WHEREAS, the Philippine Constitution in its declaration of Principles and State Policies mandates that the state shall promote social justice in all phases of national development;

WHEREAS, as declared in Section two (2) of Chapter one (1)  of the Magna Carta for Persons with Disability,  “Persons with disability are part of the Philippine society, thus the Senate shall give full support to the improvement of the total well-being of persons with disability and their integration into the mainstream of the society”;

WHEREAS, the City Government of Olongapo believes that these laws should be strongly enforced and Persons with Disabilities (PWDs) should be provided with assistance to help them become productive members of the community;

WHEREAS, the Olongapo City persons with disabilities numbering around one thousand six hundred sixty two (1,662) aim to re-establish the permanent Persons with Disability Affairs Office (PDAO) for the purpose of providing each member a place to work, venue for meetings and an area to maintain its records and documents;

WHEREAS, the thrusts on the rehabilitation of persons with disability, the concern of the Government in order to promote their capacity to attain  a more meaningful, productive and satisfying life shall be given a larger focus, hence they have an office of their own;

WHEREAS, the establishment of this office will contribute to the welfare of persons with disability, as this will enhance their social functioning, as well as promote equality of treatment to and among them;

WHEREAS, to continuously sustain and carry out the tasks of documenting, monitoring, evaluating, data gathering, assessing, planning and its advocacy, the need for re-establishing an Office for PWDs is imperative so that its members and officers will be able to work well;

NOW, THEREFORE, on motion of  City Councilor Edna A. Elane, with the unanimous accord of the Sangguniang Panlungsod Members present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the  Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

AN ORDINANCE AMENDING “ORDINANCE NO. 31, SERIES OF 2008” RENAMING

 THE OFFICE OF PERSONS WITH DISABILITIES AFFAIRS (OPDA) TO

PERSONS WITH DISABILITY AFFAIRS OFFICE (PDAO)

            BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1.  The Office of Persons with Disabilities (OPDA) as stated in Ordinance No. 31, Series of 2008 is hereby renamed to “Persons With Disability Affairs Office (PDAO)”.

            SECTION 2.  Repealing Clause. All existing ordinances, which are inconsistent with this Ordinance, are hereby deemed repealed and/or amended accordingly.

            SECTION 3.  Separability Clause. If any of the provisions or parts of this Ordinance is declared unconstitutional or invalid, the other provisions or parts hereof shall continue to be in full force and effect.

            SECTION 4.  This ordinance shall take effect upon its approval.
