AN ORDINANCE AND 76/100 (PHP186,309.76) TO THE ITEM GASOLINE, OIL AND LUBRICANTS UNDER MAINTENANCE AND OTHER OPERATING EXPENSES OF THE OFFICE OF THE CITY ENGINEER


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of One Hundred Eighty Six Thousand Three Hundred Nine Pesos and 76/100 (PhP186,309.76) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available to the item Gasoline, Oil and Lubricants under Maintenance and Other Operating Expenses of the Office of the City Engineer.

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

WHEREAS, it is hereby declared a policy of the City Government to give support to the regular elementary and high schools that shall bring honor and prestige for the city through outstanding performance in National Achievement Test (NAT) in Science, Math and English;

WHEREAS, the National Achievement Test is a standardized achievement test designed to gauge the performance of students that is being implemented on a national level;

WHEREAS, the said test is not just an integral part for the performance evaluation of the students across the country but is also an effective tool for assessment of the quality of education a school offers to its students;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY REESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 55
(Series of 2006)

AN ORDINANCE PROVIDING INCENTIVE TO REGULAR PUBLIC ELEMENTARY AND HIGH SCHOOLS WHICH WILL TOP THE NATIONAL ACHIEVEMENT TEST IN SCIENCE, MATH
AND ENGLISH IN THE CITY LEVEL

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. This Ordinance shall be know as “AN ORDINANCE PROVIDING INCENTIVE TO REGULAR PUBLIC ELEMENTARY AND HIGH SCHOOLS WHICH WILL TOP THE NATIONAL ACHIEVEMENT TEST IN SCIENCE, MATH AND ENGLISH IN THE CITY LEVEL”.

SECTION 2. For purposes of this Ordinance, regular elementary and high schools referred to in Section 1 above shall include all public elementary and high schools in Olongapo City however, schools that offer specialized curriculum which will top from the same area or curriculum that they are specializing are excluded from the incentive.

SECTION 3. Each of the identified top performing schools in the City Division based on the highest mean percentage scores in Science, Math and English, respectively shall receive Two Hundred Fifty Thousand Pesos (PhP250,000.00) worth of school project in the form of supplies, capital outlay, infrastructure project or combination of the line items. The school project will be recommended by the PTCA with the concurrence of the School Principal.

SECTION 4. APPROPRIATIONS. A yearly appropriation of One Million Five Hundred Thousand Pesos (PHP1,500,000.00) chargeable against the Office of the City Mayor shall be made to effectively carry out this project. Furthermore, this shall be included in the annual investment program of the City.

SECTION 5. REPEALING CLAUSE. All existing ordinances, which are inconsistent with this ordinance, are hereby repealed.

SECTION 6. SEPARABILITY CLAUSE. If any of the provisions or part of this ordinance are declared unconstitutional or invalid, the other provisions shall continue to be in full effect.

SECTION 7. EFFECTIVITY. This Ordinance shall take effect in the next calendar year.

SECTION 8. A copy of this measure shall be furnished to the Department of Education, Olongapo City, City Budget Office and City Planning and Development Office for their information and guidance.

RESOLUTION NO. 198

A RESOLUTION SUPPORTING THE FEDERATION OF CANADIAN MUNICIPALITIES’ TECHNICAL PARTNERSHIP PROGRAM THAT STRENGTHENED OLONGAPO CITY’S LOCAL GOVERNANCE, IMPROVED POLICY DEVELOPMENT AND ADVOCACY, AND EXPANDED KNOWLEDGE SHARING THAT WILL HELP THE CITY IN ACHIEVING THE MILLENIUM DEVELOPMENT GOALS

WHEREAS, Olongapo City, Philippines and City of Windsor, Ontario, Canada have been in partnership since the year 2000 through the Federation of Canadian Municipalities (FCM) Partnership Program;

WHEREAS, the first partnership dealt with Solid Waste Management which supported the development and implementation of an integrated waste management system including landfill operations, waste management planning, recycling and waste diversion;

WHEREAS, through the partnership, Olongapo City was able to comply with the National Ecological Solid Waste Management Act of 2000 which requires all local government units in the Philippines to develop waste management master plans and reduce volume of waste to be disposed by 25%;

WHEREAS, the current second partnership deals with Land Use and Watershed Management that aims to strengthen the economic well-being of Olongapo City through improvements to Land Use Management and to further improve the quality of life by providing opportunities to enhance the management of the watershed;

WHEREAS, the partnership has increased the capacity of participating city governments for strategic and operational management, service provision and community participation in local government;

WHEREAS, the programs of FCM will help Olongapo City in strengthening its local governance, improved its policy development and advocacy and achieve the Millennium Development Goals;

OF METRO CUBAO REPRESENTED BY ITS PROJECT COMPASSION CHAIRMAN, GEN. ARTURO LOMIBAO AS REGARDS THE INSTALLATION OF VOICE OVER INTERNET PROTOCOL SYSTEM (VOIPS) WHICH SHALL BE PROVIDED TO
AND BE USED FOR COMMUNICATION PURPOSES ABSOLUTELY
FOR FREE BY OLONGAPEÑOS


WHEREAS, to support the thrusts of the City’s Labor center in providing overseas work opportunities to the Olongapo constituents, the City Government deems to avail of the installation of Voice Over Internet Protocol System (VOIPS);

WHEREAS, VOIPS can turn a standard internet connection into a way to place free phone calls. By providing such communication system absolutely for free, indigent members of the public can call their loved ones abroad who work as overseas Filipino contract workers;

WHEREAS, this is also considered as one of the best tools where the Labor Center can communicate and get feedback from the beneficiaries of the labor programs of the City;

WHEREAS, the Sangguniang Panlungsod deems that an authority be given to the City Mayor to negotiate with the Rotary Club of Metro Cubao, provider/installer of the VOIPS, through its Project Compassion, is indispensable for the implementation for the same;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

Arturo Lomibao as regards the installation of Voice Over Internet Protocol System (VOIPS) which shall be provided to and be used for communication purposes absolutely for free by Olongapeños.

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT AND MEMORANDUM OF UNDERSTANDING WITH LAND ADMINISTRATION AGENCIES SUCH AS REGISTER OF DEEDS, DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES, NATIONAL MAPPING RESOURCE INFORMATION AUTHORITY AND NON GOVERNMENTAL ASSOCIATIONS SUCH AS GEODETIC ENGINEERS ASSOCIATION, SAMAHANG BUKLOD NAYON, INC., SAMAHANG PINAGPALANG KOMUNIDAD NG OLONGAPO, INC. AND OTHER SIMILAR ORGANIZATIONS RELATIVE TO THE CITY’S APPLICATION FOR A GRANT WITH THE INNOVATION SUPPORT FUND (ISF) UNDER THE LAND ADMINISTRATION AND MANAGEMENT PROJECT PHASE 2 (LAMP2) FUNDED BY THE AUSTRALIAN AGENCY FOR INTERNATIONAL DEVELOPMENT (AUSAID)


WHEREAS, the Land Administration and Management (LAM) program is a 15-20 year program which aims to accelerate the process of land administration and land management reform and support the progressive expansion of tenure security and the adoption of approved property valuation standards and procedures through sustainable partnership agreements;

WHEREAS, the Innovation Support Fund (ISF) is a A$1.5 Million grant fund the objective of which is to encourage provinces and cities to become actively engaged in initiating processes of LAM reform and improved service delivery in their specific areas and is expected to encourage LGUs in adopting LAM reform to foster innovations in a competitive manner;

WHEREAS, while the ISF grant facility has a pre-identified set of objectives, the application of these objectives shall be linked to the city’s own determination of its own needs, requirements and objectives to achieve and improve their own delivery of land administration and management services such as cadastral index mapping and surveys for A & D lands, land records

inventory and validation, mass adjudication, installation of LAM hardware and software systems and equipment, computerization of land title databases, etc;

WHEREAS, a total of 10 ISF small grants each amounting between PHP0.500-0.750Million for LAM Technical Assistance Support Activities and 5 programmatic grants of PHP 5.0-7.0Million for Installation and Institutionalization of LAM Innovations and Services shall be awarded to participating LGUs and local partners for the first 3 years of LAMP2;

WHEREAS, the League of Cities has identified Olongapo City as one of the few LGUs qualified to apply for potential grants/assistance to address land administration and management concerns in the locality;

WHEREAS, the basic premise in the implementation of the ISF is the partnership and cooperation of critical LAM services stakeholders and agencies/organizations;

WHEREAS, the project is expected to strengthen the linkages and cooperation among the City and Land Administration Agencies such as Register of Deeds, DENR and NAMRIA and existing NGOs in the city such as the Geodetic Engineers Association, SBNI and SPKOI that will redound to enhancement/improvement of existing LAM services in the city;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes, the City Mayor to enter into a Memorandum of Agreement and Memorandum of Understanding with Land Administration Agencies such as the Register of Deeds, Department of Environment and Natural Resources and National Mapping Resource Information Authority and with Non Governmental Associations such as Geodetic Engineers Association, Samahang Buklod Nayon, Inc., Samahang Pinagpalang Komunidad ng Olongapo, Inc. and other similar organizations relative to the city’s application for a grant with the Innovation Support Fund (ISF) under the Land Administration and Management Project Phase 2 (LAMP2) funded by the Australian Agency for International Development (AusAID).

A RESOLUTION OF CONDOLENCE TO THE BEREAVED FAMILY OF COUNCILMAN RAMON FORTUNO DIWA OF BARANGAY BANICAIN AND RECOGNIZING HIS INVALUABLE CONTRIBUTIONS TO THE CITY OF OLONGAPO


WHEREAS, Ramon Fortuno Diwa, Barangay Councilman of Banicain passed away last October 13, 2006 while attending a seminar together with his colleagues in the City’s Liga ng mga Barangay;

WHEREAS, Kagawad Diwa’s accomplishments as a three-term public servant distinctly zoom out his steadfast dedication to the community he served faithfully as the Chairman of the Committees on Health, Peace and Order as well as Ways and Means;

WHEREAS, as the Number One Kagawad, he was a consistent, loyal and helpful partner of his Barangay Chairman and a community leader who had shown genuine concern to the people of Banicain;

WHEREAS, his passion for his work, his simple yet affectionate ways and his humble spirit endeared him to his barangay constituents and the City officials;


WHEREAS, Barangay Banicain and the City of Olongapo consider his demise a great loss and his unwavering support to the cause of this administration up to his last breath will always be remembered;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION STRONGLY INDORSING TO THE PHILIPPINE SENATE
THE APPROVAL OF HOUSE BILL NUMBER 4701 ENTITLED “AN ACT TO STRENGTHEN AND ENHANCE THE USE OF ENGLISH AS THE MEDIUM
OF INSTRUCTION IN PHILIPPINE SCHOOLS”

WHEREAS, Article XIV Section 2 Paragraph 1 of the Philippine Constitution provides that “The state shall: Establish, maintain and support a complete, adequate and integrated system of education relevant to the needs of the people and society;”;
WHEREAS, the Department of Education issued Dep Ed Memorandum Number 189 Series of 2003 (Executive Order #210), which establishes the policy to strengthen the use of English language as a medium of instruction in the Philippine Educational System;
WHEREAS, the Department of Education subsequently issued Dep Ed Order Number 36 Series of 2006, which provides for the Implementing Rules and Regulations on Executive Order #210 or the Policy to strengthen English as a medium of instruction;
WHEREAS, a March 2006 survey by the Social Weather Stations (SWS) states that national proficiency in the language has declined by 10 percentage points over the last 12 years. According to the survey only two out of three Filipino adults or 65 percent understood spoken and written English. Some 14 percent said they were not competent at all in spoken and written English;
WHEREAS, with the proficiency of Filipinos in English communication, which was once considered as the country’s advantage for decades, has deteriorated, the gradual decline in the English competency of Filipinos would eventually erode the competitiveness of the country’s human resources in any chosen field;

WHEREAS, failure to provide quality education for all Filipinos will lead to further regression of our country’s socio-economic condition. With millions of young Filipinos unskilled, ill-equipped and ill-prepared to compete in the international arena, our future workforce will be relegated to do less productive tasks;
WHEREAS, the restoration of English as language of instruction would reinforce the abilities of students in Math and Science. Superior command of English, Math and Science would enable our future labor force to obtain the most gainful employment and achieve a higher standard of living;

WHEREAS, with the emerging tourism and call center industries in the Philippines, improved English proficiency shall pave the way to an enhanced customer service that shall entice tourists to visit the country, create job opportunities and increase in revenues;
WHEREAS, a bill requiring the use of English language as the medium of instruction in all Philippine schools has been recently approved at the plenary of the House of Representatives. Voting 132-7, the House passed last September 19, 2006 House Bill 4701 known as “An act to strengthen and enhance the use of English as the medium of instruction in Philippine schools”;
WHEREAS, highlights of the bill include English as the primary teaching language, the organization of English programs and school publication as well as English being the language of assessment in all government examinations and entrance tests in all public schools and state universities and colleges;
WHEREAS, the city government of Olongapo recognizes the importance of English communication as a vital tool to international relations and business and economic development;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to strongly indorse, as it hereby strongly endorses to the Philippine Senate the approval of House Bill Number 4701 entitled “An Act to Strengthen and enhance the use of English as the medium of instruction in Philippine Schools”;

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to furnish approved copies of this resolution to the Office of the President, Senate of the Philippines and House of Representatives for their information, record and support.

A RESOLUTION AUTHORIZING THE 2006 CITY FIESTA EXECUTIVE COMMITTEE TO USE THE TRANSCON PROPERTY FOR THE AGE-OLD TRADITION OF PINTAKASI OF OLONGAPO CITY AS PART OF THE CITY FIESTA CELEBRATION AND AUTHORIZING THE HON. CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT FOR THE OPERATION THEREOF


WHEREAS, under Republic Act (RA) 7160 otherwise known as Local Government Code of 1991, it is provided that –

SEC. 458 – Powers, Duties, Functions and Compensation – (a) The Sangguniang Panlungsod, as the legislative body of the city, shall enact ordinances, approve resolutions and appropriate funds for the general welfare of the city and its inhabitants pursuant to Section 16 of this Code and in the proper exercise of the corporate powers fo the city as provided for under Section 22 of this Code, and shall:

(3) Subject to the provisions of Book II of this Code, enact ordinances granting franchises and authorizing the issuance of permits or licenses, upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the city and pursuant to this legislative authority shall:

(v) Any law to the contrary notwithstanding, authorize and license the establishment, operation, and maintenance of cockpits and regulate cockfighting and commercial breeding of gamecocks; Provided, That existing rights should not be prejudiced; xxx

WHEREAS, the City is celebrating its City Fiesta with activities like carnival, street parties and the like;

WHEREAS, the City is positioning itself as a prime tourist and investor destination where indigenous diversion and amusement is of utmost consideration;

WHEREAS, the Sangguniang Panlungsod deems it beneficial for the City for purposes of income generation and as an additional tourist attraction, to allow the operation of a Pintakasi pursuant to its tradition;

NOW, THEREFORE, on joint motion of Councilors Carlito Baloy and Cynthia G. Cajudo with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize as it hereby authorizes, the 2006 City Fiesta Executive Committee to use the Transcon property for the age-old tradition of Pintakasi of Olongapo City as part of the City Fiesta Celebration and authorizing the Hon. City Mayor to enter into a Memorandum of Agreement for the operation thereof.

FROM OCTOBER 12 – 15, 2006 (MARDIGRAS)


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. Magsaysay is declared temporarily closed from 12:00 noon of October 12 until 6:00 in the morning of October 15, 2006.

SECTION 2. The above temporary closed road will be used for the commencement of Mardigras as the opening event for the ULO NG APO Festival.

SECTION 3. The Olongapo Business Club as the official organizer of Mardigras Remixed will spearhead the tourism activities and maintenance of public safety on said dates.

SECTION 4. The Traffic Management Board will recommend the necessary routing of vehicles during the said temporary closure.

SECTION 5. This ordinance shall take effect upon its approval.

A RESOLUTION ENDORSING THE CITY’S APPLICATION FOR A GRANT WITH THE INNOVATION SUPPORT FUND (ISF) UNDER THE LAND ADMINISTRATION AND MANAGEMENT PROJECT PHASE 2 (LAMP2) FUNDED BY THE AUSTRALIAN AGENCY FOR INTERNATIONAL DEVELOPMENT (AUSAID) AND SIGNIFYING THE CITY’S COMMITMENT OF PARTNERSHIP AND ACCOUNTABILITY UNDERTAKING


WHEREAS, the Land Administration and Management (LAM) program is a 15-20 year program to improve land administration and land management in the Philippines that aims to support an efficient land market and alleviate the present low level of confidence in the system of formal land administration and the lack of tenure security;

WHEREAS, LAMP2 is funded by the Australian Government by grant proceeds of some A$34.0 Million (Subsidiary Agreement), plus GOP counterpart funding and a World Bank loan, the purpose of which is to accelerate the process of land administration and land management reform and support the progressive expansion of tenure security and the adoption of approved property valuation standards and procedures through sustainable partnership agreements;

WHEREAS, the Innovation Support Fund (ISF) is a A$1.5 Million grant fund, the objective of which is to encourage provinces and cities to become actively engaged in initiating processes of LAM reform and improved service delivery in their specific areas and is expected to encourage LGUs in adopting LAM reform to foster innovations in a competitive manner;

WHEREAS, while the ISF grant facility has a pre-identified set of objectives, the application of these objectives shall be linked to the city’s own determination of its own needs, requirements and objectives to achieve and improve their own delivery of land administration and management services such as cadastral index mapping and surveys for A & D

lands, land records inventory and validation, mass adjudication, installation of LAM hardware and software systems and equipment, computerization of land title databases, etc;

WHEREAS, a total of 10 ISF small grants each amounting between PHP0.500-0.750Million for LAM Technical Assistance Support Activities and 5 programmatic grants of PHP 5.0-7.0Million for Installation and Institutionalization of LAM Innovations and Services shall be awarded to participating LGUs and local partners for the first 3 years of LAMP2;

WHEREAS, the ISF Small Grants Technical Assistance component is a short-term funding facility to support technical preparatory activities such as project proposal preparation and design, and planning work associated with LGUs and partner stakeholders committed to participation in the ISF’s Programmatic Grant component;

WHEREAS, the League of Cities has identified Olongapo City as one of the few LGUs qualified to apply for potential grants/assistance to address land administration and management concerns in the locality;

WHEREAS, the city through the City Planning & Development Office and the City Assessor’s Office has started an innovative way of identifying & marking all land parcels in the city including all land concerns, issues and information for each parcel in digital map form and may be enhanced and further improved by the fund from the grant if awarded;

WHEREAS, the basic premise in the implementation of the ISF is the partnership and cooperation of critical LAM services stakeholders and agencies/organizations;

WHEREAS, if selected, the city needs to provide a counterpart fund, such fund may be attributed to salaries of LGU staff involved in the project, utilization of local facilities and equipment, vehicles and machinery, however, 25% of the city’s counterpart fund must be additional funding or in kind;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to endorse, as it is hereby endorses, the city’s application for a grant with the Innovation Support Fund (ISF) under the Land Administration and Management Project Phase 2 (LAMP2) funded by the Australian Agency for International Development (AUSAID) and signifying the city’s commitment of partnership and accountability undertaking.

A RESOLUTION RESERVING AN AREA IN PUROK-6, NEW CABALAN,
THIS CITY AS SITE OF THE NEW PUBLIC CEMETERY PROVIDING FOR
ITS ADMINISTRATION, MAINTENANCE AND FOR OTHER PURPOSES


WHEREAS, the existing 7.0-hectare public cemetery at Barangay Kalaklan is already congested and there is no place in the area that can be used for expansion;

WHEREAS, with 4.58% crude death rate of the city, an area to bury at least 967 persons per year is needed to be immediately established, good for the next 20 years;

WHEREAS, it is the responsibility of the city to deliver the basic services for its inhabitants and reply to their needs such as that of a public cemetery;

WHEREAS, a 5.0-hectare (more or less) parcel of land located at Purok 6, Barangay New Cabalan right side going to Manila was identified as an ideal site for the proposed New Public Cemetery;

WHEREAS, the proposed site meets the requirements of the Department of Health as to the accessibility, gradual steepness of ground elevation and none existence of water supply sources that may be affected by the existence of the proposed cemetery;

WHEREAS, the claimants to the property Orancia Vergara et. al. have signified their agreement to the proposed Cemetery Site provided financial negotiations for the city’s interest and purposes are conducted;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

A RESOLUTION PROMOTING OCTOBER AS THE CONSUMER WELFARE
MONTH (CWM) AND ENJOINING ALL ESTABLISHMENTS TO PARTICIPATE
IN THE CITYWIDE SALE ON OCTOBER 1-31, 2006 AND REQUESTING THE DEPARTMENT OF TRADE & INDUSTRY TO WAIVE THE PERMIT FOR SALE PROMOTION FOR THIS EVENT


WHEREAS, pursuant to Presidential Proclamation No. 1098 dated September 26, 1997, the nation will once again celebrate the annual Consumer Welfare Month (CWM) this October;

WHEREAS, to ensure the successful celebration of CWM 2006 the 2006 City Fiesta Committee, Department of Trade & Industry and the Olongapo City Local Price Coordinating Council (LPCC) will undertake the CityWide Sale as part of the CWM and the Octoberfest Mardigras;

WHEREAS, the 2006 City Fiesta Committee is geared to showcase the Olongapo City’s Best of the Best and to reborn the City’s long image as the Mardi Gras Hub of the Country to feature varieties of activities and special events that will give a chance for the businessmen and consumers to barter their products, services and merchandizes on a promotional/discounted rates;

WHEREAS, the Department of Trade & Industry mandates that all business promotions should secure permit before its launching;

WHEREAS, as an incentive and free promotional drive of the City Government of Olongapo for our business establishments, it is but proper to enhance their interest to take part in this CityWide Sale by exempting them in securing promotional permit with the Department of Trade & Industry;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION OF COMMENDATION TO ALL THOSE WHO SUPPORTED THE PHILIPPINE COUNCILORS LEAGUE WEEK SEPTEMBER 1-7, 2006
OLONGAPO CITY CHAPTER

WHEREAS, the Philippine Councilors’ League (PCL) is an organization of Provincial, Municipal and City Councilors in the Philippines which aims to enhance the abilities and skills of our legislators, maximize their contributions in the local and community level, and foster brotherhood among local legislators of the land;

WHEREAS, the PCL Week Celebration for CY 2006 was from September 1-7, 2006, with the theme “Benchmarking Quality Legislative Performance Spurring Excellence in Government and Service Delivery for Improving the Filipinos’ Quality of Life.” As such, the PCL Olongapo Chapter held a one-day event where separate simultaneous activities were conducted on September 7, 2006 at the Rizal Triangle that highlighted the supposedly week-long celebration;

WHEREAS, the Olongapo City Council Members spearheaded the event with major participation and contribution from the City Mayor and the City Mayor’s Office. Among the activities included the Blood-Letting Activity in coordination with the Philippine National Red Cross – Olongapo Chapter and the Rescue Team of Olongapo City; the Medical – Dental Mission in coordination with the City Health Department; the Social Services in coordination with the City Social Welfare & Development Office; the Livelihood Lecture and Demonstration in coordination with the Livelihood and Cooperative Department; the Mini-Job Fair in coordination with the Public Employment and Services Office and Citybuilder’s Manpower Company, Verde International and the Free Hair Cut for Guimaras Donation, done in coordination with Several Olongapo Salons and Barbershops, namely: the Icon Salon, Lady Lou Salon, Cathy’s Touch Salon, Marc Del Barbershop, Buds Barbershop, Sofia’s Barbershop, Jun Aguilar’s Beauty Parlor, Classique’s Salon, Franzanne Barbershop, Images Salon, New Cabalan Salon, Hair Trip Salon, DBS Salon, Mayla Lei’s Beauty Shop, Emme’s Barbershop and Lito Agno’s Salon;

WHEREAS, other forms of contributions also added to the success of the event such as food donations from Sam’s Pizzahaus, Red Ribbons Bakeshop, Chowking Restaurant and McDonald’s Rizal Avenue Branch; the physical arrangement by the Staff of Engineering’s Office; the cleanliness maintenance by the staff of Environmental & Sanitation and Management Office; the over all coordination and facilitation by the Olongapo City Council Office employees; and the help of all government officials and employees in general;

WHEREAS, these voluntary, dedicated and heartfelt support and acts of service for the fellowmen is always worthy of commendation.

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION EXPRESSING SYMPATHY AND CONDOLENCE TO THE BEREAVED FAMILY OF MS. MAXIMA “EMMA” ALOP OF BARANGAY EAST TAPINAC, AN ACTIVE COMMUNITY LEADER AND MEMBER OF THE KISLAP DANCERS


WHEREAS, Ms. Maxima “Emma” Alop of Barangay East Tapinac, passed away to be with her Creator on August 28, 2006 at the age of 66;

WHEREAS, “Ate Emma”, as she is fondly called by everyone, stood as the leader of the Kislap Dancers, a group of elderly women who with their grace and dancing prowess had invigorated various programs and events of the City;

WHEREAS, a supportive barangay kagawad’s wife and an established “Buy and Sell” businesswoman, “Ate Emma” will always be remembered as an active community leader who had touched lives through her acts of kindness and generosity;

WHEREAS, the City Government of Olongapo joins the Alop Family for the lost of their matriarch and prays that God’s comfort will anchor them in this moment of grief;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION REQUESTING THE DEPARTMENT OF TOURISM TO INCLUDE
THE SIBIT-SIBIT FESTIVAL AND THE ULO NG APO FESTIVAL IN THEIR
ANNUAL CALENDAR OF EVENTS


WHEREAS, The Department of Tourism (DOT) serves as the primary government agency commissioned with the responsibility to encourage, promote, and develop tourism as a major socio-economic activity to generate foreign currencies, employment and spread the benefits of tourism to both the private and public sectors;

WHEREAS, the DOT is committed to effectively and efficiently implement sustainable tourism development undertakings as guided by the following national development thrusts: cultural awakening, countryside development, environmental conservation, foreign exchange generation, employment creation, and poverty alleviation;

WHEREAS, Olongapo City, the City of Volunteers, creates and implements local policies and programs in support of the development, promotion, and supervision of tourism projects in the Philippines;

WHEREAS, Olongapo City envisions itself to be a self-sustaining government entity, contributing to the national development objectives, dominantly exemplifying the essence of public service as it leads the way to a sustainable, environmentally accountable, socially vigilant and culturally significant tourism development;

WHEREAS, the city started organizing various activities aimed at promoting Olongapo City and at the same time providing direct and indirect income to its constituents. The City Tourism office spearheads and promotes the established and recognized annual/regular tourism programs and special events in the City of Olongapo;

WHEREAS, the City Government of Olongapo through its annual celebration of the Sibit-Sibit and the Ulo ng Apo Festivals endeavors to support the objectives of the Department of Tourism;
WHEREAS, the Sibit-Sibit Festival is a three - day event which is being celebrated every last Friday, Saturday and Sunday of April that is highlighted with the Summer Street Mardigras and trivial events that includes among others the utilization of sailboats in water sports competitions. The organized activities showcase the small sailboats used by fishermen way back when Olongapo City was still a fishing village. It serves as a restoration of historical and cultural ingenuity of the Olongapo residents;
WHEREAS, the Sibit-Sibit Festival invigorates the humble origins of Olongapo City, it celebrates the enterprising spirit of the native Olongapeños who, with so little, have done so much, enabling the seeds of their fervent aspirations for prosperity to blossom into the bustling metropolis as it is at present. The small sailboat, or the “Sibit Sibit”, is the symbol of the dedicated lives that lead to the Sibit-Sibit Festival;
WHEREAS, the ULO NG APO Festival commemorates the heritage of the city; the legend and history of Olongapo City, important events and personalities as well as Olongapo values that will once again be revitalized;

WHEREAS, the Ulo ng Apo Festival is a fifteen - day event which is being celebrated every 15th to the 30th day of October that is highlighted with three (3) days Mardi Gras and minor events like Street Dancing, Rave Party, Art Exhibit, Garden Show, Citywide Sale, Electric Parade, Octoberfest, Street Party and many other income generating and fun-filled events;
WHEREAS, Olongapo City aspires to intensify the marketing and promotional efforts to sustain its operational assets through the Tourism industry;
WHEREAS, the continued implementation of sustainable local tourism activities that contributes to the over-all national agenda of generating jobs is an endeavor for the City of Olongapo;
WHEREAS, the Tourism Promotions Sector of the Department of Tourism with the primary function of promoting the Philippines as a tourist destination domestically and internationally can integrate in their marketing and promotional activities such as information dissemination, public relations, special events, and related tourism programs the Olongapo City’s Sibit-Sibit Festival and Ulo ng Apo Festival;
WHEREAS, the inclusion of the Sibit-Sibit Festival and the Ulo ng Apo Festival in the annual calendar of events of the Department of Tourism shall pave way to the influx of tourists, creation of job opportunities for the constituency and increase in local business revenues;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the Department of Tourism to include the Sibit-Sibit Festival and the Ulo ng Apo Festival in their annual calendar of events.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to furnish copies to the Department of Tourism, Philippine Tourism Authority and the Office of the President for their information, record and support.

WHEREAS, Mrs. Carmen C. Del Rosario, General Manager, Subic Bay Workers/Volunteers Multi-Purpose Cooperative, Inc. wrote Mayor James Gordon, Jr. regarding the expiration of the Janitorial Services on August 31, 2006;

WHEREAS, she expressed intent to provide the City Government of Olongapo with janitorial services again;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to allow, as it hereby allows the City Mayor James Gordon, Jr., to enter into a contract allowing for emergency extension of Janitorial Services which will expire August 31, 2006.

In the interest of public service and on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor James Gordon, Jr., to enter into a contract to any reputable and winning bidder of a public bidding for Janitorial Services for the City Government of Olongapo.

RESOLUTION NO. 164

A RESOLUTION REQUESTING ALL LOCAL BARBER SHOPS, beauty salons, POULTRY OWNERS AND RESIDENTS OF OLONGAPO CITY TO DONATE
HUMAN HAIR AND CHICKEN FEATHER THAT WILL HELP IN THE
OIL ABSORPTION OF THE OIL SPILL IN GUIMARAS

WHEREAS, Section 15, Article II of the Philippine Constitution provides that “the state shall protect and promote the right to health of the people and instill health consciousness among them.”;

WHEREAS, Section 16, Article II of the aforementioned law provides that “the state shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”;

WHEREAS, Section 3 (i) of Republic Act 7160 otherwise known as the Local Government Code of 1991 provides that “Local Government Units shall share with the National Government the responsibility in the management and maintenance of ecological balance within their territorial jurisdiction, subject to the provisions of this code and national policies;”;

WHEREAS, the island of Guimaras was once a paradise to behold with its lustrous and rich natural resources both land and sea;

WHEREAS, MT Solar 1 Tanker sank on August 11, 2006 in Guimaras Strait which contains 1.8 million of banker fuel and spilled around 200, 000 liters of oil in the area;

WHEREAS, at the advent of the oil spill in Guimaras Strait, the area had been quite impossible to live with, leaving no source of livelihood for its inhabitants dependent on the resources of the sea who are mostly fishermen, shell and seaweed vendors;

WHEREAS, the effect of the disaster is long term, affecting most number of people. The oil spill brought poverty which shall lead to poor nutrition and acquisition of diseases;

WHEREAS, Olongapo City would like to express its deep concern over the mounting health hazards facing the communities affected by the oil slick and join the national government’s campaign for relief of any form;

WHEREAS, with the pioneering spirit of volunteerism of the Olongapeños, this is our call once again to show this endearing attitude especially to our countrymen by giving a little of what we have and what we are about to trash which can still be useful in the absorption of oil spill in Guimaras;

WHEREAS, in support of the Task Force Guimaras attending to environmental and health issues, all Local Barber Shops, Beauty Salons, Poultry Owners and Residents of Olongapo are hereby requested to donate human hair and chicken feather to facilitate the oil assimilation in the affected areas of Guimaras;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests all local barber shops, beauty salons, poultry owners and residents of Olongapo City to donate human hair and chicken feather that will help in the oil absorption of the oil spill in Guimaras.

Let copies of this Resolution be given to all related business establishments, the Business Permit Division and the Public Affairs Office for their information dissemination and implementation.
