AN ORDINANCE APPROPRIATING THE AMOUNT OF TWO HUNDRED THOUSAND PESOS (PHP200,000.00) TO THE ITEM REWARDS AND OTHER CLAIMS UNDER MAINTENANCE AND OTHER OPERATING EXPENSES OF THE OFFICE OF THE CITY MAYOR TO BE TAKEN FROM THE DONATION OF SUBIC BAY METROPOLITAN AUTHORITY (SBMA) FOR THE ALLOWANCES OF THE DELEGATES OF THE PHILIPPINE OLYMPICS FESTIVAL (POF)

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Two Hundred Thousand Pesos (PhP200,000.00) is hereby appropriated to the item rewards and other claims under maintenance and other operating expenses of the Office of the City Mayor to be taken from the donation of SBMA for the allowances of the delegates of the POF.

SECTION 2. This ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. This ordinance shall take effect upon its approval.

AN ORDINANCE AUTHORIZING THE CHARGING OF THE PREVIOUS YEAR’S OBLIGATION (MAINTENANCE AND OTHER OPERATING EXPENSES) OF THE OFFICE OF THE CITY MAYOR AMOUNTING TO ONE MILLION SIX HUNDRED NINETY THOUSAND THREE HUNDRED TWENTY-SEVEN PESOS AND SIXTY-FOUR CENTAVOS (PHP1,690,327.64) TO THE 2008 BUDGET

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The sum of One Million Six Hundred Ninety Thousand Three Hundred Twenty-Seven Pesos and Sixty-Four Centavos (PhP1,690,327.64) will be appropriated to the maintenance and other operating expenses of the Office of the City Mayor to be taken from the 2008 Budget.

SECTION 2. This ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter of request of Hon. Mayor James Gordon, Jr. dated 19 March 2008, shall be made an integral part of this Ordinance.

SECTION 4. This ordinance shall take effect upon its approval.

AN ORDINANCE CREATING A SPECIAL ACCOUNT – CITY TOURISM PROGRAMS UNDER THE GENERAL FUND FOR THE CITY TOURISM OFFICE

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. A special account for the City Tourism Office is hereby created to be generated from its income on all tourism related activities, to be kept in the City Treasury.

SECTION 2. Charges and fees

All charges and fees derived from the clients shall accrue to the special account established.

SECTION 3. Disbursement

The special account shall be used solely for the operations of tourism related facilities (like parks, resorts, playgrounds, etc.), events, promotions of all tourism related programs as organized by the City Tourism Office.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION COMMENDING BARANGAY BARRETTO FOR WINNING THE 2007 LUPONG TAGAPAMAYAPA INCENTIVES AWARDS

WHEREAS, the Lupong Tagapamayapa Incentives Awards is a national award which gives due recognition and appreciation to exemplary performance of the Lupong Tagapamayapa in the attainment of the objectives of the Katarungang Pambarangay (KP) program;

WHEREAS, the Department of the Interior and Local Government (DILG) paid high honors to several local government units and their local political leaders who are outstanding performers in local government administration in Region 03 in the year 2007;

WHEREAS, the fax message for transmission of Director Acosta for DILG Regional Director Josefina Go stated Barangay Barretto was one of the barangays that was validated;

WHEREAS, the said awardees were advised to bring with them their project proposals on the utilization of their cash awards in the amount of Php100,000.00 each and official receipts duly signed by the concerned barangay treasurers;

WHEREAS, the awarding ceremonies for the 2007 Lupong Tagapamayapa Incentives Awards will be on 03 April 2008 in Malacañang;

WHEREAS, Barangay Barretto won the prestigious award for three consecutive times putting them in the Lupong Tagapamayapa Hall of Fame;

WHEREAS, Barangay Barretto’s achievements will serve as exemplars to all barangays;

NOW, THEREFORE, on motion of Councilor Gina G. Perez. with the majority decision of the Members of the Sangguniang Panlungsod present;

A RESOLUTION CONVEYING PROFOUND SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF FORMER CITY ENGINEER, HENRY S. SEGUI

WHEREAS, Engineer Henry S. Segui peacefully joined his Creator on March 28, 2008 at the age of 64;

WHEREAS, Engr. Segui’s accomplishment as a public servant highlights his 38 years of dedicated service, 10 years of which marked his task of spearheading the landmark projects of the City that significantly boosted Olongapo’s economic stature in the Region. He was not only the skilled planner but the stamina behind the building of the Olongapo City Convention Center, the Museum, the Olongapo City Mall, the Olongapo City Hall, the James L. Gordon Memorial Hospital and numerous infrastructure projects, considered to be his grand masterpieces left to the City;

WHEREAS, a native of Cabugao, Ilocos Sur who had been noted for his active practice, dexterity and excellent track record in the Department of Public Works and Highways, the former City Engineer was cited to take the post through the recommendation of then Congressman Luis Villafuerte, the tenure he relentlessly served from February 14, 1994 up to July 1, 2004;

WHEREAS, the City Government and citizenry of Olongapo join the bereaved family of Engr. Segui in this moment of grief, having lost one of the pillars of the City’s developmental thrusts;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to convey, as it hereby conveys profound sympathies and condolences to the bereaved family of former City Engineer, Henry S. Segui.

A RESOLUTION RATIFYING THE MEMORANDUM OF AGREEMENT AMONG THE COMMUNITY BASED MONITORING SYSTEM (CBMS) NETWORK COORDINATING TEAM OF THE ANGELO KING INSTITUTE FOR ECONOMIC AND BUSINESS STUDIES REPRESENTED BY DR. CECILIA M. REYES; THE DILG THROUGH THE BUREAU OF LOCAL GOVERNMENT DEVELOPMENT REPRESENTED BY MANUEL Q. GOTIS; THE DILG REGIONAL OFFICE FOR REGION III REPRESENTED BY DIRECTOR JOSEFINA GO AND THE CITY GOVERNMENT OF OLONGAPO REPRESENTED BY HON. JAMES “BONG” GORDON, JR. FOR THE TECHNICAL ASSISTANCE ON THE DEVELOPMENT
AND INSTITUTIONALIZATION OF CBMS

WHEREAS, to ensure better and effective discharge of local functions and powers, the City Development Council was created under Title 6, Book 1 of the Local Government Code of 1991 (RA 7160) to provide direction, supervision, control and coordination the development efforts of the LGU;

WHEREAS, the Local Planning and Development Office (LPDO) acts as the coordinating body and the center of operations of all committees, bodies, etc. that form the development council and the operations of the council itself either directly or through its executive committee led by the Local Chief Executive;

WHEREAS, the CBMS Network Coordinating Team of the Angelo King Institute for Economic and Business Studies, De La Salle University, Manila is a group of researchers and policy analysis, under the Poverty and Economic Policy (PEP) Network funded by the International Development research Centre (IDRC) – Canada, coordinating local and international initiatives on the development of community based monitoring systems and providing corresponding technical assistance to national and local government units on the development and institutionalization of CBMS and its use for planning, program formulation and impact monitoring.

WHEREAS, the Department of Interior and Local Government through the Bureau of Local Government Development is the office primary responsible for the implementation of the millennium development goals (MDG) localization, and for the capacity building of local government units on poverty diagnosis and planning using CBMS and its institutionalization at the local level.

WHEREAS, the City Government of Olongapo through its City Planning and Development Office (CPDO) requests for technical assistance from the PEP-CBMS Network Coordinating Team in cooperation with the DILG- BLGD on the institutionalization of the community – based monitoring system as a planning and monitoring tool at the barangay levels.

WHEREAS, the ratification of the signed Memorandum of Agreement will be followed by the release of budget for the CBMS amounting to PHp 2,000,669.00 to be sourced from the office of the City Mayor’s Fund.

RESOLUTION NO. 42

A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A CONTRACT OF AGREEMENT FOR THE LEASE OF THE MULTI-PURPOSE COMPLEX (FORMERLY NDC) OWNED BY THE CITY GOVERNMENT LOCATED IN OLD CABALAN, OLONGAPO CITY

WHEREAS, the City Council passed City Resolution No. 120, Series of 2007 converting the TransCon lot into a multi-purpose complex;

WHEREAS, the Office of the City Assessor thru the City Appraisal Committee Resolution No. 1, Series of 2008, assessed a portion of the lot equivalent to 1,534 square meters with a floor lease rate of Eleven Thousand Nine Hundred Pesos (PHP 11,900.00) per month;

WHEREAS, the portion of lot shall be offered at a lease rate of Eighteen Thousand Pesos (PHP 18,000.00) per month which is more than fifty percent (50%) of its recommended floor lease rate;

WHEREAS, this authority shall be subject to the City Council’s ratification in accordance with pertinent laws, rules and regulations;

NOW, THEREFORE, upon the joint motion of Councilors Angelito W. Baloy and Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes Honorable City Mayor James Gordon, Jr. to enter into a Contract of Agreement for the lease of the Multi-Purpose Complex (Formerly NDC) owned by the City Government located in Old Cabalan, Olongapo City.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the above-mentioned City Appraisal Committee Resolution No. 1, Series of 2008, be made an integral part of this resolution.
