A RESOLUTION COMMENDING NAVY CARGO HANDLING BATALLION ONE (NCHB-1) ON BOARD THE USNS 2^nd Lt. JOHN P. BOBO  FOR

EXTENDING VARIOUS ASSISTANCE TO THE CITY OF OLONGAPO

            WHEREAS,  the NCHB-1 on board the USNS 2^nd Lt. John P. Bobo, a  Maritime Prepositioning Ship Squadron which is part of the United States Military Sealift Command’s Prepositioning Program. It is primarily assigned to provide support to the US Army, Navy, Airforce, Marine Corps and Defense Logistics Agency;

            WHEREAS,  the NCHB-1 crew members on board the USNS 2^nd Lt. John P. Bobo made use of their time and efforts to extend various assistance to the City of Olongapo in their short stay, docked at the Subic Bay Freeport Zone port. In such a limited time, they took part in and rendered the following services:

1.     Repainting of Barangay covered courts and public school buildings, as well as provision of the needed materials for the said work.

2.     Donation of school supplies.

3.     Conduct of feeding program for the children of Niños Pag-asa Center.

4.     Participation in a friendly match with the locals (basketball game).

            WHEREAS, the NCHB-1 crew members who voluntarily shared a little bit of themselves for a cooperative effort to provide assistance for the benefit of the residents of Olongapo is highly commendable;

            WHEREAS,  the said  act of kindness and promotion of human welfare is greatly appreciated  by the people of Olongapo.

            NOW,  THEREFORE, on motion of City Councilor Randy C. Sionzon, with the unanimous accord of the Members of the Sangguniang Panlungsod  present,

RESOLUTION NO. 58

A RESOLUTION APPROVING THE FINAL PROJECT REPLACEMENT FOR THE INELIGIBLE/NOT FEASIBLE PROJECTS FOR IMPLEMENTATION OF THE DEPARTMENT OF EDUCATION (DEPED) UNDER THE GRASSROOTS PARTICIPATORY PLANNING AND BUDGETING PROCESS (GPPBP)

FOR F.Y. 2014

            WHEREAS,  the Human Development and Poverty Reduction Cluster (HDPRC) through the Grassroots Budgeting Oversight Agencies, shall implement the Grassroots Participatory Budgeting Process (GPBP), formerly called Bottom-up Budgeting, to ensure the implementation of priority poverty reduction projects as identified at the city level through a participatory planning and budgeting process in pursuit of attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction, and promoting good governance at the local level;

WHEREAS, the City has organized the Local Poverty Reduction Action Team (LPRAT), chaired by the Local Chief Executive (LCE), co-chaired by the Civil Society Organization (CSO) Representative, and composed of equal number of members from the government and Civil Society Organization representatives and at least 40% are women;

WHEREAS, the LPRAT conducted a workshop to formulate a Local Poverty Reduction Action Plan (LPRAP) and prepared the list of priority projects for 2014 based on the LPRAP for allocation of budget from the national government agencies funds and other financial institutions for 2014; 

            WHEREAS, the list of priority projects was duly endorsed by the Local Chief Executive (LCE) and partner Civil Society Organization (CSO) representatives as proof of genuine participation in identifying the priority projects;

WHEREAS, the Sangguniang Panlungsod approved the list of Anti-Poverty Reduction Projects (Resolution No. 13, Series of 2013) and submitted to the Regional Poverty Reduction Action Team and forwarded the same to the concerned government agencies for integration in their respective budgets for FY 2014;

WHEREAS, on December 20, 2013, President Benigno S. Aquino III signed into law RA 10633 or the General Appropriations Act (GAA) for 2014 that embodied the Aquino administration’s thrust for inclusive development and poverty reduction including the List of Priority Projects under the Grassroots Participatory Planning and Budgeting Process (GPPBP) FY 2014;

            WHEREAS, the following projects have been deemed not feasible/ineligible for implementation by the concerned participating National Government Agency;

WHEREAS, the LPRAT was reconvened last May 15, 2014 to make necessary corrections on the previously identified replacement projects;

            NOW, THEREFORE, on motion of City Councilor Alreuela M. Bundang-Ortiz, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve as it hereby approves the final replacement projects replacement for the ineligible/not feasible projects for implementation of the Department of Education (DepEd) under the Grassroots Participatory Planning And Budgeting Process (GPPBP) for F.Y. 2014.
