A RESOLUTION CONGRATULATING AND COMMENDING MS. ALMA BULAWAN, FOR HAVING BEEN CHOSEN AS THE WINNER OF THE 2012 PRESTIGIOUS INTERNATIONAL WOMEN’S HUMAN RIGHTS ACTIVITIES AWARD (YAYORI AWARD)

WHEREAS, Olongapo is honored to have been notified that Ms. Alma Bulawan, has been chosen as the 2012 YAYORI AWARDEE for her meritorious performance in the implementation of Women’s Human Rights;

WHEREAS, the Yayori Award honours women who work at the grassroots level with socially marginalized peoples to create a 21st century fee from war and discrimination against women. Established in 2005, it recognizes those who best emulate the passion and courage of the late Yayori Matsui, a pioneer woman journalist and women’s rights activist in Japan;

WHEREAS, Ms. Bulawan is cited for her magnanimous support to the implementation of women’s human rights programs that revolve around women protection, poverty alleviation and other issues and challenges of the times;

WHEREAS, Ms. Alma Bulawan, who worked in “A Bars” outside the former Subic Naval Base, is a champion and role model for Filipinas in prostitution and sex industry who see a better life for them and their children. She is currently the President of Buklod Center, Olongapo, Philippines, which she helped start in 1987 as a drop-in center for women in prostitution and their mixed-race children gathered by US servicemen. She is a board member of CATW Asia Pacific and member of International Women’s Network against Militarism. In 2004, she ran as progressive candidate for the Olongapo City Council. That year Buklod convened the first Philippine National Conference for and by women in prostitution. In 2009, Soroptimist International of the Philippines Region awarded her the Unsung Women Heroes price;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to congratulate and commend, as it hereby congratulates and commends Ms. Alma Bulawan, for having been chosen as the winner of the 2012 Women’s Human Rights Activities Award (Yayori Award).

A RESOLUTION CONFIRMING THE APPOINTMENT OF MR. WILLY R. ANTIGO AS A MEMBER OF THE GORDON COLLEGE-BOARD OF TRUSTEES

WHEREAS, pursuant to city Ordinance No. 9, Series of 1999, Olongapo City Colleges, now known as Gordon College, was created with the mandate of providing excellent quality education for the poor and deserving students of Olongapo City;

WHEREAS, this responsibility is carried out mainly by the school’s Board of Trustees, comprised by qualified persons with academic and technical expertise in formulating policies and decisions for the attainment of the institutions’ mission and vision ;

WHEREAS, pursuant to Section 4 of City Ordinance No. 8, Series of 2010, the Board of Trustees shall be composed of the President of the Faculty Association;

WHEREAS, Mr. Willy R. Antigo has been elected as the President of the Gordon College Faculty Association for the academic year 2012-2013 succeeding Mr. Leby A. Fastidio, making him the official representative of the college’s teaching staff to the Board of Trustees;

WHEREAS, Mr. Antigo, an instructor under the college of Arts and Sciences, has been serving the college for over a decade, five years of which were spent as the Dean of the said department. Moreover, Mr. Antigo also advised college organizations and handled the vice presidency of the Faculty Association for two terms (2001-2002, 2011-2012);

WHEREAS, in the exigencies of service, Mr. Antigo was appointed as an interim member of the Board of Trustees pending compliance with pertinent legislative requirements;

WHEREAS, by reason of his experience and long-term service as a faculty member of the college, he embodies the values and understanding worth emulating by both co-educators and students of the college, and thus was formally nominated for membership on the said board subject to the required confirmation under pertinent laws;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to confirm, as it hereby confirms the appointment of Mr. Willy R. Antigo as a Member of the Gordon College-Board of Trustees.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER, EXECUTE, AND SIGN A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF LABOR AND EMPLOYMENT FOR THE ACCREDITATION OF GORDON COLLEGE AS REGION III SCHOOL – BASED PUBLIC EMPLOYMENT SERVICE OFFICE (PESO), IN A MANNER CONSISTENT WITH LAW

WHEREAS, the national government has engaged in efforts the linkage among the labor market stakeholders which are the Department of Labor and Employment acting through its implementing arm, the Public Employment Service Office (PESO), the industry or employers, and the educational institutions to facilitate transition from college or university to industry;

WHEREAS, Gordon College students would benefit from being among the Regional Office (Region III) accredited school-based PESO given that, although its labor-related activities shall be subject to regional and city PESO supervision, it would gain access to the Department of Labor and Employment which include, among others, Special Program for the Employment of Students (SPES) aside from the general allotments for the city, livelihood programs for the students, expedite posting of the applications of its graduates with its Department of Labor site “Phil Job Net” and the conduct of Gordon College Alumni Job Fairs;

WHEREAS, Gordon College has given its recommendation and request for official legislative authority to sanction its accreditation as a Regional School-based PESO given its effective facilitation of benefits for its students and alumni;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, co-sponsored by City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes, the Honorable City Mayor James Gordon, Jr. to enter, execute and sign a Memorandum of Agreement with the Department of Labor and Employment for the accreditation of Gordon College as a Region III school-based Public Employment Service Office (PESO), in a manner consistent with law.

RESOLUTION NO. 104

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER, EXECUTE, AND SIGN A MEMORANDUM OF AGREEMENT FOR GORDON COLLEGE WITH THE PEARL S. BUCK FOUNDATION PHILIPPINES, INC. (PBSP) FOR THE TUTORIAL PROGRAM FOR THE PBSP SPONSORED CHILDREN, IN A MANNER CONSISTENT WITH LAW

WHEREAS, under Sections 35 and 36 of Republic Act No. 7160, the city is encouraged to enter into cooperative arrangements and support initiatives for the social well-being of the people such as initiatives geared at enhancing the educational aptitude and competencies of its local constituents;

WHEREAS, the city has a track record of coordination with socio-civic groups and non-stock non-profit organizations in the augmentation of the delivery of social services to the community;

WHEREAS, the Pearl S. Buck Foundation, Philippines, Inc. is a duly registered non-stock non-profit organization which serves marginalized sectors in the community providing, among others, scholarships and other services geared at youth formation, with two hundred (200) sponsored children in the Olongapo-Zambales area;

WHEREAS, PSBP coordinated with Gordon College to augment its social service initiative of providing free tutorial services to its poor but deserving sponsored children to which Gordon College manifested its willingness and capability to oblige as part of its National Service Training Program (NSTP) under Republic Act No. 9163;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, with the Unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes, the Honorable City Mayor James Gordon, Jr. to enter, execute and sign a Memorandum of Agreement for Gordon College with the Pearl S. Buck Foundation Philippines, Inc. (PSBP) for the Tutorial Program for the PSBP Sponsored Children, in a manner consistent with law.
