A RESOLUTION AUTHORIZING THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO AN AGREEMENT WITH MARILYN M. CASTILLO FOR THE UNITED NATIONS FUND FOR POPULATION ACTIVITIES (UNFPA) LEGISLATIVE DIGITIZATION PROJECT

WHEREAS, the United Nations Fund For Population Activities (UNFPA), is an international development agency that promotes the right of every woman, man and child to enjoy a life of health and equal opportunity and supports countries in using population data for policies and programmes;

WHEREAS, with the evolution of Information Technology, the city government sees the need to digitize all Resolutions and Ordinances of Olongapo City for a more prompt and efficient reference tool of improving the administrative capacity of the city government for effective governance;

WHEREAS, UNFPA, being one of partners of Olongapo City agrees to fund the digitization of all City Council Resolutions and Ordinances;

WHEREAS, Marilyn M. Castillo has signified intention, to which the First Party has accepted, to provide services for the digitization of the aforementioned Resolutions and Ordinances;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor James Gordon, Jr. to enter into an Agreement with Marilyn M. Castillo for the United Nations Fund For Population Activities (UNFPA) Legislative Digitization Project.

A RESOLUTION CONFIRMING THE RENEWAL OF APPOINTMENT OF MS. ARLIDA M. PAME AS CITY GOVERNMENT DEPARTMENT HEAD II (COLLEGE PRESIDENT) SG-26

WHEREAS, the City Mayor has appointed Ms. Arlida M. Pame as City Department Head II (College President) SG-26;

WHEREAS, Section 454(d) of Republic Act 7160 otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all members of the Sangguniang Panlungsod;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present.

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to renew, as it hereby renews, the appointment of MS. ARLIDA M. PAME as City Government Department Head II (College President) SG-26 which effects the appropriation in the amount of Two Hundred Seventy Thousand Two Hundred Fifty-two Pesos (PhP270,252.00) in the item City Government Head II under the account “Salaries” of the Gordon College.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished MS. ARLIDA M. PAME and the Civil Service Commission through the Personnel Office of the City of Olongapo for their information and reference.

A RESOLUTION RATIFYING THE MEMORANDUM OF AGREEMENT (MOA) ENTERED BY AND BETWEEN THE CITY GOVERNMENT OF OLONGAPO REPRESENTED BY THE HONORABLE CITY MAYOR JAMES GORDON, JR. AND THE SUBIC BAY WORKERS/VOLUNTEERS MULTI-PURPOSE COOPERATIVE, INC. (SBWVMPCI) REPRESENTED BY ITS OFFICER-IN-CHARGE NIÑALYN M. RODRIGUEZ FOR JANITORIAL AND GROUND MAINTENANCE SERVICES FROM APRIL 01, 2008 TO NOVEMBER 30, 2008

WHEREAS, Section 35 of the Local Government Code of 1991 states that “Local Government Units may enter into joint ventures and such other cooperative arrangements… to engage in the delivery of certain basic services…”;

WHEREAS, SBWVMPCI is duly organized and authorized by law and ordinance, to perform janitorial and ground maintenance services;

WHEREAS, the City of Olongapo needs to avail of such service for the maintenance and cleanliness of its facilities, mainly: Olongapo City Hall, Olongapo City Hall Annex Building, Gordon College, Olongapo City Mall, Olongapo City Museum, James L. Gordon Memorial Hospital and Olongapo City Convention Center;

WHEREAS, the City Council passed on July 23, 2008 City Resolution No. 112, Series of 2008, authorizing the Honorable City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) between the City Government of Olongapo and the Subic Bay Workers/Volunteers Multi-purpose Cooperative, Inc. (SBWVMPCI) represented by its officer-in-charge Niñalyn M. Rodriguez for janitorial and ground maintenance services from April 01, 2008 to November 30, 2008;

NOW, THEREFORE, upon motion of Councilor Elena C. Dabu, with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to ratify, as it hereby ratifies the Memorandum of Agreement (MOA) entered by and between the City Government of Olongapo represented by the Honorable City Mayor James Gordon, Jr. and the Subic Bay Workers/Volunteers Multi-purpose Cooperative, Inc. WHEREAS, the Sangguniang Panlungsod authorized the City Mayor, by virtue of Resolution No. 126, Series of 2008 to enter into a Memorandum of Understanding (MOU) with the Philippine Overseas Employment Administration (POEA) for the Anti-Illegal Recruitment Program;”

WHEREAS, the Sangguniang Panlungsod deemed it necessary that the said Memorandum of Understanding (MOU) be ratified to pave way for its full implementation in the city;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Sangguniang Panlungsod Members present,

A RESOLUTION AUTHORIZING THE CITY MAYOR, HON. JAMES GORDON, JR. FOR AND IN BEHALF OF THE GORDON COLLEGE TO ENTER INTO A CONTRACT OF AFFILIATION WITH THE MARIVELES MENTAL WARD REPRESENTED BY DR. RIO L. MAGPANTAY

WHEREAS, the Gordon College is a tertiary level learning institution duly authorized and recognized by the Commission on Higher Education to accept enrollees for Health Science and related programs;

WHEREAS, the increasing demand for health professionals in the global market, led to the growing number of enrollees to the said school and a tertiary-care capable hospital is necessary to comply the Nursing Act of 2002 that requires nursing students to undergo Related Learning Experience (duty hours) in the community as well as in hospital setting;

WHEREAS, the Mariveles Mental Ward is an authorized hospital that has the capability and the facilities to impart the real hospital set up and exposures required of a nursing job to the students;

WHEREAS, the Mariveles Mental Ward agrees and allows the affiliation and training of nursing students of the Gordon College subject to the policies, procedures and guidelines governing Affiliation and Training of Students prescribed by the Department of Health/Hospital/Rural Health Units and Other Health Agencies;

WHEREAS, Gordon College shall provide the grading system and the grading sheets to be used by the Mariveles Mental Ward for the Related Learning Experience (RLE) exposure;

NOW, THEREFORE, on motion of Councilor John Carlos G. delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes City Mayor, Hon. James Gordon, Jr. for and in behalf of the Gordon College to enter into a contract of affiliation with the Mariveles Mental Ward represented by Dr. Rio L. Magpantay.
