ORDINANCE NO. 64
(Series of 2006)

AN ORDINANCE APPROPRIATING THE AMOUNT OF FIVE HUNDRED FIFTY EIGHT THOUSAND PESOS (PHP558,000.00) TO THE ITEM HAZARD PAY UNDER PERSONAL SERVICES OF THE JAMES L. GORDON MEMORIAL HOSPITAL, TO BE TAKEN FROM THE UNAPPROPRIATED BALANCE OF THE GENERAL FUND


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Five Hundred Fifty Eight Thousand Pesos (PhP558,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available to the item Hazard Pay under Personal Services of the James L. Gordon Memorial Hospital.

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter-request of the Honorable City Mayor James Gordon, Jr., dated 06 November 2006, and a Certificate of Availability of Funds dated November 07, 2006 issued by Mr. Marcelino C. Andawi, City Treasurer are hereby made as integral parts of this Ordinance

AN ORDINANCE AMENDING SECTION 18 (MARKET HOURS)
OF ORDINANCE NO. 23, 1993


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. Section 18 of Ordinance No. 23, Series of 1993 is hereby amended to read as follows:

Market Hours – The Market shall be opened from 5:00 a.m. to 8:00 p.m. daily. The City Mayor is authorized to extend market hours in cases of meritorious cases such as but not limited to holiday seasons and the like.


SECTION 2. This Ordinance or parts thereof which are inconsistent herewith are hereby deemed amended and/or repealed accordingly.

WHEREAS, Call Center is an emerging industry in the Philippines and our country has captured almost 20% of the total world market share in contact center services for the past years;

WHEREAS, the existence of Call Center companies made it possible for many Filipinos to excel in diverse fields of specializations, augment their source of living and help reduce the unemployment rate of the country. Its presence resulted to an increase in revenue contribution in the Gross National Product (GNP);

WHEREAS, the Olongapo Call Center Excellence Training (OCCET) program has been conceptualized as early as July of 2006 to help the constituency and address the present demands of the Call Center Industry by providing employment to our qualified residents;

WHEREAS, research and partnership with different call center companies in the country was initiated on August 10, 2006. The final draft-proposal for the OCCET program to commence was submitted last August 14, 2006;

WHEREAS, to facilitate the program, a coordinator was hired on August 22, 2006. The following weeks thereafter were spent for the preparation and launching of the training program;

WHEREAS, OCCET was officially launched last September 23, 2006 at the Olongapo City Convention Center with the Director General of Technical Education and Skills Development Authority (TESDA) Secretary Augusto L. Syjuco as the guest speaker;

WHEREAS, the program has started its first batch of training from September 25 to October 7, 2006 and the second batch shall begin as soon as funds are available for its continuity;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

SECTION 2. This appropriation ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request from City Mayor James “Bong” Gordon Jr., dated 16 October 2006, 1st Indorsement of Ms. Josephine P. Nieves, City Government Assistant Department Head II, dated September 22, 2006, draft-proposal from Councilor Gina Gulanes Perez and a Certificate of Availability of Funds from City Treasurer Marcelino Andawi dated 17 October 2006 are hereby made as integral parts of this Ordinance.

A RESOLUTION EXPRESSING WARM WELCOME AND FELICITATIONS TO THE DELEGATES OF THE JUNIOR CHAMBER INTERNATIONAL PHILIPPINES
(PHILIPPINE JAYCEES) NATIONAL CONVENTION IN OLONGAPO CITY


WHEREAS, the Junior Chamber International (Philippine Jaycees) blazes its trail back to this City for their National Convention on October 12 to 14, 2006;

WHEREAS, for this, Olongapo City stands honored to be chosen as host to the convergence of the most illustrious and influential league of leaders of our time, who through their leadership in various fields of endeavor and positive impact had propelled countless communities to pursue their next growth level;

WHEREAS, coupled with the pride and excitement of hosting such event, is the great expectation that deeper partnerships will be forged between the Jaycees and the City, having shared the mission as adjutants of positive changes in the country;

WHEREAS, the City accords the convention delegates its warmest welcome as their presence equally brings delight to the people and City Government of Olongapo;

NOW, THEREFORE, with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses warm welcome and felicitations to the delegates of the Junior Chamber International Philippines (Philippine Jaycees) National Convention in Olongapo City.

RESOLUTION NO. 208

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH SUBIC BAY TRANSPORT SERVICE MULTI-PURPOSE COOPERATIVE AND OTHER TRANSPORT GROUPS AS REGARDS THE LEASE RATE OF PARKING LOT BESIDE THE OLONGAPO CITY MALL WHICH WILL BE UTILIZED BY THE LATTER AS A TERMINAL/PARKING SPACE.


WHEREAS, the City of Olongapo has the intention of alleviating the traffic problems in the City by providing terminals and parking spaces to be utilized by its constituents and visitors;

WHEREAS, the Subic Bay Transport Service Multi-Purpose Cooperative and other transport groups requested that they be allowed to occupy the three (3) slots of the vacant parking lot beside the City Mall adjacent to the Boardwalk that will serve as their temporary teminal area;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes The City Mayor To Enter Into A Memorandum Of Agreement With Subic Bay Transport Service Multi-Purpose Cooperative And Other Transport Groups As Regards The Lease Rate Of Parking Lot Beside The Olongapo City Mall Which Will Be Utilized By The Latter As A Terminal/Parking Space.

A RESOLUTION URGING CONCERNED GOVERNMENT AGENCIES TO PLACE A MARKER IN TAPPAN PARK AS A HISTORICAL SITE OF US NAVAL BASE TURN-OVER TO THE PHILIPPINE GOVERNMENT

WHEREAS, the American Government turned-over the US Naval Station to the Philippine Government on September 30, 1992 as a result of the Philippine Senate’s rejection of the Bases Treaty and the passage of Republic Act No. 7227 known as the “Bases Conversion and Development Act of 1992;

WHEREAS, this historical event that took place in Tappan Park, Subic Naval Base signaled a new beginning for the residents of Olongapo City who immediately started to volunteer in order to preserve and protect the facilities left by the Americans;

WHEREAS, on the 14th year celebration of the Volunteers’ Day, it is fitting that this memorable era in the history of Subic Bay Freeport be remembered with a marker and a simple ceremony;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to urge, as it hereby urges concerned government agencies to place a marker in Tappan Park as a historical site of US. Naval Base turn-over to the Philippine Government.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished to the Subic Bay Metropolitan Authority, the National Historical Commission, Bagumbayan Volunteers of Olongapo, Office of Senator Richard J. Gordon and the Office of the President.
