A RESOLUTION REQUESTING COLORVIEW CATV TO EXTEND DISCOUNT TO SENIOR CITIZENS OF OLONGAPO CITY

WHEREAS, Section 4 Article XV of the 1987 Philippine Constitution states, “The family has the duty to care for its elderly members but the state may also do so through just programs of social security”;

WHEREAS, with the aforesaid provision of the highest law of the land, Republic Act 7432 or “An Act to Maximize the Contribution of Senior Citizens to Nation Building, Grant Benefits and Special Privileges and For Other Purposes”, was enacted to encourage the participation of the elderly in nation building as well as encourage the community to reaffirm the valued Filipino tradition of caring for the senior citizens;

WHEREAS, to ensure total support to the nation’s beloved members, Senate Bill 3561 was signed into law last February 15, 2010 and became Republic Act No. 9994 or the Expanded Senior Citizens Act of 2010 or “an Act Granting Additional Benefits and Privileges to Senior Citizens, Further Amending Republic Act 7432 As Amended, Otherwise Known “An Act to Maximize the Contribution of Senior Citizens to Nation Building, Grant Benefits and Special Privileges and For Other Purposes;

WHEREAS, the City of Olongapo recognizes the law as vital to the community more than ever to the lives of the senior members who have reached their golden years and necessitate utmost attention and care;

WHEREAS, television has proven to be the most effective medium giving information as well as entertainment to the community with all its visuals and sounds totally providing leisure and relaxation;

WHEREAS, Colorview CATV in Olongapo City, a well-known cable provider since 1973 which has proven outstanding record in the telecommunications industry, may assist the local government in its vision to handle the best social programs to the elderly;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request as it hereby requests Colorview CATV to extend discount for Senior Citizens of Olongapo City;

RESOLVED FURTHER that copies of this Resolution be furnished to Colorview CATV for its information and record.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER, EXECUTE AND SIGN A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH) FOR THE IMPLEMENTATION OF THE DEPARTMENT OF LABOR INSTITUTE WORKERS HIRING FOR INFRASTRUCTURE PROJECTS (WHIP) IN A MANNER CONSISTENT WITH LAW

WHEREAS, the Department of Labor and Employment (DOLE) set through its policy issuances and guidelines, the mandate that the manpower requirements for infrastructure projects of the Department of Public Works and Highways (DPWH) should be sourced from the jurisdiction where the public works/infrastructure initiative is to be undertaken to facilitate local employment and to ensure that workers employed would be best situated in terms of contiguity between the work place and the workers residence, and familiarity of the workman in the area of work;

WHEREAS, there is a legal mandate for its implementation and formalization through a memorandum of agreement between the Local Government Unit involved and the DPWH;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to enter, execute and sign a Memorandum of Agreement (MOA) with the Department of Public Works and Highways (DPWH) for the implementation of the department of Labor Instituted Workers Hiring for Infrastructure Projects (WHIP) in a manner consistent with law.

WHEREAS, the City Mayor has appointed Mr. Dante P. Ramos as City Government Department Head II (ESMO) SG-26;

WHEREAS, Section 454 (d) of Republic Act 7160 otherwise known as the Local Government Code of 1991, provides that heads of departments and offices shall appointed by the City Mayor with the concurrence of the majority of all the Sangguniang Panlungsod Members;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to confirm, as it hereby confirms, the renewal of the temporary appointment of Mr. Dante P. WHEREAS, Resolution No. 116, Series of 2011 entitled “ A Resolution Requesting all Cinema Operators to Grant Complimentary Admission for Olongapo City Senior Citizens” was passed by the City Council on November 29, 2011 and was duly approved by the City Mayor on December 14, 2011;

WHEREAS, the said Resolution is one way of extending gratitude to the elderly Olongapeños who wish to have a convenient recreation;

WHEREAS, the SM Prime Holdings has proven its superior track record in world-class mall development through innovative and state-of-the-art facilities and services, likewise, has undertaken wide-ranging corporate social responsibility initiatives that provide greater service for customers with special needs that ultimately benefit communities all throughout the country;

WHEREAS, the SM Cinema would be a great contributor in giving such recreation to the Senior Citizens of Olongapo City who have the privilege of enjoying such benefit in a mall strategically located at the business center.

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement with SM Cinema for the complimentary movie passes of the Senior Citizens of Olongapo City.
