUAL SERVICES  RENDERED BY THE PUBLIC UTILITIES DEPARTMENT (PUD) EMPLOYEES AS GRATUITY/SEPARATION PACKAGE SUBJECT TO CIVIL SERVICE RULES AND PERTINENT LAWS

WHEREAS, the city has always given priority the welfare of its employees by providing them with all the benefits as may be legally due and proper;

WHEREAS, with respect to the employees of the Public Utilities Department (PUD), the City has endeavored to provide with the benefits due to them, regardless of their employment status, for actual services rendered, subject to compliance with the rules, regulations and issuances from the Civil Service Commission, and has protected them from possible precipitate efforts to place them in a compromising position with the Commission on Audit and the Civil Service Commission when it officially sought confirmation from the Civil Service Commission as to the required legal protocols and guidelines;

WHEREAS, as full support and concern to P.U.D. employees, the city endeavored to provide them a special liberal consideration with a gratuity/separation package of one and a half (1½) months per year of service, for the actual services rendered, regardless of employment  status,  in a manner consistent with pertinent Civil Service Commission Rules and Regulations;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes, the Honorable City Mayor James Gordon, Jr. to grant one and a half months  salary for every year of actual services  rendered  by the Public Utilities Department (PUD) Employee as Gratuity/Separation Package, Subject to Civil Service Rules and pertinent laws.
