A RESOLUTION AUTHORIZING CITY MAYOR ROLEN C. PAULINO TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT FIELD OFFICE III, REPRESENTED BY ITS REGIONAL DIRECTOR, FOR THE TRANSFER OF FUND AND IMPLEMENTATION OF SOCIAL PENSION FOR QUALIFIED INDIGENT SENIOR CITIZENS


WHEREAS, the Department of Social Welfare and Development (DSWD) is mandated to provide social welfare and development programs particularly through technical assistance and resource augmentation;

WHEREAS, the DSWD is continuously implementing programs/projects and providing augmentation assistance to the local government units (LGUs), non-government organizations and other partner agencies that would help alleviate poverty and ensure welfare of the disadvantaged and vulnerable groups;

WHEREAS, the Social Pension for Indigent Senior Citizens is an additional government assistance to augment the daily subsistence and other medical needs of indigent senior citizens;

NOW, THEREFORE, on motion of City Councilor Edna A. Elane, co-sponsored by City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panglungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panglungsod in session assembled to authorize, as it hereby authorizes, City Mayor Rolen C. Paulino to enter into a Memorandum of Agreement with the Department of Social Welfare and Development Field Office III, represented by its Regional Director, for the transfer of fund and implementation of social pension for qualified indigent senior citizens

This supersedes the Resolution No. 42 Series of 2013 entitled “A Resolution Authorizing City Mayor James Gordon, Jr. To Enter Into A Memorandum Of Agreement with the Department of Social Welfare and Development Field Office III, Represented By Its Regional Director, For The Transfer Of Fund And Implementation Of Social Pension For Qualified Indigent Senior Citizens.”

A RESOLUTION APPROVING THE ACCREDITATION OF AYTA PEDERASYON NG OLONGAPO (APO) PURSUANT TO REPUBLIC ACT 7160 OTHERWISE KNOWN
AS THE LOCAL GOVERNMENT CODE OF THE PHILIPPINES AND ITS IMPLEMENTING RULES AND REGULATIONS

WHEREAS, Ayta Pederasyon ng Olongapo (APO) applied to be accredited by the Sangguniang Panlungsod with accompanying documents such as Department of Labor and Employment (DOLE) Registration, Annual Accomplishment Reports, Annual Financial Reports, and Organizational Profiles;

WHEREAS, APO has the corresponding DOLE Registration Number RO-III-1306-WA-06 issued on July 5, 2013;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
                                                                                                                    
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve as it hereby approves the accreditation of Ayta Pederasyon ng Olongapo (APO) pursuant to Republic Act 7160 otherwise known as the Local Government Code of the Philippines and its implementing rules and regulations.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR ROLEN C. PAULINO TO ENTER, EXECUTE AND SIGN A MEMORANDUM OF AGREEMENT WITH HOME MUTUAL DEVELOPMENT FUND (PAG-IBIG) REPRESENTED BY ITS DEPARTMENT MANAGER I, MS. BRENDA T. CAO, FOR THE IMPLEMENTATION OF R.A. 9679, OTHERWISE KNOWN AS, HOME DEVELOPMENT MUTUAL FUND ACT 2009 IN A MANNER CONSISTENT WITH LAW


WHEREAS, as enunciated in R.A. 9679, it is the policy of the state to establish, develop, promote, and integrate a nationwide sound and viable tax-exempt mutual provident savings system suitable to the need of the employed and other earning groups, and to motivate them to better plan and provide for their housing needs, by membership in the Home Development Mutual Fund;

WHEREAS, by virtue of the said law, all employees covered by Social Security System (SSS) as well as Government Service Insurance System (GSIS), regardless of status, shall be required to be a compulsory member of a nationwide provident savings system;

WHEREAS, to achieve the objective of R.A. 9679 by providing sufficient shelter and provident savings system to its member employees, there is a need to set an agreement between the City Government of Olongapo and Home Development Mutual Fund by inking a Memorandum of Agreement that will serve as guidelines to its proper implementation;

NOW, THEREFORE, on motion of City Councilor Edna A. Elane, co-sponsored by City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the Honorable City Mayor Rolen C. Paulino to enter, execute and sign a Memorandum of Agreement with Home Mutual Development Fund (PAG-IBIG) represented by its Department Manager I, Ms. Brenda T. Cao, for the implementation of R.A. 9679, otherwise known as, Home Development Mutual Fund Act 2009 in a manner consistent with law

A RESOLUTION INTERPOSING NO OBJECTION TO THE APPLICATION OF TREASURE AMUSEMENT CORPORATION TO OPERATE AND MANAGE  A BINGO BOUTIQUE IN OLONGAPO CITY, IN A MANNER CONSISTENT WITH LAW

WHEREAS, Treasure Amusement Corporation of Olongapo City has signified its intention to operate and manage a Bingo Boutique with business address at  No. 44  Magsaysay Drive, East Tapinac;

WHEREAS, Philippine Amusement and Gaming Corporation (PAGCOR) has required Treasure Amusement Corporation to secure a “Resolution of No Objection” from the City where the said business unit shall be operated prior to PAGCOR’s issuance of a Grant of Authority;

WHEREAS, the Treasure Amusement Corporation in their letter to the City Vice Mayor dated August 14, 2013 requested for a City Council Resolution that interposes no objection to its intention to operate and manage the said business unit for the purpose of complying to new PAGCOR requirements;

WHEREAS, the City Planning and Development Office (CPDO) confirms in their letter dated September 30, 2013 that the above-mentioned business unit meet the requirement of Article VI, Section 5.f of the Zoning Ordinance that “recreational centers/ establishments are allowed in Commercial Zone provided that it shall not be located within twenty (20) meters from any institutional structure;”

WHEREAS, the City Government of Olongapo confirms that it interposes no objection to the application of Treasure Amusement Corporation to operate and manage a Bingo Boutique in Olongapo City provided that the same is in accordance with the City’s Zoning Ordinance and the City regulation;

WHEREAS, strict control over the admission of persons under 21 years of age shall be administered in the gaming area as stated in Presidential Decree No. 1869 otherwise known as “Consolidating And Amending Presidential Decree Nos. 1067-A, 1067-B, 1067-C, 1399 And 1632, Relative To The Franchise And Powers Of The Philippine Amusement and Gaming Corporation (PAGCOR) under Title IV, Section 14, No. 2.c;”

NOW, THEREFORE, on motion of City Councilor Edna A. Elane, co-sponsored by City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to interpose, as it hereby interposes no objection to the application of Treasure Amusement Corporation to operate and manage a Bingo Boutique in Olongapo City, in a manner consistent with law.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that  a copy of the Letter of No Objection dated October 7, 2013 issued by the City Mayor Rolen C. Paulino to Mr. Samuel Del Rosario, the Chairman of the Treasure Amusement Corporation, Olongapo City, be an integral part of this resolution.

WHEREAS, Treasure Amusement Corporation of Olongapo City has signified its intention to operate and manage PAGCOR e-games station (PEGS 2)  with business address at #4 -20th Street, East Bajac-Bajac;
