RESOLUTION NO. 149

A RESOLUTION STRONGLY OPPOSING THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) RESOLUTION NO. 14-09-5172 ENTITLED: “APPROVING THE SUBIC BAY WATER REGULATORY BOARD (SBWRB) RESOLUTION NO. 2014-08-194” AND HEREBY REITERATING OLONGAPO CITY COUNCIL RESOLUTION NO. 87 SERIES OF 2014

WHEREAS, Subicwater and Sewerage Co. Inc.  is the exclusive water service provider in Olongapo City and Subic Bay Freeport Zone;

WHEREAS, Subicwater and Sewerage Co. Inc. is applying for a 6.58% tariff rate increase to cover their CAPEX requirements;

WHEREAS, the Subic Bay Metropolitan Authority (SBMA) Resolution No. 14-09-5172 approved the Subic Bay Water Regulatory Board (SBWRB) Resolution No. 2014-08-194;

WHEREAS, under the amended franchise agreement, Subicwater shall cover the maintenance and operation of old and new facilities in efficient and safe manner at its own expense;

WHEREAS, Subicwater  shall bear the expense of improving and renovating its existing facilities. That the people of Olongapo considers this proposed tariff increase as unfair and uncalled for – shifting the burden on the consuming public as it is already well-known that Subicwater is an income-generating company and enjoys steady profits;

WHEREAS, with steady price increase of basic commodities and non-declaration of wage increase by the national government, an additional 6.58% water rate increase will surely add burden to our people and will deprive them of their resources/hard-earned income to sustain food, education, health, house-rental requirements, and other day-to-day needs;

WHEREAS, the local government unit is mandated to look into the welfare of its people and the proposed tariff increase will impoverish them even more denying access to clean, potable water;;

NOW, THEREFORE,  with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to oppose, as it hereby opposes the proposed 6.58% water tariff increase of Subicwater and Sewerage Company, Incorporated and strongly urging Subic Bay Water Regulatory Board (SBWRB) and Subic Bay Metropolitan Authority (SBMA) to heed the public outcry against its implementation

Let copies of this resolution be furnished to the Subic Bay Water Regulatory Board (SBWRB), Subic Bay Metropolitan Authority (SBMA), and Subic Water and Sewerage Co. Inc., for their information, guidance, and record.

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 19, SERIES OF 2014 ENTITLED: “RESOLUTION RECOMMENDING THE APPROVAL OF THE OFFERING OF THE BS IN ENTERTAINMENT AND MEDIA COMPUTING (BS EMC) PROGRAM BY THE COLLEGE OF COMPUTER STUDIES EFFECTIVE ACADEMIC YEAR 2015-2016”

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 17 endorsed by Gordon College Board of Trustees is needed for adoption;

WHEREAS, offering BS in Entertainment and Media Computing (BS EMC) will include the areas of Digital Animation and Game Development where the local industry is having rapid growth;

 WHEREAS, the Commission on Higher Education (CHED) issued CMO No.2, Series of 2014 re: Policies, Standards and Guidelines for Bachelor of Science in Entertainment and Multimedia Computing (BS EMC) Program;

WHEREAS, Gordon College has the resources and market needed to offer this program based on the guidelines abovementioned and the feasibility study accomplished by the College of Computer Studies;

WHEREAS, it is indeed necessary to carry out the purposes and functions of the College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to adopt, as it hereby adopts the Gordon College Board of Trustees Resolution No. 19, Series of 2014, entitled: “Resolution Recommending The Approval Of The Offering Of The BS In Entertainment And Media Computing (BS EMC) Program By The College Of Computer Studies Effective Academic Year 2015-2016”

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copy of the Gordon College Board of Trustees Resolution No. 19, Series of 2014 be made as integral parts of this Resolution.

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 17, SERIES OF 2014 ENTITLED: “RESOLUTION APPROVING THE RENEWAL OF THE MEMORANDUM OF AGREEMENT BETWEEN GORDON COLLEGE AND THE PEARL S. BUCK FOUNDATION – PHILIPPINES (PSBP) INC. FOR TUTORIAL PROGRAM”

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 16 endorsed by Gordon College Board of Trustees pursuant to City Resolution No. 104, Series of 2012 is necessary for adoption;

WHEREAS, the Pearl S. Buck Foundation- Philippines (PSBP) expressed their intention in renewing the Memorandum of Agreement for a Tutorial Program with Gordon College for two consecutive academic years;

WHEREAS, PSBP will conduct a tutorial program for more than 200 sponsored children in Olongapo, Subic and Zambales and to be implemented through National Service Training Program (NSTP) students enrolled under the Literacy Training Service which is offered by the College every Second Semester of the Academic Year;

WHEREAS, the aforementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

 NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 16, SERIES OF 2014 ENTITLED: “RESOLUTION APPROVING THE RENEWAL OF THE AFFILIATION OF GORDON COLLEGE WITH MARIVELES MENTAL HOSPITAL”

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 16 endorsed by Gordon College Board of Trustees pursuant to City Resolution No. 70, Series of 2012 is necessary for adoption;

WHEREAS, the students were required to undertake Nursing Care Management training as per Commission on Higher Education (CHED) Memorandum No. 30, Series of 1998 and CHED Memorandum No. 14, Series of 2009 and the Philippine Regulations Commission (PRC) – Board of Nursing focusing on maladaptive;

WHEREAS, the renewal of the affiliation of Gordon College with Mariveles Mental Hospital will benefit the students of Bachelor of Science in Nursing of the College for their above stated requirement;

WHEREAS, the abovementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 15 endorsed by Gordon College Board of Trustees pursuant to City Resolution No. 106, Series of 2011 is necessary for adoption;

WHEREAS, the renewal of their affiliation agreement to allow Gordon College students to use designated Philippine Orthopedic Center Training and Learning facilities;

WHEREAS, the need to renew the affiliation of Gordon College with Philippine Orthopedic Center will help the students taking up Bachelor of Science in Nursing at Gordon College in acquiring their Related Learning Experience (RLE);

WHEREAS, the abovementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 14, SERIES OF 2014 ENTITLED: “RESOLUTION ACCEPTING MS. LOVELYN P. CERALDE, FACULTY ASSOCIATION PRESIDENT, AS MEMBER OF THE BOARD OF TRUSTEES OF GORDON COLLEGE”

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 14 endorsed by Gordon College Board of Trustees is necessary for adoption;

WHEREAS, City Ordinance No. 8, Series of 2010, entitled: “An Ordinance Amending the Legal Basis on the Creation and Operation of Gordon College” defines the functions and powers of supervision vested in a Board of Trustees of the Gordon College which includes a representative from the elected officers of the faculty;

WHEREAS, the aforementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 13, SERIES OF 2014 ENTITLED:  “RESOLUTION APPROVING THE OFFERING OF SENIOR HIGH SCHOOL PROGRAM IN GORDON COLLEGE EFFECTIVE SCHOOL YEAR 2016-2017”

WHEREAS, the Sangguniang Panlungsod deems proper that the resolution  endorsed by Gordon College Board of Trustees pursuant to the provisions of the Implementing Rules and Regulations of the Enhanced Basic Education of 2013, the national implementation of the Senior High School (SHS) Program shall start in SY 2016-2017 is necessary for adoption;

WHEREAS, offering SHS Program in College will contribute to the successful implementation of the K-12 SHS program and will also help in lessening the displacement of faculty members;

WHEREAS, the abovementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to adopt, as it hereby adopts the Gordon College Board of Trustees Resolution No. 13, Series of 2014, entitled: “Resolution Approving The Offering Of Senior High School Program In Gordon College Effective School Year 2016-2017”.

RESOLUTION NO. 142
(Series of 2014)

A RESOLUTION EXTENDING SYMPATHIES AND CONDOLENCES
TO THE BEREAVED FAMILY OF REYNALDO V.TOLEDO

     WHEREAS,  Reynaldo V. Toledo, writer/researcher of the Public Affairs Office, this City died in God’s grace on October 3, 2014 at the age of 62;

WHEREAS, Kuya Rey, as he was fondly called, will always be remembered as the man behind that distinct, dynamic voice that bears the good and new developments for every program/project announcement of Olongapo City, for over a year now;

WHEREAS, Mr.Toledo earned the trust and confidence of the City Mayor and established a good working relationship with the Public Affairs Office, as a mentor to his co-workers. He was a source of inspiration - an adviser who stood as a pillar of strength in times of trouble, a broadcaster committed to deliver the truth behind the headlines and the joyful spirit in the crowd;

WHEREAS, he was known for his wit, humor and professionalism , a cool father, a great provider to his family, a  caring “lolo” to his grandchildren and a loyal friend;

WHEREAS,  the City will truly miss his presence and considers his passing away as   losing a brave comrade, an unconventional broadcaster, who was enriched with opinions, firm and  beyond the ordinary;

NOW, THEREFORE,  with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to extend, as it hereby extends sympathies and condolences to the bereaved family of  Reynaldo V. Toledo.

2014 - O - 23 AN ORDINANCE TEMPORARILY CLOSING ST. COLUMBAN STREET FROM THE CORNER OF FENDLER EXTENSION UP TO THE CORNER OF MAGSAYSAY DRIVE, AS THE VENUE FOR THE OLONGAPO CITY CHRISTMAS BAZAAR, SUBJECT TO PERTINENT LAWS

WHEREAS, Bazaars are not just good budget shopping harbors perfect for gift giving during Christmas season, but are venues for business and work opportunities;

WHEREAS, the conduct of the Christmas Bazaar is also designed to generate revenues to help augment funds for City projects, benefiting the community as a whole;

WHEREAS; the temporary closure of St. Columban Street (former Perimeter Road), this City, from the corner of Magsaysay Drive to the corner of Fendler Street, as a venue for the Olongapo City Christmas Bazaar is needed to ensure its success;

NOW, THEREFORE, on motion of  City Councilor Emerito Linus Bacay, with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled , to enact the following Ordinance:

ORDINANCE NO. 23
(Series of 2014)

AN ORDINANCE TEMPORARILY CLOSING ST. COLUMBAN STREET FROM
THE CORNER OF FENDLER EXTENSION UP TO THE CORNER OF
 MAGSAYSAY DRIVE, AS THE VENUE FOR THE OLONGAPO CITY
CHRISTMAS BAZAAR, SUBJECT TO PERTINENT LAWS

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1.  St. Columban Street (Former Perimeter Road) from the corner of Fendler Street  and Magsaysay Drive is declared temporarily closed.

SECTION 2.  The above temporary closed road will be used as the venue for the conduct of the Olongapo City Christmas Bazaar.

SECTION 3.  The official organizer will spearhead the aforementioned activity and the maintenance of public safety on dates covered (October  10, 2014 up to January 31, 2015)  by the activity.

SECTION 4.  The Office of the Traffic Management and Public Safety will recommend the necessary routing of vehicles during the said temporary closure. The Traffic plan shall form as an integral part of this ordinance

SECTION 5.  This Ordinance shall take effect upon its approval.
