WHEREAS, the delivery of basic health services and program has been devolved to the local government units pursuant to the provisions in the Local Government Code of 1991;

WHEREAS, the DOH implemented the Measles Rubella and Oral Polio Vacine Mass Immunization (MR OPV MI) on September 1-30, 2014 which required through Department Memorandum No. 2014-0242 the achievement of at least 95% of the immunization coverage;

WHEREAS, the City of Olongapo was adjudged as one of the Outstanding Municipalities/Cities in Central Luzon for 2014 Measles Rubella and Oral Polio Vacine Mass Immunization which makes it eligible for the grant of Fifty Thousand Pesos (P50,000.00) from the Department of Health;

WHEREAS, an agreement is deemed necessary to set the terms and condition for the use of the said fund in the implementation of the Reaching Every Purok Strategy in the Expanded Program on Immunization;

WHEREAS, the said Agreement shall pave the way for the creation of a trust fund account and the release of funds.

NOW, THEREFORE, On motion of City Councilor Eduardo G. Guerrero, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it is hereby authorizes, the City Mayor, Honorable Rolen C. Paulino to enter into and sign an Agreement with the Department of Health(DOH)-Regional Field Office III, represented by Leonita P. Gorgolon, MD, MHA, MCHM, CESO VI, regarding the Grant of Funds from the Department of Health in the amount of Fifty Thousand Pesos(PhP50,000.00) for the City’s Project Proposal in support for the Reaching Every Purok Strategy in Expanded Program on Immunization.

AQUINO III TO CONSIDER THE PLIGHT OF THE GOVERNMENT EMPLOYEES OF THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) WITH REGARDS TO THEIR WAGES AND CONSIDER THEIR REQUEST FOR SALARY ADJUSTMENT AND OTHER BENEFITS AS BASED ON THE APPROVED SBMA CORPORATE OPERATING BUDGET (COB) 2015 AND INCLUSION IN THE SALARY STANDARDIZATION LAW (SSL)

WHEREAS, the government employees of the Subic Bay Metropolitan Authority (SBMA) are mostly the heroic volunteers that helped secure the former Subic Naval Base and establish the thriving Subic Bay Freeport Zone;

WHEREAS, the employees of the Subic Bay Metropolitan Authority are mostly Olongapeños whose last salary adjustment was in 2005 and has since then languished and found it challenging to cope to the rising costs of living.;

WHEREAS, salary adjustments can be implemented either as step increments or as provided by the Salary Standardization Law, subject to “availability of funds”;

WHEREAS, the City Government of Olongapo thru Honorable Mayor Rolen C. Paulino will implement a 50% salary adjustment in the 2015 pay of its employees for the 3^rd tranche of the Salary Standardization Law despite assuming a city ridden with debts and other financial obligations;

WHEREAS, the SBMA is in a financial position to consider adjusting the salaries of its employees based on its declared revenue of P2.513 billion for 2014 and Php547.668 million budgeted for Personal Services in the Corporate Operating Budget (COB) for 2015;

  

WHEREAS, there is a great need for His Excellency, President Benigno Simeon C. Aquino III to intercede with the impasse of whether the Subic Bay Metropolitan Authority is part of the coverage of Republic Act 10149 (Government Owned & Controlled Corporation Act of 2011), therefore subject to the moratorium of salary increase, allowances and benefits or that the SBMA is categorized as a learning institution, therefore excluded by the same GOCC Act of 2011 and it could adopt the Salary Standardization Law to determine the rightful salaries of its employees;

WHEREAS, the City Council of Olongapo, representing our constituents from Olongapo, the employees of the Subic Bay Metropolitan Authority (SBMA) respectfully ask Honorable Benigno Simeon C. Aquino III, President of the Republic of the Philippines, to direct the Department of Budget & Management (DBM) to review the request of the SBMA to be included in the Salary Standardization Law and the Subic Bay Metropolitan Authority (SBMA) thru Honorable Chairman Roberto V. Garcia to consider the salaries & benefits as approved & ratified in the Corporate Operating Budget (COB) 2015 of the SBMA;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod  namely: City Councilors  Aquilino Y. Cortez, Jr., Emerito Linus D. Bacay, Benjamin G. Cajudo II, Elena C. Aquino III To Consider The Plight Of The Government Employees Of The Subic Bay Metropolitan Authority (SBMA) With Regards To Their Wages And Consider Their Request For Salary Adjustment And Other Benefits As Based On The Approved SBMA Corporate Operating Budget (COB) 2015 And Inclusion In The Salary Standardization Law (SSL);

A RESOLUTION APPROVING THE LIST OF ANTI-POVERTY REDUCTION PROJECTS FOR 2016 BOTTOM-UP BUDGETING (BuB)

WHEREAS, Executive Order No. 43, Series of  2011 dated 13 May 2011 mandated the Cabinet to organize into cluster that shall serve as the primary mechanism of the Executive Branch towards the realization of the Social Contract with the Filipino People;

WHEREAS, the Human Development and Poverty Reduction Cluster (HDPRC) is tasked to improve the overall quality of life of the Filipino and translating the gains on good governance into direct, substantial benefits that will empower the poor and marginalized segments of the society;

           

            WHEREAS, the Local Government Code (LGC) of 1991 mandated community to participate in the local development councils and various organized local special bodies, such as, local school and health boards, and local development councils, among others;

            WHEREAS, the National Government Agencies (NGAs) and other stakeholders shall pursue the Millennium Development Goal of reducing poverty from 26.5% in 2009 to 16.6% by 2015;

            WHEREAS, the Good Governance and Anti-Corruption Cluster, the Human Development and Poverty Reduction Cluster, and the Economic Development Cluster, are implementing Bottom-up Budgeting (BuB) to ensure the inclusion of the funding requirements for the development needs of the focus local government units (LGUs) as identified and approved by the HDPRC;

            WHEREAS, the LGU has organized/reactivated the Local Poverty Reduction Action Team (LPRAT), chaired by the Local Chief Executive and composed of the Chairperson of Sangguniang Panlungsod/Bayan Appropriations Committee, the Planning Officer, Agriculture Officer, Social Welfare    and    Development  Officer,   Budget   Officer,  Local   Government  Operations     Officer 

Department of Social Welfare and Development (DSWD) Municipal Links, a Pantawid Pamilya Parent-Leader, a Community Health Team Leader, LGU accredited  Civil Society Organizations (CSOs), NGA accredited/recognized CSOs,  National Anti-Poverty Commission (NAPC)  identified basic sector representatives and a private representative;

            WHEREAS, the LPRAT conducted a workshop on November 25, 2014 to formulate a Local Poverty Reduction Action Plan (LPRAP) indicating therein unfunded priority anti-poverty projects for 2016;

            WHEREAS, the LPRAT has prepared the list of priority projects for 2016 based on the LPRAP for allocation of budget from the national government agencies funds and other financial institutions for 2016;

            WHEREAS, the LPRAT has prepared the list of priority projects for 2016 based on LPRAP for allocation of budget from the national government agencies funds and other financial institutions for 2016;

            WHEREAS, the list of priority projects was duly endorsed by the partner CSO representatives as proof of genuine participation in identifying the priority projects;

            WHEREAS, the list of projects was validated by participating NGAs during the Regional Poverty Reduction Action Team (RPRAT) Validation on the BuB FY 2016 LPRAPs;

            WHEREAS, the LPRAT was convened on February 06, 2015 to consider the result of the validation and recommendations of concerned NGAs;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu with the unanimous accord of the Members of the Sangguniang Panlungsod present:

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve as it hereby approves the list of anti-poverty  reduction identified in the revised LPRAP shall be submitted to the concerned government agencies for integration in their respective budgets for 2016;

RESOLVED FINALLY, AS IT HEREBY FINALLY RESOVED, to forward copy of this resolution to concerned agencies, NAPC as HDPR Secretariat and Regional Offices of DILG, DBM and DSWD for appropriate action;
