(Series of 2014)

A RESOLUTION CONFIRMING THE CREATION OF OLONGAPO CITY SEWERAGE AND SEPTAGE MANAGEMENT COUNCIL (OCSSMC)  AND ENUMERATING ITS RELATED FUNCTIONS

            WHEREAS,  Republic Act No. 9275 otherwise known as the Philippine Clean Water Act (CWA) of 2004 was  passed by the Congress of the Philippines and approved by the President of Republic of the Philippines;

            WHEREAS, the said legislation is designed to address the interlinked problems of water quality, prevention and control of pollution and sanitation;

            WHEREAS,  on January 30, 2014 officials from the City of Olongapo in coordination with the Department of Public Works and Highways (DPWH), Subic Bay Water Regulatory Board (SBWRB), Subic Bay Metropolitan Authority (SBMA) and Subic Water and Sewerage Co. Inc. (SWSCI) convened to formulate, discuss and present a plan of action to address the pressing problem of sanitation and water quality of Subic Bay and other major water attributes;

            WHEREAS, the Department of Public Works and Highways (DPWH) is mandated by the CWA to implement the National Sewerage and Septage Management Program (NSSMP)  which offers funding through partnership with Local Government Units (LGUs) who has no sewerage and septage facilities;

            WHEREAS,  on February 7, 2014, Hon. Rolen C. Paulino issued an Executive Order No. 07, Series of 2014 creating the Olongapo City Sewerage and Septage Management Council (OCSSMC) and enumerating its related functions;

NOW, THEREFORE, on motion of City Councilor Noel Y. Atienza, with the unanimous accord of the Member of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled,  to confirm, as it hereby  confirms the creation of Olongapo City Sewerage and Septage Management Council (OCSSMC) and enumerating its related functions.

            Let a copy of  Executive Order No. 7, Series of 2014 issued by the City Mayor Hon. Rolen C. Paulino be made an integral part of this resolution.
