RESOLUTION NO. 36
(Series of 2010)

A RESOLUTION AUTHORIZING THE HON. CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A SHORT-TERM LEASE AGREEMENT OVER MARIKIT PARK SUBJECT TO COMPLIANCE WITH PERTINENT LAWS AND REGULATIONS

WHEREAS, on March 23, 2010, the City received a request and proposal from the R.P.Q Rides and Amusement Company (the Company) for the use of the Marikit Park at East Tapinac (the Park) for a consideration of Five Hundred Thousand Pesos (PHP500,000.00) for the establishment of carnival operations and other related amusement services for a period of three (3) months;

WHEREAS, the Company is a recognized entity which has participated in major national amusement affairs such as those held in the Clark Freeport Zone from years 1998 to 2004 and in the Subic Bay Freeport Zone since year 2005;

WHEREAS, the Company has manifested that the services it shall render in the Park are made in support of the advocacies of the Council for the Welfare of Children;

WHEREAS, the Company is amenable to complying with all the requirements and other terms and conditions which the City may legally impose;

WHEREAS, the City recognizes the importance of leisure and amusement activities as a necessary component of youth development and is empowered to engage in initiatives consonant with the same;

WHEREAS, the City is empowered to lease its properties subject to compliance with pertinent laws, rules and regulations;

WHEREAS, considering that school opens in June 14, 2010 and since Marikit Park is part of Gordon College, the Sangguniang Panlungsod deems it fit to allow carnival operation in Marikit Park until June 12, 2010 only;

NOW, THEREFORE, on motion of City Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes the Hon. City Mayor James Gordon, Jr. to enter into a Short-Term Lease Agreement over Marikit Park subject to compliance with pertinent laws and regulations.

RESOLUTION NO. 35
(Series of 2010)

A RESOLUTION COMMENDING THE OLONGAPO CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE (CSWDO) FOR THEIR MAGNANIMOUS CONTRIBUTIONS SIGNIFICANT TO THE CITY FOR WINNING THE PRESTIGIOUS MOST CHILD FRIENDLY CITY AWARD IN THE HIGHLY-URBANIZED CITIES CATEGORY

WHEREAS, Olongapo City bagged the Presidential Award for being the country's "Most Child-Friendly Highly-Urbanized City" nationwide for year 2009;

WHEREAS, the City together with its Social Welfare and Development Office, had undertaken appropriate legislative, administrative and other measures to protect the rights of the children in carrying out the mandate to provide adequate care for children when parents and guardians charged with that responsibility fail to do;

WHEREAS, the synchronicity of strategies initiated by the CSWDO with the Health and Housing, Education, Livelihood, Peace and Order and Sports also known as the HELPS Program of Olongapo, as they impact the children populace of the City stood afloat in the evaluation, defeating other highly urbanized cities such as Makati and Puerto Princesa, Palawan;

WHEREAS, the City is honored by this award, which gives tribute to the continuing efforts and profound commitment of the Social Welfare and Development Office, their frontliners and entire workforce, to protect the rights and privileges of children in the City, so that they may continuously live in a society that not only guarantees their safety and well-being, but also enables them to attain their fullest potential, and thus become productive, self-reliant citizens,

NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod in session assembled, present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to commend, as it hereby commends the Olongapo City Social Welfare And Development Office (CSWDO) for their magnanimous contributions significant to the city for winning the prestigious most child friendly city award in the highly-urbanized cities category.

RESOLUTION NO. 34

A RESOLUTION EXPRESSING PROFOUND SYMPATHIES TO THE BEREAVED FAMILY OF FORMER BARANGAY GORDON HEIGHTS’ BARANGAY CAPTAIN DAMIAN P. DELOS SANTOS, JR.

WHEREAS, the City of Olongapo laments the death of a friend and a good leader in former Barangay Captain Damian P. Delos Santos who was taken in our midst out of one’s reckoning and joined our Creator on April 22, 2010 at the age of 65;

WHEREAS, as a great and effective leader who knew community service, the value of hardwork and the reward of putting others before oneself, he was known to be strict and serious with his duties and responsibilities when at work, but beyond the four corners of his office he was a good and humble friend to many;

WHEREAS, Brgy. Capt. Damian Delos Santos who hailed from Bicol, a former school principal at Camarines Sur, came to the City of Olongapo not by chance but by the lure of work at the former U.S. Naval Base in the 1960s and became a resident of Barangay Gordon Heights. From then on, he had established a consistent public service track record starting as Barangay Secretary in 1968, and in the barangay election of 1978, he had his first stint as barangay captain of Gordon Heights. The EDSA revolution in 1986 temporarily put his service to a halt. He was brought back to office in the snap election of 1986 and served as barangay captain up to CY 2007. He last served the city as Market Supervisor from CY 2007 until his untimely demise;

WHEREAS, a true public servant with an understanding of commitment and a reputation for setting goals and accomplishing them, Captain “Jun” or “Manoy” as he was dearly called, will be remembered in his very own Barangay Gordon Heights for the countless developments he initiated during his term as the barangay captain. These includes the construction of the present barangay hall which they named as ‘Bantayog ng Pagkakaisa’ which Capt. Jun boldly and painstakingly aimed to be built through their barangay IRA funds. Furthermore, water tanks were placed as part of the development of springs in the barangay, as well as deep wells were placed in upland areas. These became the water source in areas not reached by Subicwater lines;

WHEREAS, serving dedicatedly in Barangay Gordon Heights, Capt. Damian pushed to have the barangay be recognized as a Class ‘A’ residential area through the development of major thoroughfares and roads, and the utmost delivery of basic services to its constituents;

WHEREAS, Capt. Damian, married to Ms. Evelyn Delos Santos and were blessed with 6 children was dearly remembered as a responsible, loving and nurturing husband and father;

WHEREAS, the City of Olongapo shares in the grief of both the Delos Santos family and of Barangay Gordon Heights for having lost a remarkable man;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses profound sympathies to the bereaved family of former Barangay Gordon Heights’ Barangay Captain Damian P. Delos Santos, Jr.

Let a copy of this resolution be furnished the bereaved family of the late Barangay Captain Damian P. Delos Santos, Jr. for their information and record.
