A RESOLUTION AUTHORIZING THE 2008 OLONGAPO CITY FIESTA EXECUTIVE COMMITTEE TO ENTER INTO AN AGREEMENT WITH A LEGITIMATE CARNIVAL AND BAZAAR OPERATOR AS PART OF THE CITY FIESTA ACTIVITIES

WHEREAS, the City of Olongapo has positioned itself as a prime tourist destination for Luzon;

WHEREAS, the fact of being touted as the tourist destination for Luzon received an extra boost with the opening of Subic Clark Tarlac Expressway (SCTEX) which undoubtedly made it more convenient for tourists to reach Olongapo;

WHEREAS, the City of Olongapo is preparing to embark on a bold step to further improve the Olongapo City Fiesta activities to further lure tourists into coming to Olongapo City;

WHEREAS, the City of Olongapo cannot rest on its laurels but rather needs to constantly upgrade its tourist attractions and hence, would need a legitimate and experienced carnival and night bazaar operator for the management and operation of part of the City Fiesta activities;

WHEREAS, there is a need to immediately market and promote the Olongapo City Carnival and Night Bazaar as part of the City Fiesta activities, for the efficient operation and management thereof;

WHEREAS, the operation and management of a carnival and night bazaar is best delegated to a legitimate and experienced operator to avoid any liability and ensure smooth operation, leaving the 2008 City Fiesta Executive Committee to focus on other equally important City Fiesta activities;

NOW, THEREFORE, upon joint motion of Councilors Angelito W. Baloy, Elena C. Dabu and Gina G. Perez, with the unanimous accord of the Members of Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the members of the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes, the 2008 Olongapo City Fiesta Executive Committee to enter into an agreement with a legitimate carnival and night bazaar operator as part of the City Fiesta activities.

A RESOLUTION AUTHORIZING THE 2008 CITY FIESTA EXECUTIVE COMMITTEE TO UTILIZE THE EAST TAPINAC OVAL TRACK (ETOT) FOR THE CITY FIESTA ACTIVITIES FROM OCTOBER 15, 2008 TO JANUARY 20, 2009

WHEREAS, under Republic Act (RA) 7160 otherwise known as Local Government Code of 1991, it is provided that –

SEC. 458 – Powers, Duties, Functions and Compensation – (a) The Sangguniang Panlungsod, as the legislative body of the City, shall enact ordinances, approve resolutions and appropriate funds for the general welfare of the City and its inhabitants pursuant to Section 16 of this Code and in the proper exercise of the corporate powers of the City as provided for under Section 22 of this Code xxx

WHEREAS, the City is celebrating its City Fiesta with month-long activities like carnival, street parties and bazaars, mardi gras and the like;

WHEREAS, the City is positioning itself as prime tourist and investment destinations where clean fun for the family and amusement is of utmost consideration;

WHEREAS, the establishment and operation of a carnival has become a tradition for Olongapenos during its City Fiesta celebrations;

WHEREAS, the establishment of a carnival and bazaar is a another tourist attraction which may serve as a catalyst to pump prime economic flow which will ultimately benefit Olongapenos;

WHEREAS, the Sangguniang Panlungsod deems it beneficial for the City for purposes of income generation and as an additional tourist attraction, at least for the period of October 15, 2008 to January 20, 2009 to allow the utilization of the East Tapinac Oval Track for the City Fiesta Activities from 15 October 2008 to 20 January 2009;

NOW, THEREFORE, on joint motion of Councilors Angelito W. Baloy, Elena C. Dabu and Gina G. Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the 2008 City Fiesta Executive Committee to utilize the East Tapinac Oval Track for the City Fiesta activities from October 15, 2008 to January 20, 2009.

A RESOLUTION APPROVING THE OLONGAPO CITY EMERGENCY RESPONSE PLAN AS THE ADMINISTRATIVE GUIDE OF THE CITY IN TIME OF EMERGENCIES, DISASTERS AND CALAMITIES

WHEREAS, the formulation of this plan will be an effective tool for the Council in assessing potential hazards that have affected or may likely affect the locality as well as plan appropriate response action to mitigate such adverse effects;

WHEREAS, this Emergency Response Plan will be a predictive element to an impending emergency by ensuring the availability of financial, human and natural resources and can be a mechanism for decision making;

WHEREAS, the formulation of this plan, assures a unified response action that can be implemented during emergency and ensures that unwanted damage to life and properties can be prevented;

NOW, THEREFORE, on motion of Councilor Rodel S. Cerezo with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Olongapo City Emergency Response Plan as the Administrative Guide of the City in time of Emergencies, Disasters and Calamities.
