A RESOLUTION STRONGLY SUPPORTING AND INDORSING TO THE OFFICE OF THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES THE APPOINTMENT OF CITY COUNCILOR GINA GULANES-PEREZ AS OLONGAPO CITY’S REPRESENTATIVE DIRECTOR IN SUBIC BAY METROPOLITAN AUTHORITY (SBMA) BOARD OF DIRECTORS

WHEREAS, history attests to the fact that the Subic Bay Metropolitan Authority (SBMA) was created through the efforts of Olongapeños ked by then SBMA Chairman Richard J. Gordon together with the thousands of volunteers in the preservation and protection of the environment and facilitated its development as a premier international investment, tourism and logistics hub;

WHEREAS, Section 13 (c) (1) of Republic Act No. 7227 (RA 7227) otherwise known as the Bases Conversion and Development Act of 1992 provides that the local governments concurring the creation of the Subic Bay Freeport Zone such as Olongapo City, shall have a representative in the Subic Bay Metropolitan Authority (SBMA) Board of Directors;

WHEREAS, both the provisions of RA 7272 and Republic Act No. 7160 or the Local Government Code of 1991 mandate that the local government of Olongapo City should be consulted on matters vitally affecting its communities to enhance complementation and not predatory competition, among the investors of SBMA and the Olongapo City small and medium scale entrepreneurs and of the major local businesses;

WHEREAS, there is a need to ensure corporate social responsibility on the part of SBMA, a need to sustain partnership with it in prospective public service initiatives, and a need to preserve and safe keep artifacts which illumine Olongapo City’s history and heritage, and an imperative to give a strong voice to the people of Olongapo’s sentiments and aspirations as the lead founder of SBMA;

WHEREAS, there is a need for strong representation for Olongapo City in the SBMA Board of Directors to ensure that its legitimate interests are protected and that the welfare of the local community is safeguarded;

WHEREAS, City Councilor Gina Gulanes-Perez has been a public servant of Olongapo City as City Councilor since 2004 and demonstrates strong commitment to community service as evidently shown on her legislative agenda, programs and activities;

WHEREAS, on her first term, City Councilor Perez advocated a number of tourism programs that improved the city’s local tourism industry in terms of events, tourism facilities, beautification and re-greening;

WHEREAS, her intense devotion made her move beyond actual duties as a local legislator, she was then duly appointed by the Local Chief Executive as Chairman of the Task Force Tourism to manage five offices in the City Government and accomplish daily executive tasks that will enhance more programs for tourism, being the main industry of the locality;

WHEREAS, her enthusiasm to serve assisted her to accomplishing individual development of the young community members when she launched the Olongapo Call Center Excellence Program which trained five hundred residents of Olongapo, Bataan and Zambales to become equipped in the Call Center industry;

WHEREAS, City Councilor Perez as Chairman of Personnel and Organizational Development, pushed various programs that will improve frontline services like Anti Red Rape, Employee of the Month/Year and personality handled seminar-workshops in Bilis Aksyon Program of the Civil Service Commission to the employees of the City Government;

WHEREAS, on her second term as Chairman of Finance and Appropriations and Vice Chairman of Business and Industry she spearheaded the approval of 2007 Investment Code that aimed at  improving the local business industry;

WHEREAS, considering the condition of the youth, she supported the passage of legislative measures regarding the Juvenile Justice System, Anti Online Pornography, Anti Prostitution and several programs intended for the young members of the nation like selling and consumption of cigarettes and liquors.

WHEREAS, City Councilor Perez is currently engaged in ensuring various projects for the environment, business, employment and youth to leave a legacy in the community she serves for almost a decade, she likewise handles improvement of the public markets and public utilities as well as assist the barangays on their tax code aside from the 2012 Olongapo City Revenue Code which she currently reviews coordination with the business community;

WHEREAS, as the current National Public Relations Officer of the Philippine Councilors League {PCL}, an organization of dynamic and vibrant local legislators all across the country, City Councilor Gina GUlanes-Perez has been the pride of Olongapo City being one of the organizers in the successful conduct of the PCL 3rd 2010 Series of Continuing Local Legislative Education Program held in Olongapo City and Subic Bay Freeport Zone on November 424 – 26, 2010 with an astonishing 1,450 delegates from all corners of the country;

WHEREAS, City Councilor Gina Gulanes-Perez has a proven track record in public service in Olongapo City, a product of her training in legislation and a respected leader in the local community;

NOW, THEREFORE, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to strongly support and indorse as it is hereby strongly supports and indorses to the Office of the President of the Republic of the Philippines the appointment of City Councilor Gina Gulanes-Perez as Olongapo City’s Representative Director in Subic Bay Metropolitan Authority (SBMA) Board of Directors.
