RESOLUTION NO. 114

A RESOLUTION EXPRESSING PROFOUND CONDOLENCES TO THE BEREAVED FAMILY OF HONORABLE ANGELINA B. ANDRADA, FORMER CITY COUNCILOR AND CITY HEALTH OFFICER

WHEREAS, Dr. Angelina B. Andrada started in the government service in July 1968 as Clinic Physician and rose steadily from the ranks to Clinic Supervisor in 1985, to Medical Specialist in 1986 – 1990, promoted to Assistant City Health Officer in 1991 and City Health Officer in 1992 until retirement in February 1994. She was reappointed as a Public Health Consultant on July 1994 and the Project Manager of UBSP – Reach-Up Project up to the start of her political career;

WHEREAS, it was through her dynamic leadership in the City Health Department that Olongapo took a vibrant stance in a solid fight against AIDS and other diseases. The innovations implemented and landmark measures supporting the improvement of health centers and the hospital, local health boards and nutrition councils serve as her prime contributions as a public health physician and public servant as well;

WHEREAS, earning the trust and confidence of the people of Olongapo out of her unwavering service as public physician, Dr. Andrada completed a three-year term as a City Councilor from 1998 up to 2007 and consistently maintained a post in the top-three of the rank without much effort;

WHEREAS, Doc Haly as she is dearly called by friends, colleagues and constituents lived a simple, selfless life, one that does not boost of tangible properties to leave behind but a legacy of goodwill, camaraderie and leadership. In her years of government service, she carefully protected her clean reputation and resolved not to be told that she enriched herself while in position and chose to live a very simple life deprived of material possessions;

WHEREAS, to her family, Doc Haly was a very supportive, encouraging and dearly loved aunt, cousin, lola, a great example of a tough woman of the century;

WHEREAS, Dr. Angelina B. Andrada as a doctor, as a friend and as a public servant, was able to fulfill every sense of the word “The Doctor is In” as she was always available to serve;

WHEREAS, the members and staff of the Sangguniang Panlungsod of Olongapo will be forever grateful for her life and legacy, as wells of inspirations where we all can draw from;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses profound condolences to the bereaved family of Honorable Angelina B. Andrada, former City Councilor and City Health Officer.

RESOLUTION NO. 113

A RESOLUTION EXPRESSING THE CITY’S FULL SUPPORT TO SCHOOLS DIVISION SUPERINTENDENT AND CO-CHAIRMAN OF THE LOCAL SCHOOL BOARD JESSIE D. FERRER, CESO VI, IN A MANNER CONSISTENT WITH LAW

WHEREAS, Schools Division Superintendent Jessie D. Ferrer was appointed by the national government as the City Schools Superintendent, which he merited by virtue of his wealth of training and experience in the field of education since the year 1988, and his high level of competency which include, among others, a Masters Degree in Educational Administration, Civil Service eligibilities as Career Executive Officer;

WHEREAS, he is viewed as a competent leader in the field of education and is accustomed to local conditions and customs given his exposure to the Olongapo City-Zambales area where he started his work and made contributions to the formation of the youth as a classroom elementary teacher at Barretto Elementary School prior to his assignment to higher positions under his jurisdiction;

WHEREAS, in less than a year under his supervision, directives of school policies were effectively implemented in the city’s basic education institutions, specifically in the operation of school canteens, announcement of class suspension, and rulings in the administration of integrated schools, to name a few;

WHEREAS, his management became instrumental in the pilot implementation of the K-12 Curriculum in the city, thus ensuring a smooth transition in the coming years. Moreover, he was able to address our schools’ infrastructural needs through public private partnerships (PPP), which granted ten schools with sixty (60) classrooms;

WHEREAS, Superintendent Ferrer continues to assure the city of a legislative mandate to ensure facilitation of a responsive, competent, and prompt delivery programs which enhance the state of education in the city;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses, the city’s full support to Schools Division Superintendent Jessie D. Ferrer, CESO IV, in a manner consistent with law.

RESOLUTION NO. 112

A RESOLUTION COMMENDING JOSE “OHJ” NOBLES IV, FOR BEING THE CHAMPION OF THE SUPER TRIKIDS TRIATHLON AGED 13-15 YEARS OLD CATEGORY ON THE 5TH ANVAYA COVE INVITATIONAL TRIATHLON, HELD AT ANVAYA COVE BEACH AND NATURE CLUB (ACBNC) IN MORONG, BATAAN LAST OCTOBER 20, 2012

WHEREAS, a record field of 250 participants, including 40 super TriKids (STK), competed in the fifth edition of the Anvaya Cove Invitational Triathlon which started on October 20 at the Anvaya Cove Beach and Nature Club (ACBNC) in Morong Bataan;

WHEREAS, youth participants aged 4 to 15 raced for honors in the STK aquathlon and triathlon events on the first day. The race distances were 25m swim-200m run (aquathlon) for participants aged 8-number, 200m swim 2k bike 1 k run for aged 9-10, 300m swim-4k bike-2 k run for aged 11-12 and 400m swim -8k run for aged 13-15;

WHEREAS, this event was organized by the Anvaya Cove Beach and Nature Club and the Triathlon Association of the Philippines (TRAP). Participants will be competing for honors in the sprint category (1.2 Km swim-32 Km bike-6 Km run), family relay, regular relay, aged 9-10 (200m swim -2K bike- 1K run), aged 11-12 (300m swim- 4K bike- 2K run), aged 13-15 (400m swim-8K bike 3K run) and Super TriKids (STK) Aquathlon races;

WHEREAS, Jose Nobles IV, currently a third year student of St. Joseph’s College, Olongapo City, a sports minded student enjoys the three sports highlighted on the said competition;

WHEREAS, OHJ joined the Super TriKids Triathlon aged 13 – 15 years old category with a result of Swim Split – 0:03:45, Bike Split – 0:13:53 and Run Split 0:08:47 with the time of 0:26:24. Competing against other 6 athletes, Nobles emerged as the champion of this category;

WHEREAS, at stake in the event sponsored by Globe Telecom, Ayala Land Premier, Century Tuna, Gatorade, Fitness First, Philippine Sports Commission (PSC), Asian Centre for Insulation Philippines (ACIP), Standard Insurance, Folded & Hung, Subic Shutter Club and Speedo, are specially designed medals as well as gift items from the said sponsors are up for grabs for the following athletes;

WHEREAS, the city is proud to have one of its constituents to accomplish such an honor for Olongapo, as something to be followed by other also;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

 RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to commend, as it hereby commends Jose “OHJ” Nobles IV, for being the Champion of the Super TriKids Triathlon aged 13 -1 5 years old category on the 5th Anvaya Cove Invitational Triathlon, held at Anvaya Cove Beach and Nature Club (ACBNC) in Morong, Bataan last October 20, 2012.
